When a cyclone barrels toward the coast or an earthquake rattles a mountain town, the first hours decide everything. Roads are blocked, panic sets in, and formal rescue teams are still en route. Who steps up? Usually, it’s a trained neighbour, a prepared school teacher, or a district official who has rehearsed this exact scenario a dozen times. That’s the quiet work of training and capacity building, and it is arguably the single most important investment a country can make in its disaster management system.

Why training and capacity building matter

Disasters don’t wait for expertise to arrive. They expose every weakness in planning, coordination, and skill within minutes. Capacity building is the long, patient process that plugs those gaps before the next event strikes. The National Disaster Management Authority defines it simply: it is an ongoing process that equips officials, stakeholders and the community to perform their functions better during a crisis. That definition is deliberately broad. It covers individual training, organisational development, and institutional strengthening, because a single weak link can unravel an otherwise solid response.

The country’s geography makes this urgency unavoidable. More than 58.6% of the landmass is prone to earthquakes of moderate to very high intensity, nearly 12% of the land faces floods, and close to 5,700 km of the 7,516 km coastline is vulnerable to cyclones and tsunamis. Add landslides, droughts, and industrial hazards, and it becomes clear that no single agency can cover every scenario. The answer is a layered workforce – officials, first responders, volunteers, and ordinary citizens – each trained to play their part.

The National Institute of Disaster Management

At the apex of this training architecture sits the National Institute of Disaster Management, or NIDM. Its story is worth knowing because it mirrors the evolution of the country’s disaster thinking itself. Established first as the National Centre for Disaster Management in 1995, it was redesignated as NIDM for training and capacity development, and the Disaster Management Act 2005 gave it nodal responsibility for human resource development, capacity building, training, research, documentation and policy advocacy in the field.

NIDM is not a typical academic body. It is designed for working professionals – collectors, police officers, health officials, engineers, and civil society leaders – who need to absorb disaster skills quickly and return to the field. The institute delivers training in face-to-face, online, self-learning, and satellite-based modes, and in-house and off-campus training for state officials is provided free of charge, including boarding and lodging. Removing the cost barrier matters: state governments can nominate officers without budget wrangling, which keeps the training pipeline flowing.

Strategic partnerships and reach

NIDM does not work alone. It operates through strategic partnerships with central, state and local governments, academic and research organisations, and bilateral and multilateral international agencies. The result is a training calendar that runs the full year, covering everything from heatwave preparedness and pre-monsoon planning to specialised courses on inclusive disaster risk management.

The scale is real. Over the years, NIDM has conducted more than 500 training programmes, with over 15,000 officials and professionals from various sectors participating. That number keeps climbing, especially as climate-driven disasters push new hazards – urban flooding, glacial lake outbursts, heat stress – onto the training agenda.

Training the state and district machinery

Disasters are felt locally, and most response decisions are taken at the district level. This is why state-level training institutions matter as much as the national apex. States maintain disaster management cells inside their Administrative Training Institutes, which perform the capacity building function for effective and efficient disaster management at the regional level.

These state institutes localise the curriculum. A flood-prone Odisha district and a landslide-prone Uttarakhand district do not need identical training. The modules, terminology, and drills must reflect the actual hazards, the terrain, and even the local language. NIDM supports this customisation by helping states formulate policies and capacity building frameworks and by developing educational materials for different audiences, from school teachers to corporate sector personnel.

Coordination with NDMA and LBSNAA

Capacity building also needs to flow into general administration. NDMA’s Capacity Building division implements projects on disaster management and disaster risk reduction in collaboration with State Governments, Union Territories, and the Centre for Disaster Management at LBSNAA Mussoorie. Because IAS probationers at LBSNAA are future district magistrates who will command disaster response, embedding disaster management into their foundational training creates a pipeline of administrators who understand the subject from day one.

Mock exercises: rehearsing for the real thing

Classroom learning only takes preparedness so far. The real test is whether plans actually work when sirens sound. This is where mock exercises and simulations earn their keep. Mock exercises are essential to test the efficacy of disaster plans and preparedness levels, and they foster greater cohesion and coordination amongst all stakeholders.

The government has steadily institutionalised these drills. Under a phased plan, district-level mock exercises are conducted by NDRF with active participation from state authorities, district administration, and other stakeholders, with 154 districts covered in the first phase from 2020-21. The goal is to reach every district in the country.

How a mock exercise actually unfolds

A typical exercise isn’t just a chaotic simulation. It follows a disciplined sequence. The process starts with a Coordination and Orientation Conference attended by the Senior Specialist for Training and Capacity Building from NDMA, along with the Revenue-cum-DM Secretary, police chiefs, health officials, the district collector, fire officers, armed forces representatives, IMD, and NGOs. From there, participants run a tabletop exercise – talking through the scenario – before moving to the live mock drill.

Afterwards comes the part most people forget: the debrief. Within 15 days of every mock exercise, the NDRF unit submits a report that specifically identifies gaps in disaster preparedness – in infrastructure, equipment, on-ground preparations, and public awareness. Those gaps become the next training priority. It’s a closed loop: train, rehearse, identify weaknesses, retrain.

Recent large-scale drills in Delhi-NCR showed how broad the net has become. Sirens, blackout protocols, evacuations from hospitals, malls, schools, and residential complexes – all designed to test inter-agency coordination between police, fire services, civil defence, NDRF, and the district authority. These public exercises also serve a secondary purpose: they train citizens in how to respond to alerts, not just rescue teams.

Community volunteers and the Aapda Mitra movement

Perhaps the most important shift in Indian disaster thinking over the last decade has been the recognition that the community is the real first responder. No matter how fast NDRF mobilises, neighbours reach the injured first. The Aapda Mitra scheme institutionalises this reality.

The programme began as a pilot. NDMA implemented a pilot scheme focused on training 6,000 community volunteers – 200 per district – in flood response across 30 of the most flood-prone districts in 25 states and Union Territories. The results were encouraging enough that the scheme moved to a national scale. Based on the pilot’s success, the scheme is being upscaled to cover 350 districts across all states and UTs, with a target of training 100,000 community volunteers for floods, landslides, cyclones, and earthquakes.

The training itself is practical and hands-on. Volunteers learn life-saving skills in flood relief and rescue, coordination, and assistance, and each receives personal protective equipment and an emergency responder kit, while the districts themselves build up a community emergency stockpile of light search and rescue equipment and medical first aid supplies.

Aapda Mitras in action: Cyclone Fani

The real test came in May 2019. When Cyclone Fani crossed the Odisha coast near Puri on 3 May 2019, the state had 400 trained Aapada Mitra volunteers positioned in Jagatsinghpur and Puri who had been trained in search and rescue, first aid, and other life-saving skills. As the wind receded, they cleared roads blocked by uprooted trees, assisted the Odisha Fire Service, provided first aid at shelters, and managed free kitchens and debris clearance in affected schools. This is exactly the outcome the scheme was designed to deliver: trained locals bridging the gap until heavier resources arrive.

Expanding through youth

The model is now expanding into young India. NDMA has launched the Yuva Aapda Mitra Scheme, which aims to train 2,37,326 community volunteers across 350 disaster-prone districts in collaboration with NCC, NSS, and Nehru Yuva Kendra Sangathan. Training college students and youth volunteers pays a long dividend: these are the first responders of the next three decades, and many will carry the habit of preparedness into whatever professions they enter.

Academic institutions and the curriculum pipeline

Long-term capacity building needs a strong academic pipeline. The University Grants Commission has been pushing disaster management into mainstream higher education. UGC recommends that higher education institutions offer 2-credit skill enhancement courses on disaster management across all undergraduate programmes, with the curriculum designed in consultation with NIDM.

The recommendation does not stop at coursework. UGC encourages institutions to form Disaster Risk Reduction clubs on campus to raise awareness and initiate capacity-building activities, and its safety guidelines emphasise hands-on training including first-aid, CPR, fire safety, earthquake preparedness drills, and disaster simulation exercises. Formal universities like Jamia Millia Islamia, IIT Roorkee, and TISS offer diploma and postgraduate programmes, while NIDM itself continues to develop model curricula that universities can adopt.

NGOs, international agencies and the wider ecosystem

Government alone cannot carry the full training load. NGOs, international bodies, and corporate partners fill important gaps – especially in last-mile outreach, specialised skills, and innovative pedagogy. NDMA’s capacity building work involves coordination with UNDRR, UNDP, UNICEF, UNOCHA, UNFPA, the AHA Centre, BRICS, BIMSTEC, the World Bank, SAARC, and ASEAN. These partnerships bring in global best practices, funding, and technical expertise, especially for emerging challenges like climate adaptation and urban risk.

NGOs localise the message. They run awareness camps, women’s self-help group trainings, school safety programmes, and community-based risk assessments in languages and formats that official institutions sometimes struggle to match. The strength of the Indian system lies in how these layers – national, state, district, community, academic, and civil society – reinforce each other.

The case for continuous learning

Capacity building is never finished. Hazards evolve – heatwaves are longer, glacial melt is faster, urban floods behave differently from rural ones. Technology evolves too: drones, AI-based early warnings, satellite imagery, and mobile alerts all need fresh training modules. A volunteer trained in 2018 on flood rescue may need a refresher on climate-shifted flash floods by 2026. That is why the institutions keep adding programmes, refreshing curricula, and running fresh drills every year.

Resilience is ultimately a cultural trait, not just an administrative one. It is built school by school, drill by drill, volunteer by volunteer. The quiet work of training continues long after the news cycle forgets a disaster, and that is precisely what makes the next one survivable.
