When a disaster strikes, the first 72 hours often decide the difference between life and death for thousands of people. This window, sometimes called the “golden period,” is when survivors trapped under rubble can still be rescued, when the injured can still be saved with timely medical care, and when panic can be contained before it turns into a secondary crisis. Disaster response is the organised, rapid set of actions taken immediately after a disaster to protect lives, reduce suffering, and stabilise affected communities. It is a phase where plans meet reality, where coordination matters more than capability, and where every minute counts.

What disaster response actually means
Disaster response is the phase of the disaster management cycle that kicks in the moment a hazard becomes a humanitarian emergency. It sits between preparedness (what you do before) and recovery (what you do after). According to the National Disaster Management Plan, the immediate focus of response is search and rescue of the affected and evacuation of those likely to be affected by the original disaster or any secondary event it may trigger.
In simpler terms, response is about saving lives first, reducing suffering next, and stabilising the situation so recovery can begin. It includes search and rescue, emergency medical care, evacuation, shelter, food and water distribution, communication restoration, and maintaining law and order. All of this has to happen simultaneously, often in chaotic conditions, with damaged roads, broken phones, and frightened people.
Why speed and coordination define success
A disaster response that arrives late is almost the same as no response at all. Earthquake survivors trapped under collapsed buildings have a dramatically lower chance of survival after 72 hours. Flood victims without clean drinking water face cholera and dysentery within days. Coordination failure, where two agencies duplicate effort in one area while another area is ignored, can be as deadly as the disaster itself. This is why modern disaster response systems emphasise structured command, clear roles, and real-time information flow.
The institutional architecture of response
Response does not happen through goodwill alone. It needs a structure. The Disaster Management Act of 2005 created a three-tier institutional framework that handles response at the national, state, and district levels.
At the top, the National Disaster Management Authority (NDMA), chaired by the Prime Minister, lays down policies and guidelines and coordinates response to major disasters. The State Disaster Management Authorities (SDMAs), headed by respective Chief Ministers, adapt these policies to local realities. At the grassroots, District Disaster Management Authorities (DDMAs) execute plans on the ground, where the disaster actually unfolds.
The primary responsibility for response, including disbursal of relief on the ground, rests with the state governments. The Central Government steps in with logistics, specialised forces, and financial support through the State and National Disaster Response Funds. This federal design recognises a basic truth: response has to be local because the first responders are always neighbours, police constables, panchayat members, and local hospital staff, long before any national force can arrive.
The nodal ministry system
India follows a nodal ministry approach where different ministries take charge of response for different hazards. The Ministry of Home Affairs is the overall nodal ministry for natural disasters. The Ministry of Agriculture handles droughts, the Ministry of Health handles biological disasters, and the Department of Atomic Energy handles nuclear emergencies. This prevents bureaucratic turf wars during a crisis because the lead agency is decided in advance.
Search and rescue: the first priority
The moment a disaster strikes, saving trapped and injured people becomes the single biggest priority. Search and rescue (SAR) operations are specialised, dangerous, and technical. Untrained volunteers, however well-meaning, can cause more harm than good.
India’s specialised SAR capability sits with the National Disaster Response Force (NDRF), which was raised in 2006 after the devastating 2004 Indian Ocean tsunami exposed gaps in the country’s response capacity. NDRF today has 16 battalions drawn from central armed police forces like the BSF, CISF, CRPF, ITBP, SSB, and Assam Rifles. Each battalion contains 18 self-sufficient specialised SAR teams of 47 members each, including structural engineers, technicians, medics, and canine squads.
Since its inception, the NDRF has saved over 1,59,000 lives and evacuated more than 8,64,000 stranded people from disaster-affected areas in India and abroad. Major operations include the Uttarkashi tunnel rescue of November 2023, where, teaming up with NHIDCL, RITES, the Air Force and local agencies, NDRF conducted sustained SAR operations that ultimately rescued 41 trapped workers.
The types of SAR training that matter
NDRF personnel undergo training across several disciplines. Collapsed Structure Search and Rescue (CSSR) teaches personnel to locate and extract survivors from building debris after earthquakes or collapses. Flood Water Rescue focuses on boat operations and swift-water techniques. Medical First Responder (MFR) training equips teams to stabilise the injured at the site itself, well before hospital transfer. Chemical, Biological, Radiological and Nuclear (CBRN) training prepares them for industrial accidents or terror scenarios involving hazardous substances.
States also maintain their own State Disaster Response Forces (SDRFs), which are usually the first professionally trained responders on site. They buy critical time until NDRF teams arrive from their nearest battalion location.
Emergency medical care in the field
Rescue is incomplete without medical care. Disasters produce mass casualties that can overwhelm local hospitals within hours. The response therefore has to bring medicine to the patient, not the other way around.
Field medical response typically begins with triage, the process of sorting casualties by severity so that the most salvageable lives are treated first. This is a difficult ethical task because it sometimes means deprioritising patients who are beyond saving so that limited medical resources can reach those who can survive with intervention.
Mobile medical teams, field hospitals, and ambulance networks form the backbone of this effort. During the February 2023 Turkey-Syria earthquake, for instance, India’s Operation Dost saw the Army set up 60 Para Field Hospitals while NDRF conducted rescue operations, showing how medical and rescue functions integrate in a major response.
Public health and epidemic prevention
Beyond trauma care, disaster response must prevent disease outbreaks. Contaminated water after floods spreads cholera and typhoid. Overcrowded shelters breed respiratory infections. The response plan therefore has to include vaccination drives, sanitation, safe drinking water supply, and vector control almost simultaneously with rescue work. The Public Health Emergency Operations Centre at the National Centre for Disease Control serves as India’s national hub for this kind of public health response.
Essential supplies: food, water, and shelter
People who have lost their homes need immediate access to basics. The response mechanism has to deliver food, clean drinking water, clothing, sanitation, and temporary shelter at scale and within hours. This is logistics, not charity, and it requires pre-positioned stockpiles, clear transport corridors, and a distribution system that prevents the worst forms of chaos.
Relief Camps are set up to house displaced populations. These camps need to provide not just shelter but also medical care, child-friendly spaces, gender-segregated sanitation, and grievance mechanisms. The NDMA guidelines on Incident Response System list relief camps, staging areas, and incident bases as essential facilities to be activated during any major response.
State governments provide financial relief to affected people for 12 notified natural disasters, including floods, cyclones, earthquakes, droughts, and landslides, through the State Disaster Response Fund. When state capacity is overwhelmed, the National Disaster Response Fund kicks in with additional central assistance.
Coordination: the Incident Response System
In any large disaster, dozens of agencies show up. Police, fire, NDRF, SDRF, army, air force, civil defence, NGOs, medical teams, utility workers, media, and volunteer groups all converge. Without a command structure, this turns into noise. The Incident Response System (IRS), adapted from the globally recognised Incident Command System, is India’s answer to this problem.
Under IRS, a designated Incident Commander takes overall charge of a response. The Commander is supported by four function heads: Operations (actual rescue and relief work), Planning (situation assessment and action plans), Logistics (supplies, transport, and communications), and Finance/Administration (money, contracts, and records). This structure can expand for a massive disaster or stay small for a minor one, because it is modular by design.
The Emergency Operations Centre
Every IRS structure needs a nerve centre. That role is played by the Emergency Operations Centre (EOC), which functions as a 24×7 hub during disasters. The EOC monitors the situation through satellite phones, HAM radios, mobile networks, and video conferencing with multiple redundancies built in. It tracks resources, allocates them to priority areas, maintains situation reports, and links field teams to higher authorities.
National-level EOCs like the National Emergency Response Centre in New Delhi feature backup power, reinforced structures, and dedicated water supply, so that they remain operational even when everything else fails. State EOCs mirror this design at the state capital level, and District EOCs do the same at the district headquarters. The Gujarat State Emergency Operations Centre, for example, runs an integrated disaster management information system that connects state, district, and field teams in real time.
High-level coordination bodies
For very large disasters, three bodies provide political and bureaucratic direction. The Cabinet Committee on Security, chaired by the Prime Minister, handles disasters with national security implications or those requiring significant military deployment. The National Crisis Management Committee, chaired by the Cabinet Secretary, coordinates the response across ministries during major emergencies. The National Executive Committee, headed by the Union Home Secretary, ensures compliance with NDMA policies and operationalises decisions.
The role of the community
No professional force can be everywhere at once. The first responders in almost every disaster are ordinary people, neighbours pulling out the trapped, shopkeepers handing out water, autorickshaw drivers ferrying the injured to hospitals. This is why the NDMA has long emphasised community-based disaster management. Civil Defence, Home Guards, and trained volunteers at the village and urban ward level can drastically cut the response time while professional forces mobilise.
Panchayati Raj Institutions and Urban Local Bodies are critical here. They know the geography, the vulnerable households, and the local resources. When they are trained and empowered, response becomes far more effective.
Lessons from recent response operations
Each major disaster in recent years has sharpened India’s response machinery. The Kosi breach of 2008 tested large-scale evacuation across a vast flooded area. The Uttarakhand floods of 2013 exposed the limits of air rescue in mountainous terrain. Cyclone Fani in 2019 became a global reference point for mass evacuation, with over a million people moved to safety before landfall. The Joshimath land subsidence of 2023 and the Wayanad landslides of 2024 highlighted the need for faster assessment and technical expertise in geologically fragile zones.
Each event has added to the standard operating procedures, early warning protocols, and training curricula. Response, in that sense, is a learning system. What worked gets codified. What failed gets redesigned.
Persistent challenges
For all its progress, India’s disaster response still struggles with several gaps. Communication systems collapse in the worst-hit areas, exactly when they are needed most. Last-mile delivery of relief to remote villages remains inconsistent. Coordination between civilian agencies and the armed forces, while improving, still has friction. Urban disasters present a new frontier because dense populations, fragile infrastructure, and limited open space make evacuation and rescue much harder than in rural settings. Climate change is also making the frequency and intensity of hazards unpredictable, forcing response systems to adapt continuously.
