When a disaster strikes, the first responders are almost never uniformed officials in jeeps. They are neighbours, fisherfolk, shopkeepers, schoolteachers, and self-help group members who happen to be on the spot. This simple truth is the foundation of Community-Based Disaster Management (CBDM), an approach that places local people at the centre of planning, preparedness, response, and recovery. Over the last two decades, several regions have quietly demonstrated that when communities are trained, trusted, and linked to formal systems, the loss of life and property drops dramatically. The case studies below show how this model works on the ground, what makes it succeed, and what lessons other regions can borrow.

Odisha’s zero casualty model

Odisha’s story is perhaps the most cited example of community-based disaster management anywhere in South Asia. The 1999 Super Cyclone killed around 10,000 people in the state and became the turning point for a complete overhaul of how the administration and communities prepared for disasters. In 1999, Odisha became the first state in India to establish a disaster management authority, setting up the Odisha State Disaster Management Authority (OSDMA) even before the National Disaster Management Authority came into being in 2005.

What sets Odisha apart is not the institution but the philosophy behind it. The state placed communities and local governance at the centre of its approach, mobilising social capacity through women’s groups, village committees, and trained volunteers. This turned disaster management from a top-down directive into something closer to a movement.

Cyclone shelters and village committees

A network of over 800 multi-purpose cyclone shelters dots the coastline today, and each shelter has a maintenance committee trained in rescue and relief activities. Through this network of shelters and committees, the state has involved the entire community, making it easy to disseminate warnings and evacuate people when a cyclone is imminent. These shelters double up as schools, meeting halls, and polling stations during normal times, which keeps them active rather than locked up until an emergency.

Early warning with last-mile connectivity

In April 2018, Odisha became the first Indian state to install an early warning system with last-mile connectivity for cyclones and tsunamis. Sirens in over 1,200 coastal villages across blocks in Balasore, Bhadrak, Jagatsinghpur, Puri, and Ganjam can alert residents within minutes. The outcomes speak for themselves. Ahead of Cyclone Phailin in 2013, nearly 1 million people were evacuated and the death toll from the very severe cyclone was limited to 21, which UN officials described as a landmark success in disaster management. In 2019, the state repeated the feat, evacuating about 1.2 million people before Cyclone Fani made landfall.

Kerala floods 2018: when the people became the first responders

If Odisha is a story of institutional build-up, Kerala’s 2018 floods are a story of spontaneous community mobilisation. Between 15 and 17 August 2018, exceptional rainfall forced the opening of 35 of the state’s 54 dams for the first time in history, and over 483 people died while about one million were evacuated across all 14 districts, which were placed on red alert. The scale of the disaster overwhelmed formal response agencies in the crucial first 72 hours.

The fishermen who became an army

The gap was filled by the state’s coastal fishing community. According to the state fisheries department, fishermen operating 669 mechanised country boats rescued around 65,000 marooned people across districts, braving torrential rain and strong currents. Their small, twin-engine wooden and fibre boats could navigate narrow flooded lanes where larger Navy and NDRF vessels could not go.

A scientific study of the response noted that the fishermen pooled money from their own pockets to hire trucks that would transport their boats to flood-hit areas far from their native coasts, and then conducted day and night operations. They were not trained disaster responders. What they had was local knowledge of water, boats, and weather, and the social cohesion to organise themselves quickly through WhatsApp groups and phone trees.

Kudumbashree and the volunteer network

The response did not end at rescue. Members of Kudumbashree, the state’s flagship women’s self-help network, raised substantial funds for the Chief Minister’s Distress Relief Fund and ran relief kitchens, cleaned houses, and staffed relief camps. Around 37,000 volunteers from civil society organisations cleaned thousands of houses and ran hundreds of relief camps after the waters receded. This layered community response is a textbook example of how grassroots social capital, when it already exists in the form of cooperatives and self-help groups, can be activated at short notice.

Gujarat’s triangular partnership after the Bhuj earthquake

The third Indian case study shifts from response to reconstruction. The 2001 Bhuj earthquake devastated the Kutch region. Over 37.8 million people were affected as the earthquake destroyed homes, schools, roads, communication systems, and power lines across western Gujarat. What emerged afterwards was a rebuilding model that became a reference point for community-driven recovery.

Owner-driven reconstruction

Rather than handing contracts to external builders, the Gujarat government adopted a community-driven housing recovery process. Affected communities were given the option for complete or partial relocation, or for in-situ reconstruction, and by 2003 around 94 per cent of the eligible damaged houses had already been repaired. Families received technical guidance, financial assistance, and quality checks, but made their own decisions about the design and pace of rebuilding.

NGOs, government, and citizens as equal partners

The reconstruction became known as the triangular partnership model, combining government agencies, non-governmental organisations, and local communities. A network of over 200 NGOs, grouped under bodies like the Kutch Nav Nirman Abhiyan, worked alongside the newly formed Gujarat State Disaster Management Authority. The reconstruction funded capacity building for local masons in earthquake-safer construction, so that communities retained the skills long after the programme ended. The Asian Development Bank, which co-financed the programme, later concluded that the project’s emphasis on greater community participation in housing, subproject selection, and formulation of town planning schemes enhanced its success. Gujarat also became the first Indian state to enact a standalone disaster management law in 2003, two years before the central legislation.

Bangladesh’s Cyclone Preparedness Programme

The most enduring international example of CBDM sits right next door. After the 1970 cyclone that killed an estimated 300,000 people along the Bay of Bengal coast, Bangladesh created the Cyclone Preparedness Programme (CPP) in 1972 as a joint initiative of the government and the Bangladesh Red Crescent Society.

A volunteer network of 76,000

The heart of the CPP is a huge volunteer force drawn from the very communities at risk. The programme today runs with approximately 76,020 volunteers, evenly split between men and women, organised across 7 zones, 13 districts, and more than 3,800 local units. Volunteers are trained in early warning dissemination, search and rescue, first aid, and shelter management.

The system is deliberately low-tech at the last mile. Armed with up-to-date cyclone forecasts, volunteers go door-to-door, sometimes using megaphones from the turrets of local mosques, to move households to cyclone shelters. Hand sirens, flag signals, and transistor radios complement these efforts. Because about half the volunteers are women, messages reach households that a male-only network could never enter in conservative rural settings.

Measurable lives saved

The trajectory of fatality reduction is striking. The 1970 cyclone killed hundreds of thousands; the 1991 cyclone killed around 138,000; by the time Cyclone Mocha struck in 2023, the combination of shelters, forecasts, and CPP volunteers had brought casualties down to double digits in most events. The CPP is now routinely held up as a model for countries across the Indian Ocean rim.

Common threads across the case studies

Looking across these examples, several patterns emerge that anyone studying or designing a CBDM intervention should note.

Local knowledge is irreplaceable

In Kerala, fishermen knew which lanes would flood first. In Odisha, shelter maintenance committees know every elderly or disabled resident who will need help evacuating. This local cognitive map cannot be replaced by satellite data or standard operating procedures. Formal agencies that ignore it tend to arrive late and operate in the dark.

Pre-existing social capital determines speed

Kerala’s rapid mobilisation was possible because Kudumbashree, fishermen’s cooperatives, and parish networks were already in place. Odisha’s evacuation is fast because village committees meet, train, and drill regularly. Disaster response cannot be invented after the disaster begins. It has to be built into the everyday social fabric of a place.

Women’s participation is a force multiplier

Whether it is Kudumbashree members running community kitchens in Kerala, or the 38,000 women volunteers of Bangladesh’s CPP, the presence of trained women in a CBDM system drastically improves reach. Women often hold the most accurate information about children, the elderly, and pregnant residents of a household, and their participation ensures that evacuation orders translate into actual movement.

Partnership beats heroism

The Bhuj reconstruction showed that citizens, NGOs, and governments working as a triangle produce better outcomes than any one of them acting alone. Odisha’s preparedness, similarly, is a partnership between OSDMA, local panchayats, and ordinary residents. Good-practice documentation from across Indian states underlines that stakeholders generate awareness, develop capacities, encourage volunteers, and integrate disaster management with other government initiatives when they work as partners. The lone-hero narrative is inspiring, but unsustainable.

Institutions must protect community effort

Finally, community effort without formal backing burns out. The fishermen of Kerala were honoured and compensated, but the experience also prompted the state to formally train fisherfolk as a standing disaster reserve. The CPP survived fifty years because the Government of Bangladesh took legal ownership of the programme in 1973. Communities do the hard work, but institutions must give them shelters, equipment, training budgets, and dignity.

What these examples tell us about resilience

A disaster is never only a natural event. It is a test of the everyday relationships, institutions, and trust that a society has built up in calmer times. The case studies above do not share the same geography, hazard, or political context, yet they converge on the same lesson: when ordinary people are treated as the primary agents of their own safety and are supported with training, equipment, and authority, the human cost of disasters plummets. This is the quiet revolution that community-based disaster management has been unfolding for the last three decades, and its next chapter is already being written in the villages that will face the climate-intensified storms, floods, and heatwaves of the coming years.
