When a disaster strikes, whether it’s a flood sweeping through a village or an earthquake rattling a city, the first few hours are often described as the “golden period.” Every decision, every team mobilised, and every resource deployed in this window can mean the difference between life and loss. This is the response phase of disaster management, the moment where plans meet reality. It’s the stage where saving lives becomes the single most important goal, and where the quality of preparation done months or years earlier is truly put to the test.

What does the response phase really mean?

The response phase refers to the immediate actions taken during and shortly after a disaster to save lives, reduce health impacts, protect property, and meet the basic needs of affected communities. Unlike preparedness (which happens before) or recovery (which happens after), response is about what happens now.

As per the Disaster Management Act, 2005, response includes prompt response, assessing the severity or magnitude of effects of any disaster, evacuation, rescue, relief, rehabilitation and reconstruction. In simpler terms, it covers everything from pulling survivors out of rubble to handing out food packets in relief camps.

Core objectives of an effective response

Every response operation, regardless of the type of disaster, revolves around a handful of non-negotiable priorities. These objectives guide every team on the ground, from the district collector to the last rescue worker.

Saving lives

The foremost objective is to save as many lives as possible. This involves search and rescue operations, medical triage, and emergency evacuations. Specialised teams like the National Disaster Response Force (NDRF) have reportedly saved over 1,59,293 lives and evacuated more than 8,64,316 stranded individuals since its formation, demonstrating the scale at which this objective is pursued.

Protecting property and critical infrastructure

Beyond human lives, response also aims to protect property and essential infrastructure like hospitals, power lines, water supply systems, and communication networks. Losing any of these during a disaster can cripple the recovery that follows.

Meeting basic human needs

Once survivors are safe, attention shifts to shelter, food, clean drinking water, clothing, and sanitation. Temporary shelters are set up, community kitchens are activated, and medical camps are established for injured or sick survivors.

The key activities during the response phase

Response is not a single action but a cluster of coordinated activities happening simultaneously. Here’s a closer look at the major components.

Search and rescue operations

This is usually the first and most visible activity. Teams locate survivors trapped in collapsed buildings, submerged homes, or landslide debris. The NDRF is the lead agency here in India, with 16 battalions organised on para-military lines, each capable of providing 18 self-contained specialist search and rescue teams of 45 personnel including engineers, technicians, electricians, dog squads and medical paramedics. These teams are trained in collapsed structure search and rescue (CSSR), aquatic disaster response, and medical first response.

Emergency medical care

Hospitals and field medical units work overtime to treat the injured, control outbreaks, and stabilise critical patients. Mobile medical vans, field hospitals, and mass casualty protocols are activated. The Indian Army also deploys Para Field Hospitals during major disasters, as seen during Operation Dost in Turkey and Syria in February 2023, where India deployed teams to establish field hospitals and provide humanitarian assistance.

Evacuation

Moving people from high-risk zones to safer locations is one of the most effective lifesaving steps. Pre-designated shelters, schools, and community halls are often used. The success of evacuation depends largely on early warning systems and community awareness built during the preparedness phase.

Provision of shelter, food, and water

Relief camps are set up to provide temporary housing. Food packets, drinking water, blankets, and essential medicines are distributed. Civil society organisations, NGOs, and self-help groups often play a significant role here alongside government agencies.

Damage and needs assessment

While rescue is ongoing, rapid assessments begin to understand the scale of destruction and estimate what resources will be needed. This information feeds directly into the recovery and reconstruction phases.

Restoration of essential services

Power, water supply, telecommunications, and road connectivity are restored on a priority basis. Without these, no further relief or recovery work can progress efficiently.

The Incident Response System: bringing order to chaos

One of the biggest challenges during a disaster is coordination. Multiple agencies, volunteers, and government departments all rush to help, but without a clear command structure, efforts can easily become chaotic or duplicated. To solve this, the NDMA issued guidelines on the Incident Response System (IRS) in 2010, adapted from the Incident Command System originally developed in California for wildfire management.

According to NDMA, the IRS is an effective mechanism for reducing ad-hoc measures in response, envisaging a composite team with various sections to attend to all possible response requirements. The system designates officers for specific duties and trains them in their roles well before a disaster occurs.

How the IRS is structured

Under the IRS framework, a Responsible Officer (RO) is designated at the state and district levels. The RO delegates responsibilities to an Incident Commander (IC), who manages the incident through Incident Response Teams (IRTs). These teams are divided into three main sections:

The Operations Section handles tactical operations on the ground, the Planning Section gathers information and prepares action plans, and the Logistics Section manages resources, supplies, and manpower. This modular structure allows the system to be scaled up or down depending on the scale of the disaster.

Why IRS matters

Before the IRS was adopted, disaster response in the country was often marked by confusion over who was in charge and what each agency was supposed to do. The primary intention of IRS is to transform the confusion of early hours of an emergency into a well-managed response process by answering questions like “who’s in charge?” and “what’s my job?”. It emphasises unity of command, common terminology, flexible organisation, and a defined span of control.

Who responds? The institutional architecture

Response in India is not a one-agency show. It’s a multi-layered effort involving central, state, and district authorities, along with specialised forces and civil society.

National level

At the top sits the NDMA, chaired by the Prime Minister, which lays down policies and guidelines. The National Executive Committee (NEC), headed by the Union Home Secretary, coordinates implementation. For major disasters, the National Crisis Management Committee (NCMC), chaired by the Cabinet Secretary, takes charge of high-level coordination and brings together secretaries of relevant ministries, the armed forces, IMD, and NDRF.

State and district level

Each state has a State Disaster Management Authority (SDMA) headed by the Chief Minister, and every district has a District Disaster Management Authority (DDMA) headed by the District Collector. As described by experts studying India’s disaster governance, every district has a DDMA that handles on-the-ground planning, preparedness, and immediate response. This layered approach ensures that national policies can be tailored to local realities.

Specialised response forces

The NDRF is the primary specialist force, with battalions strategically located across the country to minimise deployment time. State governments also maintain their own State Disaster Response Forces (SDRFs). The armed forces, paramilitary units, fire services, police, and home guards are frequently called in for large-scale disasters.

Why coordination is the heart of response

Even the most well-equipped response force can fail without coordination. Disasters rarely respect administrative boundaries, and multiple agencies often converge on the same location. Poor communication can lead to duplicated efforts in one area and complete neglect in another.

The 2013 Uttarakhand flash floods and the 2018 Kerala floods both highlighted how inter-agency coordination can make or break a response. In Kerala, the scale of NDRF deployment reached 58 teams, one of the largest single-state deployments, rescuing thousands and evacuating over 10,000 people. This kind of large-scale coordination required synchronisation between the NDRF, Army, Navy, Air Force, state police, fisheries department, and countless volunteers.

The role of communication systems

Communication is the backbone of coordination. Satellite phones, GPS tracking, drones for aerial surveillance, and AI-based decision support systems are now standard tools. Emergency Operations Centres (EOCs) at national, state, and district levels serve as nerve centres where information is collected, analysed, and relayed.

How response depends on preparedness

Here’s a truth that cannot be stressed enough: response is only as good as the preparedness that preceded it. You cannot improvise your way out of a cyclone or an earthquake. Every successful response operation is the result of months or years of planning, training, mock drills, stockpiling of relief materials, and community awareness programmes.

For example, the Indian government’s Common Alerting Protocol (CAP) based system called SACHET has been used in recent cyclones such as Biparjoy in June 2023 and Cyclone Michaung in December 2023 to issue targeted early warnings. This kind of infrastructure doesn’t appear overnight; it’s built during the preparedness phase and activated during response.

Similarly, NDRF personnel undergo rigorous nine-week training programmes covering Collapsed Structure Search and Rescue, Medical First Respondent Course, Aquatic Disaster Response, and CBRN (Chemical, Biological, Radiological, Nuclear) response. This training is the invisible foundation that makes the visible heroism possible.

Challenges in effective response

Despite all the planning, response operations face several recurring challenges. Terrain and weather often restrict movement, especially in mountainous or flood-inundated areas. Communication breakdowns during earthquakes or cyclones can leave teams working blind. Shortage of trained personnel, outdated equipment, and delays in fund release sometimes slow down relief. And managing large numbers of volunteers, while valuable, requires its own coordination effort.

There’s also the challenge of equity in response: ensuring that marginalised groups, women, children, the elderly, and persons with disabilities are not overlooked during evacuation, relief distribution, or medical aid. NDMA guidelines increasingly emphasise inclusive response planning to address this.

The way forward

Technology is reshaping disaster response. Drones for damage assessment, AI-based flood prediction, mobile apps for real-time alerts, and satellite-based early warning systems are already in use. Community-based disaster response, where local volunteers are trained as first responders, is gaining ground because neighbours often reach victims before any official team can.

Ultimately, an effective response rests on three pillars: trained human resources, modern equipment and technology, and seamless coordination among agencies. When all three work together, the “golden period” after a disaster can truly live up to its name.
