When a disaster strikes – be it a cyclone tearing through the Odisha coast, flash floods submerging Uttarakhand’s hill towns, or an earthquake rattling the Himalayan belt – the first 72 hours are often the difference between life and loss. This critical window, sometimes called the “golden period” of disaster response, is where relief and response operations swing into action. These operations form the backbone of any disaster management system, turning policy documents and preparedness plans into real, on-the-ground action. But what actually goes into an effective response? Let’s unpack the essential components that make relief operations work when seconds matter most.

What are relief and response operations?
Relief and response operations refer to the immediate and coordinated actions taken right after a disaster to save lives, reduce suffering, and meet the urgent needs of affected populations. They cover everything from pulling survivors out of collapsed buildings to setting up community kitchens for displaced families. Unlike mitigation or preparedness – which happen before a disaster – response kicks in the moment the event unfolds.
The National Disaster Management Authority (NDMA) defines disaster management as a continuous and integrated process that includes evacuation, rescue, relief, rehabilitation and reconstruction, with timely and effective response being central to the mandate under the Disaster Management Act, 2005. The goal is simple on paper but complex in practice: get the right resources to the right people at the right time.
The core components of effective response operations
A well-executed response isn’t a single activity – it’s a chain of interconnected tasks, each depending on the others. Here are the pillars that hold this chain together.
Search and rescue
The first priority after any disaster is locating and extracting survivors. This is often dangerous, technical work involving collapsed structures, flooded zones, or debris-filled landscapes. In India, the National Disaster Response Force (NDRF) is the specialised agency for this role. Each of its 16 battalions fields 18 self-sufficient specialised search and rescue teams of 47 members each, including structural engineers, technicians, electricians, canine units, and medical or paramedic personnel.
The force has honed its capabilities through some of the country’s toughest rescue missions. During the 2013 Uttarakhand flash floods, NDRF conducted one of India’s largest rescue operations. More recently, during the Silkyara tunnel collapse in Uttarakhand in November 2023, NDRF teams worked alongside agencies like NHIDCL, RITES, and the Indian Air Force to rescue 41 trapped workers from the tunnel after nearly three weeks of continuous effort.
Medical care and trauma response
Injuries, outbreaks, and trauma don’t wait. Immediate medical attention – from on-site first aid to field hospitals – is a non-negotiable part of response. The NDRF runs a dedicated Medical First Respondent Course that trains personnel in first aid to assist victims right after extraction. For larger events, mobile medical camps and field hospitals are set up to handle everything from fractures to waterborne disease outbreaks that often follow floods.
Psychosocial care is another often-overlooked dimension. Disaster survivors – especially children and the elderly – need mental health support as much as physical treatment. Growing attention is now being paid to counsellors and social workers being embedded within response teams.
Food, water, and essential supplies
Within hours of displacement, people need safe drinking water, cooked meals or dry rations, and basic hygiene kits. Contaminated water alone can trigger epidemics of cholera, typhoid, and diarrhoea, turning one disaster into another. Response agencies coordinate with state governments, civil society, and organisations like the Indian Red Cross to distribute food packets, water purification tablets, and sanitation supplies.
During the Kosi breach in Bihar in 2008, NDRF distributed relief supplies including drinking water to the stranded flood victims while simultaneously conducting rescue operations – a reminder that relief is rarely sequential and often happens in parallel.
Temporary shelter
When homes are destroyed or unsafe, shelter becomes a lifeline. Temporary arrangements may include relief camps in schools, community halls, or purpose-built tent cities. Good shelter planning considers more than just roofs overhead – it factors in privacy for women, safety for children, accessibility for people with disabilities, and the availability of toilets and lighting. Cyclone shelters constructed along India’s eastern coastline under the National Cyclone Risk Mitigation Project have played a major role in reducing casualties during storms like Cyclone Phailin and Cyclone Fani.
Restoration of basic services
Power, water supply, telecommunications, and transport are the arteries of modern life. A disaster severs them. Effective response includes rapid restoration teams from utilities, telecom operators, and public works departments working around the clock to get lights back on, phone networks revived, and roads cleared. Without this, even the best-organised rescue effort hits a wall.
Coordination: the invisible glue
If there’s one factor that separates a successful response from a chaotic one, it’s coordination. Disasters don’t respect administrative boundaries, and relief involves dozens of actors – central forces, state governments, district administrations, armed forces, NGOs, volunteers, and international agencies. Getting them to work in sync is half the battle.
The institutional framework
India has a three-tier structure for coordinating disaster response. At the top is the NDMA, chaired by the Prime Minister, which lays down policies and guidelines. Operational coordination happens through the National Executive Committee (NEC), chaired by the Home Secretary, which prepares the National Plan and monitors response. At the state level, State Disaster Management Authorities (SDMAs) mirror this structure, while at the ground level, District Disaster Management Authorities (DDMAs) under the District Collector become the operational units where response actually happens.
The role of armed forces and civil society
When disasters overwhelm civilian capacity, the Indian Army, Navy, Air Force, and Coast Guard step in. They bring heavy-lift helicopters, engineering units, and medical corps that can operate in the harshest conditions. Alongside them, NGOs and community volunteers provide the last-mile reach that government agencies often cannot. The Aapda Mitra Scheme, for instance, aims to train 1,00,000 community volunteers across 350 disaster-prone districts in basic rescue and relief skills – recognising that neighbours are almost always the first responders.
Technology as a force multiplier
Modern response operations lean heavily on technology to move faster and make better decisions. Two tools stand out: Geographic Information Systems (GIS) and remote sensing.
GIS and remote sensing
GIS combines satellite imagery, topographical data, and demographic information into layered maps that tell responders exactly where the damage is, who is affected, and what resources are needed. In the disaster relief phase, GIS combined with GPS is extremely useful in search and rescue operations in devastated areas where landmarks have disappeared.
Remote sensing through satellites offers near-real-time views of affected regions. After Cyclone Fani struck Odisha in 2019, GIS was integrated with satellite remote sensing data to assess damage, allowing authorities to prioritise which villages needed help first. India’s National Database for Emergency Management (NDEM), run by the government, provides space-based inputs across all phases of disaster management nationwide.
Early warning and communication systems
Technology isn’t just about maps. The Common Alerting Protocol (CAP) is India’s integrated alert system that sends geo-targeted warnings to the public through SMS and multiple media channels ahead of disasters. Linked to this is the Emergency Response Support System (ERSS), a pan-India single-number (112) emergency service. Together, these systems shrink the gap between event and action.
Challenges that still hold us back
Despite strong institutions and growing technological capability, response operations face persistent gaps. Overlapping jurisdictions between NDMA, SDMAs, DDMAs, NDRF, armed forces, and state police can create confusion during major disasters – the initial phase of the 2018 Kerala floods showed visible coordination friction before the response stabilised.
State-level capacity is another weak spot. Many SDMAs remain understaffed and underfunded relative to the scale of risk in states that face recurring floods or cyclones. Fund utilisation gaps also persist, with some states leaving significant State Disaster Response Fund (SDRF) allocations unspent even as affected communities wait for relief. And at the district level, many Disaster Management Plans meant to be living documents have not been updated since they were first drafted.
The path forward involves stronger local capacity, integrated command systems during emergencies, better last-mile delivery through trained community volunteers, and continued investment in early warning and geospatial infrastructure.
Why this matters for public administration
Disaster response isn’t just a technical field – it’s a public administration challenge of the highest order. It tests a government’s ability to plan, coordinate, communicate, and deliver under the worst possible conditions. Every flood, cyclone, and earthquake becomes a live examination of institutional capacity. Getting it right saves lives; getting it wrong costs them. For administrators, understanding the moving parts of response operations is not an academic exercise – it’s a professional responsibility that shapes how society bounces back from its darkest moments.
