Disasters don’t knock before they arrive. From the devastating Bhuj earthquake of 2001 to the 2004 Indian Ocean tsunami and the recurring floods in Assam and Bihar, India has faced the wrath of nature in countless forms. These events pushed policymakers to rethink how the country prepares for, responds to, and recovers from calamities. The result was a comprehensive framework that shifted the focus from reactive relief to proactive resilience – the National Policy on Disaster Management (NPDM), 2009. Approved by the Union Cabinet on 22nd October 2009, this policy has since served as the roadmap for handling disasters in a holistic manner across the country.

What is the National Policy on Disaster Management?

The NPDM was formulated in pursuance of the Disaster Management Act, 2005, which laid down the legal and institutional framework for managing disasters in India. While the Act created the structure, the policy gave it direction. It provides a blueprint that covers every dimension of disaster management – from institutional, legal, and financial arrangements to prevention, mitigation, preparedness, response, relief, rehabilitation, reconstruction, recovery, capacity development, and knowledge management.

One of the most significant contributions of the NPDM is that it ushered in a paradigm shift from the erstwhile relief-centric response to a proactive prevention, mitigation, and preparedness-driven approach. Before 2009, the standard practice was to wait for disasters to strike and then mobilise resources for rescue and relief. The NPDM changed this mindset, placing anticipation and risk reduction at the centre of policy.

The vision behind the policy

The NPDM’s vision is both ambitious and simple: to build a safe and disaster-resilient India by developing a holistic, proactive, multi-disaster oriented and technology-driven strategy through a culture of prevention, mitigation, preparedness and response. This vision acknowledges that India’s geographical and climatic diversity exposes it to multiple hazards – earthquakes, cyclones, floods, landslides, droughts, and industrial accidents. A one-size-fits-all approach simply doesn’t work.

The policy also recognises that disasters affect the most vulnerable sections of society disproportionately. It explicitly addresses the concerns of differently-abled persons, women, children, the elderly, and other disadvantaged groups. Equity and inclusiveness are core considerations, particularly when formulating measures for relief and rehabilitation.

Key objectives of the NPDM

The policy lays out a clear set of objectives that together form its strategic agenda. The objectives include promoting a culture of prevention, preparedness and resilience at all levels through knowledge, innovation and education, encouraging mitigation measures based on technology, traditional wisdom and environmental sustainability, and mainstreaming disaster management into the developmental planning process.

Promoting a culture of prevention and preparedness

The first objective shifts the societal mindset. Rather than treating disasters as isolated tragedies, the NPDM encourages citizens, institutions, and governments to view prevention as a shared responsibility. Knowledge dissemination, school-based awareness programmes, and research partnerships all fall under this umbrella.

Encouraging mitigation measures

Mitigation isn’t only about modern engineering. The policy values traditional wisdom alongside technology. Indigenous construction techniques, community knowledge about flood patterns, and environmentally sustainable practices all feed into mitigation strategies. This balance between innovation and heritage is one of the policy’s most thoughtful elements.

Mainstreaming disaster management into development planning

Perhaps the most transformative objective is the integration of disaster risk reduction (DRR) into the country’s developmental planning. Roads, housing schemes, urban development, and infrastructure projects must now factor in disaster risk. A school built in a seismic zone, for instance, should follow earthquake-resistant design codes from the blueprint stage itself.

The policy calls for an enabling regulatory environment – building codes, zoning regulations, safety standards – backed by a compliance regime. Without enforcement, even the best policies become paper tigers.

Risk identification and assessment

Effective disaster management begins with knowing where risks lie. The NPDM emphasises systematic hazard identification, vulnerability mapping, and risk assessment through robust monitoring mechanisms.

Partnership with media and stakeholders

The policy also promotes a productive and proactive partnership with the media. From early warning dissemination to post-disaster communication, media plays a crucial role in shaping public behaviour during emergencies.

Guiding principles of the NPDM

Beyond objectives, the NPDM rests on several guiding principles that define how disaster management should be approached in practice. These principles form the philosophical backbone of the policy.

A holistic and integrated approach

Disasters are rarely confined to one sector. A flood, for instance, affects agriculture, health, transport, water supply, and education simultaneously. The NPDM therefore pushes for cooperation with agencies at the national, regional and international levels, along with compliance and coordination to generate a multi-sectoral synergy.

Community-based disaster management

When a disaster strikes, the community is the first responder. Neighbours pull each other out of rubble, local volunteers arrange shelters, and informal networks mobilise long before official help arrives. The NPDM embraces this reality through community-based disaster management (CBDM), including last-mile integration of policy, plans, and execution.

The Aapda Mitra scheme is a direct outcome of this principle. Under this initiative, community volunteers across disaster-prone districts are trained in life-saving skills for floods, cyclones, landslides, and earthquakes. These volunteers have played notable roles during events like the Kerala floods, Cyclone Fani, and even during the COVID-19 pandemic.

Capacity development in all spheres

Capacity building is treated as a continuous process rather than a one-time event. It equips officials, stakeholders and the community to perform their functions in a better manner during a crisis, and includes human resource development, organisational development, and institutional strengthening. The National Institute of Disaster Management (NIDM) serves as the capacity-building arm at the national level, while state administrative training institutes perform similar roles at the regional level.

Consolidation of past initiatives and best practices

Rather than reinventing the wheel, the NPDM encourages learning from previous experiences – both domestic and international. Every disaster leaves behind lessons, and the policy ensures those lessons inform future planning.

Cooperation at multiple levels

From bilateral disaster relief treaties to regional partnerships like those under SAARC, and engagement with global frameworks such as the Sendai Framework for Disaster Risk Reduction, the NPDM treats cooperation as essential. Disasters don’t respect borders, and neither should preparedness.

Key components of the policy

The NPDM covers a wide range of components that together form the operational machinery of disaster management in the country.

Institutional framework

The policy operationalises the institutional structure created by the DM Act, 2005. At the apex sits the National Disaster Management Authority (NDMA), chaired by the Prime Minister. Supporting it are the National Executive Committee (NEC), State Disaster Management Authorities (SDMAs) headed by Chief Ministers, and District Disaster Management Authorities (DDMAs) led by District Magistrates or Collectors. This three-tier structure ensures that responsibilities and resources flow from the Centre down to the district level.

Disaster prevention, mitigation and preparedness

The policy emphasises pre-disaster action – hazard zoning, retrofitting of critical infrastructure, construction of cyclone shelters, drainage planning in flood-prone areas, and the creation of early warning systems. Mock drills, such as the recent Exercise Suraksha Chakra in Delhi-NCR, are examples of how preparedness is operationalised.

Building codes, land-use regulations, and safety standards form the techno-legal regime. The policy pushes for their updation and strict enforcement. For example, the National Building Code of India includes specific provisions for earthquake-resistant construction that are enforced through municipal bye-laws.

Response, relief and rehabilitation

When prevention and preparedness fall short, rapid response becomes critical. The National Disaster Response Force (NDRF), created under the DM Act, functions as the specialised response arm. Relief standards, rehabilitation packages, and post-disaster support mechanisms are all covered by the policy.

Reconstruction and recovery

Reconstruction, under the NPDM, isn’t just about restoring what was lost – it’s about building back better. Affected areas should emerge more resilient than they were before the disaster, integrating improved infrastructure and planning.

Capacity development, knowledge management, and R&D

Research, training, and knowledge-sharing platforms form the intellectual foundation of disaster management. Institutions like NIDM and IIT-based Centres of Excellence contribute research on seismic safety, cyclone-resistant structures, and climate-induced disasters.

Role of technology

Technology is a recurring theme throughout the policy. Satellite-based early warning systems, GIS-based hazard mapping, and the Common Alerting Protocol-based Integrated Alert System ‘Sachet’ are practical examples of how technology strengthens every stage of the disaster management cycle.

Why the NPDM still matters

Over a decade and a half after its adoption, the NPDM remains India’s guiding document on disaster governance. It inspired the subsequent National Disaster Management Plan (NDMP) in 2016 – the country’s first such national plan – and has influenced state-level policies across the country. It has also shaped how India engages with global commitments under the Sendai Framework and the Sustainable Development Goals.

That said, the policy isn’t without gaps. It predates the intensification of climate-induced hazards like heat waves, cold waves, and glacial lake outburst floods. It does not explicitly address climate refugees, and coordination challenges across ministries still persist. These gaps have prompted ongoing discussions about updating the policy to reflect emerging risks.

Yet, its core contribution – the shift from reactive relief to proactive resilience – remains as relevant today as it was in 2009. With climate change amplifying disaster risks, the NPDM’s emphasis on prevention, community participation, capacity building, and technology integration offers a roadmap that the country continues to walk.
