When disaster strikes – whether a cyclone barrels into the Odisha coast, an earthquake rattles the Himalayas, or floods submerge Chennai – the response is never the work of a single agency. It is a carefully choreographed effort involving dozens of government bodies at the national, state, and district levels, each with clearly defined roles. Understanding how these agencies fit together is essential to grasping how India manages risk, protects lives, and rebuilds communities after calamity. This post walks through the major institutions that form the backbone of the country’s disaster management system and how they collaborate to deliver timely action.

The institutional framework born from the Disaster Management Act, 2005

The foundation of modern disaster management in the country was laid by the Disaster Management Act of 2005, enacted in the aftermath of devastating events like the Gujarat earthquake of 2001 and the Indian Ocean tsunami of 2004. The Act created a three-tier institutional architecture – national, state, and district – designed to replace a largely relief-centric approach with one built on prevention, mitigation, preparedness, and response.

At the heart of this framework sits the National Disaster Management Authority (NDMA), chaired by the Prime Minister. But NDMA does not work alone. It operates alongside the Ministry of Home Affairs, specialised training institutes, response forces, and state-level authorities, all of which share the burden of keeping a disaster-prone nation safer.

The Ministry of Home Affairs: the nodal coordinator

The Ministry of Home Affairs (MHA) is the central government’s nodal ministry for managing most natural and man-made disasters in the country (agriculture-related calamities like droughts fall under the Ministry of Agriculture). Within MHA, the Disaster Management Division is the key operational arm.

According to the Division’s official mandate, its responsibilities include resource mobilisation for relief and response, operation of the national control room, international cooperation in disaster management, post-disaster rehabilitation and reconstruction, and administration of the Disaster Management Act itself. The MHA also handles all administrative and budgetary matters related to NDMA, the National Disaster Response Force (NDRF), the National Institute of Disaster Management (NIDM), and the NDRF Academy.

An important principle to remember: while MHA plays the coordinating role at the Centre, the primary responsibility for disaster management rests with the State Governments. The Centre steps in with logistical and financial support, especially during calamities of severe nature, deploying armed forces, central paramilitary units, and NDRF teams when states request help.

Key functions of the MHA’s Disaster Management Division

The Division provides secretarial support to the National Executive Committee (NEC), the High-Level Committee, and the National Platform for Disaster Risk Reduction (NPDRR). It also oversees the strengthening of fire services, civil defence, and home guards – often the first responders in any emergency. This positioning makes MHA the institutional glue that holds together the operational, financial, and policy dimensions of disaster response.

The National Disaster Management Authority (NDMA)

Established under the Disaster Management Act and chaired by the Prime Minister, NDMA is the apex policymaking body for disaster management in the country. Its core function is not to conduct rescue operations itself but to create the rules, frameworks, and strategies that guide every other agency.

As per official records, NDMA’s responsibilities include approving plans prepared by the ministries and departments of the Government of India, laying down guidelines for state authorities to draw up their own plans, coordinating enforcement of disaster management policy, recommending funds for mitigation, and providing support to other countries affected by major disasters.

Policy, guidelines, and flagship programmes

Since its inception, NDMA has issued a substantial body of hazard-specific guidelines covering everything from earthquakes and floods to heat waves and chemical accidents. The government has noted that NDMA has issued 38 guidelines for the management of hazard-specific disasters on various thematic and cross-cutting issues.

NDMA also runs several flagship implementation programmes. The Aapda Mitra scheme, for instance, trains community volunteers in disaster response, equips them with emergency responder kits, and provides insurance cover. The National Cyclone Risk Mitigation Project has built cyclone shelters and strengthened early warning systems along the coasts. NDMA has also developed a Web-based Dynamic Composite Risk Atlas and Decision Support System that was used during cyclones like Biparjoy and Michaung to forecast impacts and guide evacuations.

The National Institute of Disaster Management (NIDM)

If NDMA sets policy, NIDM builds the human capital needed to implement it. Set up under Section 42 of the Disaster Management Act, NIDM is the country’s premier institution for training and research in disaster management.

According to the institute itself, under the Disaster Management Act 2005, NIDM has been assigned nodal responsibilities for human resource development, capacity building, training, research, documentation and policy advocacy in the field of disaster management. It evolved from the National Centre for Disaster Management, which was established back in 1995 at the Indian Institute of Public Administration.

How NIDM builds capacity

NIDM trains an enormous range of stakeholders – government officials, community leaders, NGO workers, elected representatives, and corporate personnel. It develops training modules, runs face-to-face and online courses, organises mock drills, and maintains a research archive on disaster-related topics. Training is delivered free of charge to officials of state governments, including boarding and lodging, which makes it highly accessible.

The institute also supports state-level training institutes, helps formulate state disaster management policies, and develops educational materials for schools and universities. Through initiatives like the Indian Universities and Institutions Network for Disaster Risk Reduction, NIDM has been integrating disaster management into mainstream higher education.

The National Disaster Response Force (NDRF)

When a cyclone hits or a building collapses, the people in blue uniforms pulling survivors from the rubble are typically from the NDRF. Constituted under Section 44 of the Disaster Management Act, the NDRF is a specialised force designed for rapid response to natural and man-made disasters, including Chemical, Biological, Radiological, and Nuclear (CBRN) emergencies.

As of 2025, NDRF has grown from its initial 8 battalions to 16 battalions, with a sanctioned strength of 18,556 personnel spread across 68 locations including Regional Response Centres and Tactical pre-positioning locations. Each battalion draws personnel from central armed police forces – the BSF, CISF, CRPF, ITBP, SSB, and Assam Rifles – and contains specialised search-and-rescue teams equipped with engineers, technicians, medical personnel, and dog squads.

Operations, training, and community outreach

NDRF’s track record is substantial. Since its raising, the force has conducted more than 12,000 operations, rescued over 1,58,000 persons, and evacuated more than 8.5 lakh people during various disasters. It has also participated in international relief missions, most recently in Turkey (Operation Dost in 2023) and earlier in Nepal and Japan.

Beyond rescue, NDRF invests heavily in community preparedness. It conducts School Safety Programmes and Community Awareness Programmes across the country, training ordinary citizens in basic disaster response skills. The NDRF Academy, established in 2018 by merging the National Civil Defence College at Nagpur, trains not just NDRF personnel but also State Disaster Response Force (SDRF) members and responders from SAARC countries.

State and district-level machinery

Because disaster management is primarily a state responsibility, the institutional system extends downward through State Disaster Management Authorities (SDMAs), headed by Chief Ministers, and District Disaster Management Authorities (DDMAs), typically chaired by the District Collector.

Each state also maintains its own State Disaster Response Force (SDRF), which mirrors the NDRF’s structure but operates locally. According to official documentation, states are encouraged to train at least one battalion equivalent of their armed police units as an SDRF, and SDRFs can also be drawn from fire services, home guards, and civil defence. SDRFs are often the very first responders at the scene, acting before NDRF teams arrive.

Other key allied organisations

The ecosystem extends further. The Directorate General of Fire Service, Civil Defence and Home Guards, housed under the MHA, handles all policy and planning matters related to firefighting, civil defence, and home guards. The National Fire Service College at Nagpur trains fire officers from across the country. The India Meteorological Department provides weather-related early warnings, while the Central Water Commission monitors river flows and flood risks. ISRO contributes satellite-based disaster mapping and communication, and the armed forces step in during severe calamities when civilian resources are stretched thin.

India has also taken a global leadership role through the Coalition for Disaster Resilient Infrastructure (CDRI), launched by the Prime Minister at the United Nations Climate Action Summit in 2019. CDRI is a global partnership of national governments, UN agencies, multilateral banks, and academic institutions that works to make infrastructure more resilient to climate and disaster risks.

Why inter-agency coordination is the real challenge

Having well-defined agencies is only half the battle. The real test is how smoothly they work together when minutes matter. This is why the Act created institutional linkages such as the National Executive Committee (NEC) – chaired by the Union Home Secretary and composed of secretaries of key ministries – which coordinates action across the government during a disaster.

Mock drills, joint exercises, and unified training curricula are all designed to reduce friction between agencies. NDRF conducts regular mock exercises with state machinery, NIDM aligns state training institutes with national standards, and NDMA issues common guidelines so that everyone speaks the same technical language. The Common Alerting Protocol – an integrated alert system that pushes geo-targeted warnings through multiple media – is a good example of how these agencies are trying to unify their communication with the public.

Persistent gaps and the road ahead

Despite the robust framework, challenges remain. Coordination between central and state agencies can falter during major emergencies, funding for mitigation (as opposed to relief) is often inadequate, and local bodies – panchayats and urban local bodies – are still under-equipped to serve as effective first responders. The recent amendments to the Disaster Management Act in 2025 aim to strengthen the role of SDMAs and DDMAs, formalise urban disaster management authorities for large cities, and place greater emphasis on preparedness over reactive relief.

The shift from a reactive, relief-centric model to a proactive, prevention-based one is ongoing. Agencies like NDMA, NIDM, and NDRF are central to that transformation, but so are the less visible bodies – SDMAs, DDMAs, fire services, and community volunteers – who carry out the work day in and day out.
