When a cyclone barrels toward the coast or an earthquake jolts a mountain district awake, the difference between tragedy and survival often comes down to one question: how prepared were the people on the ground? Capacity building is the quiet, long-term work that answers that question. It is the process of equipping individuals, communities, and institutions with the knowledge, skills, systems, and resources they need to anticipate hazards, respond swiftly, and recover stronger. In a country where floods, cyclones, landslides, and earthquakes are recurring realities, strategic capacity building is not a luxury; it is the backbone of resilience.

What capacity building really means in disaster management

Capacity building is often misread as just “training more people.” It is actually much broader. According to the National Disaster Management Authority, it is an ongoing process that equips officials, stakeholders, and communities to perform their functions better during a crisis. This covers physical capacities (equipment, shelters, communication systems), human capacities (skilled responders, trained volunteers, informed citizens), institutional capacities (clear roles, legal frameworks, coordination mechanisms), and social capacities (community networks, traditional knowledge, trust).

Globally, the Sendai Framework for Disaster Risk Reduction 2015-2030 places capacity building at the heart of four priority areas: understanding disaster risk, strengthening governance, investing in resilience, and enhancing preparedness for effective response. Every one of these priorities depends on people and institutions that actually know what to do.

Strategies that work at the individual and community level

Disasters strike local before they strike national. The first 60 minutes after a flash flood or earthquake, often called the “golden hour,” are usually handled by neighbours, not by any formal response force. That makes community-level capacity the most valuable investment.

Training community volunteers as first responders

The flagship example of this strategy is the Aapda Mitra scheme, run by the NDMA. The pilot phase trained 6,000 community volunteers across 30 flood-prone districts in 25 states and union territories. After positive feedback, the scheme was up-scaled to train 1,00,000 volunteers across 350 highly vulnerable districts prone to floods, cyclones, landslides, and earthquakes. These volunteers learn life-saving skills, first aid, search and rescue techniques, evacuation procedures, and the use of emergency responder kits.

The payoff is tangible. During Cyclone Fani in May 2019, trained Aapda Mitras in Jagatsinghpur and Puri districts of Odisha were pre-positioned before landfall. They helped evacuate vulnerable people to shelters, cleared roads blocked by uprooted trees, provided first aid at shelters, and even managed community kitchens. Volunteers in Haridwar once rescued 125 people from drowning during the Kawad Yatra. These are not abstract outcomes – they are lives saved because someone in the neighbourhood knew what to do.

Public awareness campaigns and drills

Awareness converts knowledge into reflex. Mass media campaigns, community meetings, poster drives, and periodic mock drills build muscle memory for emergencies. Cities like Mumbai and Chennai now conduct annual monsoon preparedness drills, and coastal states run cyclone evacuation rehearsals before every season. These exercises also test the coordination between agencies – gaps that would be disastrous to discover during a real event become fixable lessons.

Education as the foundation of resilience

If preparedness is taught young, it becomes second nature. Embedding disaster education into formal schooling is one of the highest-leverage capacity-building strategies available.

School curriculum integration

The Central Board of Secondary Education has introduced disaster management modules into school curricula so that students learn about common hazards, warning signs, and basic response techniques from an early age. The NDMA also monitors implementation of the School Safety Policy 2016 across schools in India and supports disaster management exhibitions and mock drills in AMRUT cities. When children carry home what they learn at school, entire families become better prepared.

Professional and technical training

Beyond schools, institutions like the National Institute of Disaster Management (NIDM), the Centre for Disaster Management at LBSNAA in Mussoorie, and state Administrative Training Institutes run structured programmes for civil servants, police, fire services, health workers, and engineers. The WHO has recommended that all countries, regardless of how frequently they face disasters, treat the training of healthcare professionals in disaster response as a national and local priority. For a country that ranks fifth globally in economic losses from disasters, this is especially critical.

Strengthening institutions and governance

Individual heroism cannot substitute for institutional readiness. Capacity building at the institutional level means having clear laws, coordinating bodies, funding mechanisms, and accountability chains that function under pressure.

The multi-tiered Indian framework

India’s Disaster Management Act of 2005 created a three-tier structure: the NDMA at the national level, State Disaster Management Authorities (SDMAs), and District Disaster Management Authorities (DDMAs). Each tier has defined roles in planning, funding, and response. Human resource plans developed under this framework follow a deliberate sequence – assessing current practice, identifying unmet needs, analysing institutional vulnerabilities, prioritising training needs, and setting budgets and timelines for improvement. This structured approach prevents capacity building from becoming ad-hoc or reactive.

The role of NGOs and civil society

Non-governmental organisations remain indispensable partners. They mobilise communities, conduct vulnerability mapping, run livelihood recovery programmes, and often reach populations that government machinery struggles to access. The Government of India-UNDP Disaster Risk Management Programme, launched in 2002 with initial funding of US$2 million, deliberately used community-based preparedness approaches across 28 districts in Bihar, Gujarat, and Odisha to build capacity at the grassroots. This model of partnership between the state, UN agencies, and local NGOs has since been replicated widely.

Technology and innovation as force multipliers

Technology does not replace trained people, but it dramatically extends what trained people can do. The NDMA itself articulates a technology-driven, proactive, multi-hazard and multi-sectoral strategy for building a disaster-resilient India.

Early warning systems

The NDMA’s SACHET National Disaster Alert Portal is the first portal in the country that publishes official warnings and disseminates early warnings in near real-time using geo-intelligence and multiple communication channels. A more specialised example is the Flood Early Warning System developed for Guwahati by TERI in collaboration with the NDMA and IMD. This fully automated web-based tool uses advanced hydrological models to provide flood alerts with a lead time of up to 72 hours and is designed to be replicable for urban flooding across the country.

For emerging climate hazards, the Centre for Development of Advanced Computing has piloted a Glacial Lake Outburst Flood (GLOF) early warning system at Sissu Lake in Himachal Pradesh, in partnership with the NDMA and the state authority. Such innovations show how capacity building today must anticipate tomorrow’s risks, not just yesterday’s.

Digital tools, GIS, and drones

Geographic Information Systems (GIS) help map hazard-prone zones and identify vulnerable populations. Drones are increasingly used for post-disaster damage assessment and for searching debris where humans cannot safely go. Mobile apps, HAM radios, and community radio networks create communication redundancy – essential when mobile towers collapse during cyclones or earthquakes. Equipping DDMAs, SDRF teams, and even Aapda Mitra volunteers with these tools, and more importantly the training to use them, is where capacity building meets innovation.

The principles that make strategies actually work

Spending money on training is easy; producing real capacity is harder. A few principles separate initiatives that succeed from those that fade:

Localisation

Strategies must match local hazards, languages, customs, and social structures. A cyclone preparedness plan designed for coastal Odisha will not serve a landlocked Himalayan district facing flash floods and landslides. The Aapda Mitra scheme works partly because training is delivered in state languages through state-empanelled institutions rather than a one-size-fits-all national curriculum.

Integrating indigenous knowledge

Communities living with hazards for generations have developed coping mechanisms worth preserving. Traditional house designs resistant to cyclones, agricultural calendars adjusted to flood cycles, and oral warning traditions all carry wisdom. Merging this knowledge with modern science creates stronger, more trusted systems.

Inclusion of the most vulnerable

Disasters disproportionately affect women, children, the elderly, persons with disabilities, and marginalised communities. The Global Facility for Disaster Reduction and Recovery stresses integrating inclusive and intersectional strategies into response and recovery so that no one is left behind. Capacity building that ignores these groups simply reproduces existing inequalities during a crisis.

Continuous refresher training and evaluation

Skills decay without practice. Studies of capacity building in the Cyclone Phailin response found that continuous updating of community training, strengthening of disaster management organisations, and modified risk reduction programmes were what made preparedness effective. Monitoring and evaluation – measuring not just how many people were trained, but whether they can actually perform – closes the loop.

Regional and international cooperation

Disasters routinely cross borders, and so must learning. India has actively engaged in regional capacity building through joint exercises with BIMSTEC, SAARC, and SCO partners, where the National Disaster Response Force demonstrates techniques for responding to various disasters. Hosting and participating in such exercises builds diplomatic trust while transferring technical skills in both directions. Climate change, which respects no boundaries, makes such cooperation more urgent than ever.

Why it all matters

Capacity building is not dramatic. There are no ribbon-cuttings for a village drill or a teacher who adds a chapter on earthquake safety. But when the ground shakes or the river rises, these quiet investments decide who lives, whose home survives, and how quickly a community rebuilds. A strong capacity-building strategy turns disaster management from a reactive scramble into a planned, practised, and shared responsibility – owned as much by a schoolteacher in Mandi as by a deputy commissioner in Delhi.
