When disaster strikes, the first 72 hours often determine the difference between tragedy and recovery. Whether it’s a cyclone barrelling toward the Odisha coast, an earthquake rattling the Himalayas, or floods submerging entire districts in Assam, the quality of the response decides how many lives are saved and how quickly communities can stand back up. A well-executed disaster response is not improvisation; it is the product of clear protocols, trained responders, functional communication networks, and smart resource management. Let’s unpack the best practices that make disaster response effective on the ground.

Understanding what disaster response really means

Disaster response refers to the immediate actions taken during and right after a disaster to save lives, reduce suffering, and protect property. It sits between preparedness (what you do before) and recovery (what you do long after). In India, the policy backbone for response is the National Policy on Disaster Management, 2009, which shifted the country’s approach from reactive relief towards proactive risk reduction while still emphasising prompt and efficient response when disasters occur.

The three-tier institutional framework created by the Disaster Management Act, 2005 is central to how response unfolds. At the top sits the NDMA setting policy, below it SDMAs adapt national guidelines to state realities, and at the grassroots DDMAs handle on-the-ground planning and immediate response. This layered architecture allows broad national policies to be tailored to specific local hazards.

Coordination of emergency services

Coordination is arguably the hardest and most important part of disaster response. Multiple agencies, jurisdictions, and stakeholders converge on a disaster scene within hours, and without structured command, chaos multiplies. Effective coordination rests on a few pillars.

A unified command structure

A centralised command centre, often called an Emergency Operations Centre (EOC), acts as the nerve centre of the operation. It integrates information, allocates resources, and ensures that police, fire services, medical teams, and rescue forces are not tripping over one another. The National Policy on Disaster Management prescribes Standard Operating Procedures (SOPs) for activities like search and rescue, medical assistance, casualty management, evacuation, restoration of essential services, and communication at disaster sites.

Clear roles for responding agencies

The National Disaster Response Force (NDRF) is the lead federal agency for all natural and man-made disasters in the country except fire. As of 2025, NDRF comprises 16 battalions strategically located across India, with each battalion including 1,149 personnel specialising in search and rescue, communication, and medical assistance. State Disaster Response Forces (SDRFs), police, home guards, civil defence units, and fire services handle the first wave of response locally.

States like Odisha have gone further by building specialised forces. The Odisha Disaster Rapid Action Force (ODRAF) is a 20-unit force carved out of the state armed police, structurally a lean organisation whose fitness and agility make it a formidable force in disaster management. Joint mock drills between ODRAF, NDRF, state fire services, and the armed forces demonstrate how interoperability is built before a real event.

Horizontal coordination with technical agencies

The NDMA works with the India Meteorological Department for early warnings, the National Remote Sensing Centre for satellite-based mapping, and various central ministries that have nodal responsibilities for specific disaster types. At the district level, DDMAs pull in local police, health officials, municipal bodies, and community organisations for a unified response.

Rapid assessment: the first critical hours

Before resources can be mobilised intelligently, responders need to know what they are dealing with. Rapid assessment is the process of quickly gathering information about casualties, damage, affected population, and urgent needs. Without it, relief often ends up in the wrong places while critical areas remain unserved.

Using technology to speed up assessment

Drones, satellite imagery, and GIS mapping have transformed how quickly assessment can happen. The NDMA has developed a web-based Dynamic Composite Risk Atlas and Decision Support System for cyclone risk mitigation and response planning, which has been used successfully in recent cyclones such as Biparjoy in June 2023 and Cyclone Michaung in December 2023. Drones can map disaster-affected areas, identify hard-to-reach pockets, and transmit data in real time, eliminating the need to put rescue teams at risk to simply understand a situation.

Community-sourced information

Local communities are often the most reliable source of early information because they experience the disaster first. Trained community volunteers, panchayat members, and local officials feed ground truth back to the EOC, supplementing technical data from satellites and sensors.

Resource mobilisation and logistics management

If coordination is the brain of disaster response, logistics is the circulatory system. No amount of planning helps if food, water, medicines, and rescue equipment cannot reach affected areas in time.

Pre-positioning of resources

The best practice globally is to pre-position critical supplies in strategic locations before a disaster hits. This is why NDRF battalions are spread across 16 regions based on vulnerability profiles-flood-prone zones, cyclone-prone coasts, and seismic zones each have dedicated capacity nearby. Pre-staging drastically cuts response time during the golden window of the first 24 to 72 hours.

Flexible transport and last-mile delivery

Disasters routinely destroy the very infrastructure needed to deliver aid. Roads wash away, airports flood, and bridges collapse. In situations where roads are blocked, it becomes essential to use other means of transport such as helicopters, boats, or off-road vehicles, and establishing alternative routes can speed up the arrival of aid to the most affected areas. The Indian Air Force and Indian Navy are routinely roped in for air drops and sea-based evacuations during cyclones and floods.

Inventory visibility and prioritisation

Real-time inventory systems let managers see where supplies are, what is running low, and where the gaps are. Digital crisis management platforms now integrate inventory, transport routes, and field reports into a single dashboard, enabling informed decisions when time is short. Prioritisation matters just as much: medical supplies and food must reach the most vulnerable populations before less urgent items are moved.

Communication systems: the lifeline

Disasters knock out the very networks that responders depend on. Mobile towers collapse, power grids fail, and landlines go silent. Communication strategy in disaster response, therefore, has to assume that primary channels will fail.

Redundancy through the PACE framework

A widely used approach is the PACE plan-Primary, Alternate, Contingency, Emergency-which builds multiple redundant layers into communication systems. The PACE framework ensures multiple layers of redundancy so that agencies can prevent communication breakdowns, which are often catastrophic during emergencies. If cellular fails, responders shift to VHF radios; if that fails, to satellite phones; and ultimately to runners or pre-arranged signals.

Joint information systems and rumour control

During disasters, misinformation spreads faster than verified news. A Joint Information System helps deliver coordinated interagency messages, execute public information plans, and manage rumours and inaccurate information that could undermine public confidence. A single authoritative voice-usually the SDMA spokesperson or a designated Public Information Officer-speaking through radio, television, and social media, can prevent panic and save lives.

Early warning dissemination

Cyclone warnings, tsunami alerts, and flood forecasts are only useful if they reach the right people in time. SMS broadcasts, coastal siren systems, community radio, and village-level announcement systems are all pieces of this puzzle. The mass evacuation before Cyclone Fani in 2019-where the NDRF assisted state authorities in the mass evacuation of more than 14.7 lakh people to safer places-is a textbook example of warnings converted into life-saving action.

First responders, volunteers, and the power of community

While specialised forces get the headlines, the reality is that most lives are saved by the people nearest to the disaster-neighbours, local police, home guards, and trained volunteers.

The role of first responders

State police, fire services, and medical teams are almost always the first on the scene. Their initial actions-pulling people from rubble, transporting the injured, setting up triage-shape the entire trajectory of the response. Recognising this, NDRF has prepared a unified Training Regime for Disaster Response so that NDRF battalions, SDRF battalions, and other stakeholders can coordinate effectively when working together during any major disaster.

Volunteers and Aapda Mitra

Community volunteers multiply response capacity at minimal cost. The Aapda Mitra scheme of NDMA trains volunteers in basic search and rescue, first aid, and shelter management. Under the National Cyclone Risk Mitigation Project, over 68,988 community representatives have been trained on various disaster response skills including first aid, search and rescue, and shelter management through 3,421 shelter-level trainings. Medical professionals, engineers, and logisticians who volunteer bring specialised skills that can greatly enhance the overall response.

NGOs and the private sector

Organisations like the Indian Red Cross Society, SEEDS India, Goonj, and Rapid Response often reach the ground faster than formal government machinery, particularly in remote areas. The private sector contributes logistics networks, telecom restoration, and CSR-funded relief. A whole-of-society approach recognises that no single actor can handle a major disaster alone.

International aid and cooperation

For large-scale disasters, international aid supplements national capacity. India has both received and provided such aid. Following the 2004 Indian Ocean Tsunami, international search and rescue teams, medical personnel, and disaster management experts flowed in to support local authorities. Conversely, India’s NDRF teams have deployed internationally-to Nepal after the 2015 earthquake and to Tรผrkiye after the 2023 earthquake-under Operation Dost.

India’s participation in the Sendai Framework for Disaster Risk Reduction (2015-2030), with the NDMA’s 2016 National Disaster Management Plan being the first national plan in the world explicitly aligned with the Sendai Framework’s priorities, reflects a commitment to global best practices and mutual assistance.

Provision of essential services

Once the immediate rescue phase stabilises, the focus shifts to keeping people alive and healthy in the days that follow.

Food, water, and sanitation

Clean drinking water, dry rations, cooked meals in community kitchens, and basic sanitation in relief camps are non-negotiables. Waterborne disease outbreaks after floods can cause more casualties than the flood itself if sanitation fails.

Medical assistance and trauma care

Mobile medical units, field hospitals, and mental health support are critical. Psychological first aid is increasingly recognised as vital-survivors who lose family members or homes need emotional support alongside physical care.

Shelter and protection of vulnerable groups

Relief camps must protect women, children, the elderly, and persons with disabilities from further harm. Child-friendly spaces, separate sanitation facilities, and safeguarding protocols are part of modern camp management.

Learning from every response

No disaster response is perfect. The best agencies treat every event as a learning opportunity. Post-event reviews, after-action reports, and lessons-learned documentation feed back into plans, training, and SOPs. Regular simulation-based exercises such as Exercise Suraksha Chakra-the first integrated multi-state mock drill in Delhi-NCR, simulating a large-scale earthquake across 55 locations-test disaster plans, coordination, and readiness. Drills surface weaknesses in peacetime so that real operations do not.

Challenges that still need addressing

Despite significant progress, gaps remain. Overlapping mandates between NDMA, SDMAs, and DDMAs can slow decision-making. Resource scarcity affects equipment and technology at the frontlines. NDRF personnel posted across the country may not always be familiar with local dialects, which can hinder communication with affected communities. Investment in indigenous knowledge-like the earthquake-resistant Koti Banal architecture of Uttarakhand-has been slow. Closing these gaps is the next frontier.
