Across every phase of disaster management, from preparing for a cyclone to rebuilding after an earthquake, one truth keeps resurfacing: the first responders are rarely men in uniform. They are neighbours, shopkeepers, farmers, schoolteachers, and self-help group members who act in the critical minutes before any official help arrives. This simple reality sits at the heart of Community-Based Disaster Management (CBDM), and it is why strengthening CBDM is no longer an optional add-on to national policy. It is the foundation on which modern resilience must be built.

Why communities must sit at the centre of disaster management

For decades, disaster management was treated as a top-down, relief-focused activity. A hazard would strike, agencies would rush in, supplies would be distributed, and the system would wait for the next emergency. That model has quietly given way to something more grounded. Policymakers and practitioners now recognise that communities are the first responders during a disaster, which makes them significant to every stage of response, mitigation, and management.

This shift is more than ideological. It is practical. A trained local volunteer can reach a collapsed house in minutes. An official rescue team may take hours, sometimes days, depending on terrain and weather. When floodwaters rise in a remote block of Assam or a landslide cuts off a hill village in Uttarakhand, the golden window for saving lives belongs to the community.

The National Policy on Disaster Management 2009 captured this early by placing community-based disaster management and last-mile integration of policy, plans and execution at the core of India’s approach. In the years since, this commitment has deepened through operational schemes, institutional arrangements, and growing academic attention.

Key insights that CBDM leaves us with

Any honest summary of community-based disaster management must acknowledge a few hard-earned lessons. These lessons cut across geographies, hazards, and social contexts.

Local knowledge is irreplaceable

Communities that have lived with a hazard for generations possess an intuitive understanding of risk that no expert model fully captures. Fisherfolk along the Odisha coast can read the sky before a cyclone. Villagers in Bihar’s flood plains know which mounds stay dry even in the worst inundation. This knowledge, combined with scientific hazard mapping, produces stronger preparedness plans than either can deliver alone.

Preparedness saves more lives than response

Evidence from across the country shows that disasters cause fewer deaths where communities are trained and ready. The United Nations Office for Disaster Risk Reduction has long observed that equipped and prepared communities experience much lower loss of life. Mock drills, evacuation rehearsals, and early warning systems rooted in the village or ward convert fear into action.

Inclusion determines effectiveness

A disaster plan that ignores women, the elderly, persons with disabilities, or marginalised caste groups will fail the people who need it most. The strongest CBDM models in the country have succeeded because they brought self-help groups, youth clubs, and Panchayati Raj members to the planning table. Exclusion is not just unjust; it produces plans that do not work.

Continuity matters more than one-time training

A single workshop fades from memory in a year. Sustained engagement, refresher drills, and embedded volunteer networks keep preparedness alive. This is why the most successful programmes treat capacity building as an ongoing process rather than a one-off event.

How policy has begun to catch up

The encouraging news is that CBDM is no longer an NGO buzzword. It has moved into the mainstream of Indian disaster governance, though the work is far from complete.

The Aapda Mitra story

The Aapda Mitra scheme is perhaps the clearest example of how community-centred thinking can translate into national programme design. Launched by the National Disaster Management Authority, the pilot focused on training 6,000 community volunteers across 30 of the most flood-prone districts in 25 states and union territories. After positive feedback from implementing states, the scheme was upscaled to cover 350 districts with a target of training 1,00,000 volunteers for responding to floods, landslides, cyclones and earthquakes.

The impact is visible on the ground. During Cyclone Fani in 2019, 400 trained Aapada Mitras in Puri and Jagatsinghpur districts were deployed in early warning dissemination, evacuation of vulnerable persons, road clearance, and first aid at shelters. These were not outside experts. They were local men and women who had been trained, equipped, and trusted with the safety of their own neighbours.

Institutional integration

Policy has also formally recognised Panchayati Raj Institutions and Urban Local Bodies as disaster management actors in their own right, not just beneficiaries of state action. These bodies are required to prepare their own disaster management plans, carry out capacity building, and coordinate relief and reconstruction in their areas. National guidelines on community-based disaster risk reduction now call for the formation of Village Disaster Management Committees and Urban Local Body Disaster Management Committees, with clearly defined functions and financial backing.

Lessons from the India-UNDP programme

One of the most ambitious CBDM efforts in the country was the Government of India-UNDP Disaster Risk Management Programme. It began in 2002 with a modest budget and eventually expanded to cover 176 multi-hazard prone districts across 17 states, strengthening preparedness, response, and mitigation capacities of communities, local governments, and district administrations. The programme demonstrated that when national policy, state machinery, and village-level volunteers are aligned, disaster risk reduction becomes part of the rhythm of everyday governance.

The global frame: why CBDM matters beyond borders

Community-based thinking is not a uniquely Indian idea. It sits at the centre of the world’s most important disaster risk reduction agreement. The Sendai Framework for Disaster Risk Reduction 2015-2030 sets seven targets and four priorities: understanding disaster risk, strengthening disaster risk governance, investing in disaster reduction for resilience, and enhancing preparedness for effective response while building back better.

Every one of these priorities depends on active, informed communities. Without people who understand the risks around them and have a voice in governance, the framework remains a document. The Sendai approach explicitly requires an all-of-society engagement and partnership, acknowledging that while the State has the primary role, responsibility must be shared with local governments, the private sector, and other stakeholders.

What still needs to change

Despite real progress, community-based disaster management in most places is still fragile. Strengthening it will require deliberate action on several fronts.

Dedicated and predictable funding

Community preparedness cannot survive on the leftovers of state disaster response budgets. Panchayats and urban wards need assured annual allocations that allow them to run mock drills, maintain early warning equipment, stock emergency supplies, and compensate volunteers. Sporadic project-based funding produces sporadic results.

Formal recognition of community actors

Trained volunteers, women’s self-help groups, and local NGOs are often the most effective first responders, yet they rarely appear on official disaster management committees. Giving them formal seats with voting rights ensures that their knowledge shapes decisions rather than simply being invoked after the fact.

Integration with development planning

Disaster risk cannot be separated from how we build roads, schools, housing, and drainage. National guidelines on community-based disaster risk reduction emphasise the need to mainstream disaster risk reduction plans into all development plans with a special focus on building community resilience. A school built on a known floodplain becomes a liability every monsoon. A road cut into an unstable slope turns into a death trap. Mainstreaming risk into every development decision is the only way to stop manufacturing new disasters.

Continuous capacity building

Training must be treated as a living process. Refresher workshops, inter-village drills, school-based disaster education, and exchange visits between communities keep skills sharp and motivation high. NDMA’s own guidelines recognise that capacity building is a continuous and integral process, not a one-time intervention.

Smart use of technology

Mobile applications for hazard reporting, GIS-based community hazard maps, low-cost sensors for landslide and flood monitoring, and social media channels for early warning can amplify what communities already do well. The key is to design these tools around local languages, literacy levels, and network realities rather than importing urban solutions wholesale.

Collaboration as the binding thread

No single actor can make CBDM succeed on its own. Government agencies bring authority, data, and resources. Civil society brings reach and trust. Academic institutions bring research and training capacity. The private sector brings logistics, technology, and financing. Communities bring the local knowledge and human presence that none of the others can replicate.

Strengthening community-based disaster management, then, is really about strengthening the connections between these actors. It is about making sure that when a cyclone is forecast, the meteorologist’s warning reaches a trained village volunteer through a channel the villager trusts, and that the volunteer has the kit, the authority, and the confidence to act. It is about turning a policy paragraph into a functioning network that meets people where they live.

Looking ahead

The coming decade will test the resilience of communities in ways the last century did not. Climate change is intensifying cyclones, shifting monsoon patterns, and making heatwaves more deadly. Urbanisation is concentrating people in floodplains and seismic zones. Pandemics have reminded us that disasters can be biological, not just geological.

In this landscape, community-based disaster management is not a nostalgic appeal to village self-reliance. It is a hard-headed strategy for survival. Every rupee spent on training a local volunteer, equipping a panchayat, or mapping a hazard with community input pays back many times over in lives saved and damages avoided. The task for policymakers, practitioners, and citizens alike is to stop treating CBDM as a support activity and start treating it as the main event.

The message from this unit is clear. Disasters are inevitable. Damage is not. When communities are informed, empowered, and supported, they transform from passive victims into the most effective risk-reduction force a country can field.
