Government offices have a reputation that often precedes them – long queues, endless paperwork, files that disappear into filing cabinets, and officials who hold the power to move or stall your request. Behind this everyday frustration lies a deeper problem: an administrative organisation culture shaped by hierarchy, secrecy, discretion, and resource constraints. Information and Communication Technology (ICT) offers a way to rewire this culture from the inside out – not just by adding computers to desks, but by fundamentally changing how work gets done, how decisions are recorded, and how citizens are served.

What is administrative organisation culture and why it resists change

Every organisation has a culture – a set of shared values, routines, power structures, and unwritten rules that shape how people behave. In government, this culture has historically been built on strict hierarchy, rule-bound processes, and a paper trail that moves slowly through multiple desks. Officials enjoy considerable discretion, and this discretion often becomes a source of unofficial power. Citizens are treated as petitioners rather than customers, and information flows upward rather than outward.

This culture is not accidental. It evolved over decades when manual record-keeping was the only option and central control was the defining goal. But in a digital economy, the same culture produces inefficiency, opacity, and opportunities for corruption. As the Indian government itself has acknowledged, administrations today must deal with problems of unprecedented complexity in societies that are increasingly pluralistic and demanding, while the systems and tools of governance are becoming more digital, open and networked.

The case for ICT in administrative organisations

ICT is not merely a productivity tool – it is a cultural intervention. When a process moves from a paper file to a digital workflow, several things change at once. The process becomes visible. It becomes measurable. It becomes auditable. And crucially, it becomes harder to manipulate quietly. This is why ICT is increasingly seen as the most practical lever for reforming organisational culture in government.

Internal transformation: efficiency and accountability

Internally, ICT reshapes how government employees work. Digital file movement systems replace the physical dak, enabling real-time tracking of where a file is stuck and who is holding it up. Dashboards give senior officials a live view of pending cases, budget utilisation, and scheme performance. Decisions, approvals, and comments are time-stamped and attributed, which means accountability is built into the workflow rather than imposed from outside.

The PRAGATI platform is a good example of this internal transformation. It enables real time online monitoring and follow up action on decisions taken by the Government at the Apex level, cutting through bureaucratic layers that previously absorbed urgency. Similarly, the iGOT-Karmayogi platform, conceived as a digital backbone for civil service capacity building, aims to build a future-ready workforce with the right attitude, skills and knowledge for modern governance.

External transformation: service delivery and a level playing field

Externally, ICT changes the citizen’s experience of government. When services move online, the physical presence of an intermediary – whether a clerk, a tout, or a middleman – becomes unnecessary. The system treats every citizen the same way. You cannot bribe a server to move your application ahead, and you cannot lose your file because a clerk is on leave.

This is perhaps ICT’s most democratising contribution. It eliminates discretionary advantages that were once available to the well-connected and creates a level playing field where rules apply uniformly. Passport issuance is a frequently cited case – digitization of services has reduced discretionary powers, limiting opportunities for bribery, and timelines have shrunk dramatically.

Plugging leakages: the Direct Benefit Transfer story

No case illustrates ICT-led cultural change better than the Direct Benefit Transfer (DBT) system. For decades, welfare delivery in India operated on the dismal assumption that out of every rupee allocated, only a fraction reached the intended beneficiary. Subsidies leaked through ghost beneficiaries, duplicate ration cards, fake muster rolls, and a maze of intermediaries.

DBT changed this by moving welfare from paper-based disbursement to direct electronic transfer, using the JAM trinity of Jan Dhan accounts, Aadhaar, and mobile connectivity. According to an assessment cited by the Press Information Bureau, India has achieved cumulative savings of โ‚น3.48 lakh crore by plugging leakages in welfare delivery. The same report notes that subsidy allocations have halved from 16 percent to 9 percent of total government expenditure.

The impact is visible in specific programmes. In MGNREGS, timely payment disbursements rose from around 50 percent in 2012-13 to over 98 percent by 2024-25 after the Aadhaar-Based Payment System was introduced. Under PM-KISAN, data validation tools removed over two crore ineligible beneficiaries from the rolls. These are not just administrative wins – they represent a cultural shift from tolerating leakage to actively preventing it.

Transparency as a cultural value

ICT does something subtle but profound: it makes transparency the default rather than the exception. Once a process is digitised, information about it can be shared at almost zero cost. Citizens can track the status of their applications, see government expenditure details online, and file grievances that are automatically routed and monitored.

The CPGRAMS grievance redressal portal, developed by the National Informatics Centre in association with the Directorate of Public Grievances, provides the facility to lodge a grievance online from any geographical location and enables citizens to track how their complaint is being handled. The Government e-Marketplace (GeM) similarly brings transparency to public procurement by digitising purchases and reducing opportunities for collusion in tenders.

Why this matters for organisational culture

When employees know that their actions leave a digital trail, behaviour changes. The informal norms that enabled petty corruption – sitting on a file until a favour is done, asking for a small payment to “expedite” a routine task – become riskier. Transparency, once a value promoted through slogans, becomes an operational reality embedded in the system.

Challenges: technology alone is not enough

Yet ICT by itself does not transform culture. Many digitisation projects have failed because they layered software on top of unchanged procedures, or because they did not address the concerns of the people who had to use them. Meaningful gains require a genuine effort to reshape the organisation, backed by careful system analysis and groundwork.

Resistance to change

Government employees who have worked for years within a paper-based hierarchy may see digital tools as a threat to their autonomy or expertise. Some may fear surveillance; others may simply be uncomfortable with new technology. Unless this human dimension is addressed through training, communication, and incentives, the system will be formally adopted but informally resisted.

Infrastructure and the digital divide

ICT-driven governance assumes that both officials and citizens have reliable access to computers, internet, and digital literacy. In many parts of the country, this assumption does not hold. Rural digital divides, patchy connectivity, and low digital literacy among both staff and beneficiaries can undermine the best-designed digital systems.

Security, privacy, and reliability

As government systems hold vast amounts of sensitive data, cybersecurity becomes a core governance concern. System downtime during critical service windows can erode public trust quickly. Clear ownership of ICT resources, robust privacy frameworks, and cost-benefit analyses are essential before scaling any digital initiative.

Building a culture ready for ICT

The deeper lesson is that ICT reform must be accompanied by cultural reform. This means leadership commitment at the top, so that digital transformation is treated as a strategic priority rather than an IT department project. It means continuous capacity building, so that employees see themselves as knowledge workers rather than file-pushers. It means redesigning processes before automating them – because automating a broken process just makes the broken process faster.

States like Haryana, through the Antyodaya SARAL programme to digitise all services and schemes, have shown what is possible when political commitment, administrative redesign, and technology come together. Similar lessons come from the Digital India Land Records Modernization Programme, which has moved land records – a domain historically prone to disputes and manipulation – towards digital transparency.

The road ahead

ICT is not a silver bullet, but it is the most powerful instrument available for reforming administrative organisation culture. It turns opaque processes into visible ones, concentrated discretion into distributed accountability, and paper-bound inefficiency into digital responsiveness. The financial savings from DBT, the responsiveness of CPGRAMS, and the procurement transparency of GeM all point in the same direction: when technology is deployed thoughtfully, it does more than improve efficiency. It changes how government thinks about itself and its relationship with citizens.

The next phase of reform will likely focus on artificial intelligence, integrated citizen platforms, and data-driven policy design. But the foundational lesson remains the same – technology succeeds only when it is matched by cultural change. Hardware without hearts and minds will produce expensive dashboards and frustrated users. Hardware with genuine reform will produce governments that are faster, fairer, and more trusted.
