Indian Railways moves mountains – literally. Every day, thousands of freight trains haul coal to power plants, iron ore to steel factories, foodgrains to godowns, and containers to ports. Managing this staggering scale of movement without a robust digital backbone would be nearly impossible. Enter the Freight Operations Information System, or FOIS – the nerve centre that keeps India’s rail freight business running with precision, transparency, and speed.

Why FOIS was needed
Freight traffic on Indian Railways has expanded dramatically since Independence. The network started with a route length of 53,956 route kilometres in 1950-51, handling a modest volume of goods. Fast forward to today, and Indian Railways operates around 11,724 freight trains daily and transports over 1,588 million tonnes of freight annually. That’s an extraordinary leap – and one that no paper-based system could ever hope to manage.
Unlike passenger trains, freight trains do not run on fixed schedules. This makes freight operations a highly information-intensive activity, where managers must continually decide how to allocate wagons, locomotives, crew, and network paths to maximise efficiency. Before computerisation, this was done through manual registers, telephone calls, and telegrams – a slow and error-prone process.
The idea of computerising freight information originated in the mid-1980s, and a dedicated organisation called the Central Organisation for Freight Operations Information System (COFOIS) was set up. This was eventually replaced by the Centre for Railway Information Systems (CRIS), which became the IT arm of the Ministry of Railways. FOIS was introduced in the year 2000 as an application to track and monitor the movement of wagons, locomotives, and unit trains.
What FOIS actually does
At its heart, FOIS is a comprehensive IT platform designed to handle every aspect of freight operations – from the moment a customer places an indent for wagons to the final delivery of goods at the destination. It captures real-time data about train movements, generates commercial documents, calculates freight charges, and provides decision-support tools to managers.
The two core modules
FOIS is built around two primary subsystems that handle operational and commercial activities respectively.
Rake Management System (RMS): This module looks after the operational side – tracking the formation and movement of freight trains (called rakes) across the network. RMS covers computerisation of various operational functions relating to yard and freight train operations, including rake-based consignment tracking and pipeline management. Intelligent terminals placed at control offices, yards, goods sheds, carriage and wagon depots, and loco sheds feed data into the system in real time.
Terminal Management System (TMS): This handles the commercial side – goods shed working, booking, delivery, and station accounting. TMS includes computerised booking and delivery of consignments, station accounting, Railway Receipt generation and transmission, and an improved customer interface. It automatically calculates freight charges, generates invoices, tracks demurrage and wharfage, and maintains inventory records.
How FOIS transforms day-to-day freight operations
Consignment tracking in real time
One of the biggest headaches for freight customers used to be not knowing where their goods were. With FOIS, wagon-wise consignment tracking became a reality. Customers can now monitor the location, status, and expected arrival of their cargo through a dedicated web portal. This transparency has been a game-changer for industries that depend on just-in-time inventory, such as steel plants, power houses, and cement factories.
Electronic booking and Railway Receipts
The traditional process of booking a rake, issuing a Railway Receipt (RR), and collecting payment used to involve multiple physical documents and hours of paperwork. Today, 95 per cent of demands are placed online, and 97-98 per cent of RRs are generated and transmitted electronically. This has slashed transaction times and reduced opportunities for manual errors or corrupt practices.
E-payment and banking integration
FOIS has integrated with several nationalised banks to enable direct electronic payment of freight charges. Cashless realisation of freight charges has reached an impressive 99.9 per cent of total collection, amounting to roughly Rs. 1,16,000 crores annually. A customer authorises the Railway to debit the freight amount directly from their bank account – no cheques, no queues, no manual approvals for each transaction. This B2B integration has eliminated a significant source of friction between the railways and its major customers.
Automated rake allotment
Allotting rakes to customers used to be a manual, discretion-heavy process that often attracted complaints about favouritism and delays. FOIS has introduced an automated Rake Allotment System (RAS) – initially for iron ore and later extended to coal traffic – where allotment rules are pre-configured and the system generates the daily plan based on network capacity and customer commitments, with results communicated through SMS, email, and the public FOIS website.
The broader ecosystem: integration with stakeholders
FOIS is not a standalone island. It connects with a wide range of internal and external systems to create a seamless logistics value chain.
Integration with customs and weighbridges
Through Electronic Data Interchange (EDI) with the Central Board of Excise and Customs, information on nearly 10.95 lakh import containers is updated annually in FOIS, helping validate container weights without mandatory re-weighment. Similarly, FOIS exchanges data with in-motion weighbridges across the network to ensure accurate freight charging based on actual cargo weight.
Port Community System and logistics partners
Ports handle a huge share of India’s import-export cargo, and coordination between railways and ports is critical. FOIS shares real-time information with the Port Community System (PCS 2.0) regarding trains moving towards ports, their load, location, and expected arrival, which helps ports plan vessel operations and cargo handling.
Integration with internal railway systems
FOIS is integrated with the Traffic Accounts Management System, the GST Module, the Rates Branch System, the Railways Claim Tribunal, a Common Payment Gateway, and state permit applications like i3ms and jimms. This end-to-end integration ensures that data flows cleanly from operations to accounting to compliance without duplication or manual reconciliation.
Decision support and management information
Beyond transactional processing, FOIS is a powerful analytical tool for managers. The system provides KPI dashboards, real-time tracking of freight assets through GIS, and generates numerous performance reports on terminals, train movements, asset utilisation, and financial trends that drive systemic improvements. Decision-makers can analyse loading and unloading trends, detention patterns, rolling stock availability, and earnings data to make informed operational adjustments.
Subsystems such as the Terminal Pipeline Management System (TPMS) help managers visualise the pipeline of incoming and outgoing rakes at any terminal, enabling better planning of placements, releases, and handling capacity.
The Freight Business Development portal
In recent years, FOIS has evolved into a customer-facing platform as well. The Freight Business Development (FBD) Portal serves as a one-stop solution for freight customers, offering features like terminal search, wagon search, a smart freight calculator, e-registration of demands, online payment of freight and ancillary charges, and online applications for goods-shed allotments. Customers no longer need to visit multiple offices or submit physical paperwork for routine transactions.
Impact on efficiency and transparency
The cumulative impact of FOIS on Indian Railways’ freight business has been substantial. Wagon turnaround time has reduced significantly because of better tracking and faster documentation. Routing decisions have become data-driven, cutting down on unnecessary detours and fuel consumption. Customers enjoy greater visibility, predictability, and ease of doing business – factors that have helped the railways retain and grow its freight market share despite stiff competition from road transport.
Transparency has been one of the most profound benefits. FOIS delivers around 7,000 MIS reports to railways and freight customers, promoting openness in a business that was once opaque. Automatic rake allotment has reduced the scope for discretion and favouritism, while electronic receipts and payments have curbed revenue leakage.
Challenges and the road ahead
No system is perfect. Earlier audit reviews have pointed out issues such as weak validation controls in master data, gaps in integration with financial systems, and concerns around logical access controls. Comptroller and Auditor General reports have recommended strengthening role-based access, improving error handling, and ensuring better integration with accounting systems. Many of these issues have since been addressed, but continuous upgrades remain essential in a rapidly evolving digital landscape.
Looking ahead, FOIS is poised to play an even bigger role in India’s logistics transformation. The integration of big data analytics, Internet of Things (IoT) sensors, artificial intelligence, and blockchain technology could push the system beyond tracking and billing into predictive logistics – forecasting demand, optimising capacity, and offering customers dynamic pricing. As Dedicated Freight Corridors come online and Indian Railways chases ambitious loading targets, FOIS will be the digital spine that ties it all together.
A quiet revolution in public administration
FOIS is a textbook example of how e-governance can transform a massive public-sector enterprise. By replacing paper-based workflows with real-time digital processes, it has improved service quality, reduced costs, and enhanced accountability – benefits that flow not just to the railways but to the broader economy.
