Ever renewed your driving licence online, filed your income tax return through a web portal, or downloaded your Aadhaar card from DigiLocker? These everyday interactions are the visible tip of a much larger transformation that governments have been working on for decades. E-governance didn’t arrive fully formed – it evolved in distinct stages, each building on the last, each bringing citizens closer to a government that’s faster, more transparent, and genuinely accessible.

Understanding these stages matters because they reveal how digital governance actually progresses. You can’t leapfrog from paper files to a fully integrated smart government overnight. There’s a logical sequence – and recognising where a particular service or department sits on this ladder helps us appreciate both the achievements and the gaps that remain.

Why stages matter in e-governance

Scholars have long viewed e-governance as an evolutionary phenomenon rather than a single project. The most influential framework, proposed by Karen Layne and Jungwoo Lee in 2001, outlines four stages of a growth model: cataloguing, transaction, vertical integration, and horizontal integration. This seminal work has shaped how researchers, policymakers, and administrators think about digital government implementation across the world.

However, the traditional model describing e-governance evolution typically focuses on five stages. This is the framework we’ll primarily use, while also looking at an enhanced classification that adds nuance for modern service delivery.

Stage 1: Simple information dissemination

Every e-governance journey begins at the most basic level – making government information available online. Think of this stage as the digital equivalent of a notice board. The communication flows in just one direction: the government publishes, citizens read.

In this phase, government websites function as simple, non-expensive platforms that deliver information such as officer details, contact addresses, published reports, and various orders – but without interactive capabilities. A ministry might list its mandate, organisational chart, and downloadable circulars. A municipal body might post holiday schedules or the names of ward councillors.

Simple as it sounds, this stage represents a revolutionary shift from paper-only governance. Citizens no longer need to visit a government office just to find out what documents are required for a service or which officer handles what. The downside is obvious – you still have to print the form, fill it by hand, and submit it physically. But it’s the essential foundation everything else is built upon.

Stage 2: Two-way communication

The second stage introduces interactivity. Now the relationship is no longer a monologue. Citizens can email departments, submit queries through contact forms, or use basic search tools to find specific information. Officials, in turn, can respond.

This shift is significant because it establishes feedback loops in governance. A citizen can lodge a complaint about a broken streetlight or a delayed pension, and expect an acknowledgement – perhaps even a tracking number. The Hiller and Belanger model specifically identifies this stage as two-way communication, most commonly conducted through email.

In practical terms, this is where portals like CPGRAMS (Centralised Public Grievance Redress and Monitoring System) operate. Citizens file grievances online, track their status, and receive responses from the concerned department. The government starts to listen – digitally, systematically, and at scale.

Stage 3: Service and financial transactions

This is where e-governance genuinely transforms daily life. Citizens can now complete entire services online – no queues, no physical forms, no visits to sarkari offices. Transactions include paying taxes, renewing licences, applying for certificates, and making utility payments.

The Digital India programme has rolled out 4,671 e-services across 709 districts, covering a vast range of transactions from passport applications to EPFO services. The income tax e-filing portal alone processes crores of returns annually. Property tax payments, electricity bills, water charges – all flow through secure online payment gateways.

This stage demands serious back-end infrastructure. Secure payment systems, digital certificates, authentication mechanisms, and reliable servers all need to work in harmony. It also requires trust – citizens must be confident their money reaches the right account and their personal data stays protected. The JAM trinity (Jan Dhan, Aadhaar, Mobile) has been instrumental in enabling this level of transactional maturity in the country.

Self-service as the defining feature

What makes this stage special is self-service. Earlier, even a simple certificate required someone to process your paperwork. Now you log in, fill a form, pay a fee, and receive a digital output – often within minutes. DigiLocker alone has issued over 150 crore documents linked to Aadhaar, providing authenticated electronic copies of government-issued certificates.

Stage 4: Integration (vertical and horizontal)

This stage is where e-governance stops feeling like a collection of separate websites and starts behaving like one unified system. Integration happens along two axes – and both are equally important.

Vertical integration

Vertical integration connects different levels of government – local, state, and central – for similar functions. A land record, for instance, might need to flow from the village panchayat to the tehsil office to the district administration to the state revenue department. When these systems talk to each other, a citizen doesn’t have to submit the same information multiple times at different levels. Layne and Lee argued that vertical integration across different levels within similar functionality typically precedes horizontal integration across different functions.

Horizontal integration

Horizontal integration connects different departments and services at the same level. Think about getting a caste certificate that automatically pulls data from the revenue department, the education department, and the welfare department – all without the citizen running between offices. When a person dies, horizontal integration ensures the death record seamlessly updates Aadhaar, voter rolls, pension systems, and land records.

The e-District Mission Mode Project is a great example here – it’s a platform that integrates multiple district-level services like certificates, social welfare schemes, and revenue court services into one interface. The UMANG platform aggregates citizen-centric services from central and state governments, local bodies, and statutory bodies through a single mobile app and web interface, making it a strong example of both forms of integration at work.

Stage 5: Political participation

The final stage moves beyond service delivery into the domain of democratic engagement. Here, ICT is used to involve citizens directly in governance and policymaking. This stage includes online voting, online public forums, online registration, posting of comments, and opinion polls for more direct and broad interaction with the government.

Platforms like MyGov.in embody this stage. Citizens can contribute ideas on draft policies, participate in consultations, take part in surveys, and even help shape national campaigns. The Election Commission’s online voter registration, electronic voting machines with VVPAT, and various state-level e-participation portals all reflect this evolution.

This stage is significant because it reframes the citizen’s role. You’re no longer just a consumer of services – you become a participant in governance. That’s a profound shift from the colonial-era model of a distant, hierarchical administration to something far more democratic.

An enhanced classification: six stages for modern e-governance

Some scholars and practitioners find the traditional five-stage model insufficient for capturing the nuances of contemporary digital government. An enhanced classification breaks things down further, particularly around service delivery optimisation.

Multi-purpose portals

Instead of visiting separate websites for each service, citizens access everything through a single entry point. India’s e-District portals, state-level single-window systems like MeriPehchaan, and the UMANG app all fit this description. MeriPehchaan, launched as a National Single Sign-on platform, was designed to facilitate citizens’ ease of access to government portals through a single set of credentials.

Portal personalisation

At this stage, the portal adapts to the user. A small business owner logging in might see compliance deadlines, subsidy schemes relevant to their sector, and regulatory updates tailored to their profile. A farmer might see weather advisories, mandi rates, and applicable welfare schemes. This is personalisation driven by data – the government starts treating citizens as individuals with specific needs.

Clustering of common services

Related services are grouped together logically. If you’re registering a new business, everything you need – GST registration, PAN, MSME certification, shop licence – is bundled under one workflow. Citizens no longer have to figure out which department handles what; the system does that thinking for them.

Bridging the front and back office

This is the deepest level of integration. The citizen-facing interface (front office) is seamlessly connected to the internal processes (back office). When you apply for a certificate, the application doesn’t sit in a digital inbox waiting for a clerk to print it. It flows through automated workflows, triggers verifications from linked databases, and generates the output electronically. This eliminates the gap where paper-era inefficiencies often creep back into digital systems.

Where India stands today

The country’s e-governance journey has covered significant ground, though progress is uneven across states and sectors. Digital India has evolved from primarily an e-governance initiative into a broader digital public infrastructure ecosystem, built around digital identity, real-time payments, electronic document storage, and consent-based data sharing. UPI, Aadhaar, DigiLocker, and CoWIN have become global references for population-scale digital governance.

Yet challenges remain. The digital divide continues to exclude citizens in remote areas. Interoperability between central and state systems is still a work in progress. Data protection frameworks are evolving. And the highest stages of integration and political participation – while visible in pockets – are far from universal.

Globally, research suggests that most governments are still in either the primary stages, which revolve around public service requests, with advanced integration only beginning to accelerate.
