Across rural India, a quiet revolution has been unfolding at the intersection of two powerful forces: self-help groups (SHGs) and information and communication technology (ICT). For women who once had limited say in household finances or community matters, a mobile phone, a shared computer, or a broadband link at the local SHG centre has become a tool for participation, income, and voice. This blog post explores how ICT-driven initiatives, especially programs like the Development of Women and Children in Rural Areas (DWCRA) in Andhra Pradesh, have reshaped the everyday lives of rural women – and where the gaps still remain.

Why ICT matters for rural women

Rural women have traditionally faced layered disadvantages: lower literacy, restricted mobility, limited access to credit, and weak bargaining power within the household. ICT offers a way to bypass several of these barriers at once. A woman who can check market prices on a shared screen does not need to rely on a middleman. A member who can attend a video-based training session does not need to travel to the block office. Research on SHGs and ICT notes that technology can bridge the gender divide by supporting literacy, employment, banking, market access, health, and safety – often in a culturally acceptable manner that respects local norms.

The Sustainable Development Goals reinforce this link. SDG 5 explicitly calls for the use of enabling technology – particularly ICT – to promote women’s empowerment, while SDG 9 targets universal and affordable internet access. Global development agencies have flagged that when rural women cannot connect to the internet, they miss out on services that would materially improve their lives.

What ICT tools look like on the ground

In practice, ICT in rural India spans several layers: basic mobile phones for SMS alerts and calls, smartphones for apps and social media, shared desktop or tablet terminals at SHG meeting points, Community Media Centres, and digital financial services. Each layer addresses a different need. A feature phone might deliver mandi prices; a shared computer might host a government scheme portal; a digital wallet might allow a woman to save without walking to the nearest bank branch.

The DWCRA story: SHGs meet technology

The Development of Women and Children in Rural Areas programme, launched in 1982-83 as a sub-scheme of the Integrated Rural Development Programme, was designed to bring poor rural women together in small groups of 10-20 members to pursue collective income-generating activities. By 1994-95, the programme had expanded to cover every district in the country, with District Rural Development Agencies handling implementation on behalf of Zila Parishads.

While DWCRA had mixed results across the country, Andhra Pradesh turned it into a model. Studies of the state’s experience attribute this success to strong government support, active local leadership, engaged NGOs, and a receptive socio-cultural environment. The slogan “Save a Rupee a Day,” paired with the formation of thousands of women’s groups, gave poor women a first foothold in the savings-and-credit economy.

Scale of the movement in Andhra Pradesh

The numbers tell the story. An evaluation on SHG and DWCRA empowerment recorded roughly 4.7 lakh SHG groups in Andhra Pradesh with a membership of 65 lakh women and a corpus of about โ‚น1,590 crores, including โ‚น697 crores provided by the State government. An earlier snapshot showed that by October 2000, the state had already built up about 1.15 lakh DWCRA groups and 2.19 lakh SHGs, with total membership crossing 45.8 lakh women and cumulative women’s savings touching โ‚น300 crores, supplemented by โ‚น383 crores in government assistance.

This critical mass created a natural platform for ICT. Once thousands of groups were meeting every week, pushing information and services through those meetings became both feasible and efficient.

How SHGs use ICT: a practical toolkit

Under DWCRA-linked and later rural livelihoods initiatives, SHGs in Andhra Pradesh and other states began using multimedia computer systems and internet connectivity at their centres. The tools served several purposes at once.

Accessing government programs and entitlements

A shared computer allows members to check scheme details, application status, and grievance portals without depending on intermediaries. The National Commission for Women notes that the Ministry of Communications’ Sanchar Shakti program was designed to empower women SHG members by providing access to ICT-enabled services, including subsidised mobile value-added services, mobile repair centres, and solar charging facilities.

Weather forecasts and agricultural advisories

For women involved in farming or allied activities, timely weather and advisory information can be the difference between a profitable season and a wiped-out harvest. ICT tools allow SHG members to receive forecasts, crop monitoring inputs, and market price tracking on shared devices, as several field studies have documented.

Market prices and direct selling

Mandi price access has been one of the most visible wins. Instead of accepting whatever rate a trader quotes, SHG members can now see benchmarks and negotiate. Combined with e-commerce and marketplace platforms, this allows groups producing handicrafts, pickles, or dairy products to reach buyers well beyond their village.

Online technical advice and training

Video-based training on tailoring, food processing, livestock care, and bookkeeping is far more flexible than classroom training. Members can revisit content, learn at a pace that suits them, and consult experts remotely.

Digital financial services

Perhaps the most transformative shift is in financial inclusion. Under the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM), the world’s largest poverty alleviation and women’s empowerment programme, rural women are supported through SHG networks and a range of digital initiatives. The Banking Correspondent Sakhi (BC Sakhi) model, rolled out in 2015-16, selects and trains SHG members to provide doorstep banking services in their villages. The model has shifted low-value transactions to a low-cost, ICT-enabled channel, and has given rural women a direct path to digital empowerment.

Impact on women’s lives

What happens when these tools come together inside an active SHG? The evidence points to changes across several dimensions.

Savings, credit, and income

Access to SHG savings and credit has freed members from predatory moneylenders. A field survey in West Godavari district found that DWCRA groups helped women meet family needs, build saving habits, fund small ventures like vegetable carts or dairy, and even support their children’s higher education – credit lines that rural housewives would otherwise rarely access through formal banks.

Freedom of movement and confidence

Weekly meetings, trips to banks, training sessions, and market visits have expanded the physical and social mobility of members. A sociological study in Kanpur district found that ICT access significantly enhanced awareness of government schemes, digital literacy, and participation in self-help groups, with knock-on effects on decision-making and community engagement.

Better interaction with officials

When women are informed about schemes and procedures, their interactions with block officers, bank staff, and panchayat functionaries change in tone. They ask specific questions, cite rules, and follow up confidently – something that was rare a generation ago.

Social mobilisation beyond economics

Andhra Pradesh’s DWCRA-era literacy campaign showed how information and organising can feed into social change. As one case study records, the anti-arrack movement grew out of literacy classes where women connected alcohol sales to domestic violence and drained family resources. SHGs then became channels through which this collective voice spread to other villages and into state-level attention.

Why empowerment is uneven

The story, however, is not uniformly positive. Empowerment outcomes vary sharply across social groups, and ICT alone does not dissolve deep-rooted inequalities.

Caste, religion, and household headship

Women from Scheduled Castes, Scheduled Tribes, or minority religious communities often report lower gains than those from dominant groups, even within the same SHG structure. Household headship matters too – a member whose husband controls her phone or bank account may benefit less from the same program than a female-headed household. Sustained and inclusive participation, not just enrolment, is what seems to shift outcomes.

The digital divide within villages

The Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA), under the Digital India programme, aims to bridge the digital divide by targeting rural populations, particularly women and girls, with more than 53 per cent of women among its beneficiaries. Yet challenges persist: device ownership, data literacy, cyber-security concerns, and the reality that many rural women either do not own mobile phones and internet access or lack the skills to use them confidently.

Sustaining the momentum

Programs like Internet Saathi, which trained village women as digital ambassadors, have shown that peer-led learning works – but also that women can forget what they learn if they don’t retain continued access to a personal smartphone after the training window ends. This is why embedding ICT inside long-standing SHG structures tends to be more durable than one-off digital literacy drives.

What good ICT-for-SHG design looks like

Pulling the threads together, a few principles stand out for anyone designing or evaluating such initiatives. Content should be in the local language and audio-first for members with low literacy. Tools should ride on existing SHG meetings rather than require separate digital venues. Women should be trained as trainers and service providers – BC Sakhis, digital Saathis, community resource persons – so that the ecosystem becomes self-sustaining. And design must be gender-sensitive: shared family devices often mean the husband or son, not the woman, controls the screen.

The road ahead

The combination of a mature SHG ecosystem and a rapidly expanding digital infrastructure gives rural women an opportunity that previous generations did not have. DWCRA showed that organising women around savings and livelihoods can create real economic and social change. ICT, layered on top, multiplies the reach and depth of that change – from checking weather to accessing credit to challenging unfair pricing. But the work is incomplete as long as caste, class, and household dynamics determine who actually gets to touch the screen.
