Delivering services to citizens sounds simple on paper, but anyone who has stood in a long queue at a government office knows it is anything but. When technology enters this picture, the promise is huge: faster certificates, transparent transactions, and services that reach the last village. Yet the technology alone does not guarantee success. What truly makes ICT-enabled service delivery work is a set of guiding principles that shape how systems are designed, deployed, and sustained. Let’s look at these essentials that turn a good e-governance idea into a project citizens actually trust and use.

Why principles matter more than tools

Every e-governance project sits on a foundation of choices: which network to use, which software to deploy, who pays for what, and how to keep the system running ten years from now. Skip any of these, and the project stumbles. The Common Services Centre project and flagships like the National e-Governance Plan have shown that technology succeeds only when it is designed around the citizen, not the department. The principles discussed below are not abstract theory; they are lessons drawn from two decades of trial, error, and improvement.

Robust networking for connectivity and coordination

The first essential is a strong network backbone. A certificate application in a remote block can only be processed in real time if every office in the chain, from the tehsil to the state headquarters, is connected. This is why the State Wide Area Network (SWAN), State Data Centre (SDC), and Common Service Centres together form the core infrastructure of the national plan.

Networking is not just about cables and bandwidth. It is about coordination. When the land records department talks to the registration office, and both talk to the banks, citizens get a loan approved in days instead of months. The CSC framework utilises existing digital infrastructure like SWAN, State Data Centres, BharatNet, e-District Portals and the State Service Delivery Gateway , which together enable entrepreneurship-driven service delivery, digital literacy, and financial inclusion across rural areas.

Why networking alone is not enough

Rural centres still report problems with patchy internet and unreliable power. As of April 2025, there are over 5.34 lakh operational CSCs, of which 4.17 lakh are in rural areas and 1.16 lakh in urban areas , a scale that makes continuous connectivity a non-negotiable requirement. Without dependable networking, every other principle collapses.

Comprehensive computerisation focused on citizen satisfaction

The second essential is computerising processes end-to-end, not in patches. A half-digital process where citizens still need to walk in with paper forms defeats the purpose. The goal is to redesign workflows so that the service itself, not merely the front counter, becomes digital.

The government acknowledged this gap when it moved from the original NeGP to e-Kranti. e-Kranti’s key principles include ‘Transformation and not Translation’, ‘Integrated Services and not Individual Services’, and mandatory Government Process Reengineering in every Mission Mode Project . Put simply, you do not just scan paper forms and call it e-governance; you rethink the entire process so the citizen walks away satisfied, often without visiting any office at all.

Measuring satisfaction, not transactions

A common mistake is measuring success by the number of transactions. A more honest measure is whether the citizen actually got what they needed on time. State-level initiatives like Haryana’s SARAL platform illustrate this shift. SARAL, short for Simple All-inclusive Real-time Action-oriented and Long-lasting, was designed to simplify and transform public-service delivery, linked to the provisions of the Right to Services Act, 2014 . When citizens know they will receive a service within a defined time, the computerisation is doing its real job.

Web-enabled systems for easy access to information

Information hidden in files helps no one. Web-enabled systems make information and forms accessible from any device, any time. This principle reduces information asymmetry, which has historically been the root of corruption at lower levels of administration.

The shift towards web-enablement is visible across states. Projects like Rajasthan’s Jan Soochna Portal, Uttar Pradesh’s Lokvani, and Kerala’s FRIENDS have all built on this principle. E-Seva in Andhra Pradesh facilitates payment of utility bills, issuance of certificates, licenses and permits, while Lokvani is a single-window solution for grievances, land record maintenance and essential services . The common thread is that citizens no longer have to ask around to find out which office handles what; the portal tells them directly.

Choosing the right technology stack

Technology choices decide the cost and longevity of a project. Earlier e-governance efforts often relied on proprietary platforms like ASP and SQL Server because they offered stability and vendor support. Today, there is a strong push toward open-source platforms that reduce licensing costs and avoid vendor lock-in.

A good example is the DIGIT platform. DIGIT, an open-source platform of the eGov Foundation, is deployed in multiple states in India and in eight countries across the global south, enabling governments to launch and scale citizen services quickly while keeping ownership of the systems they use . The lesson here is that the tech stack should be modular, interoperable, and cloud-ready, so that scaling up to millions of users does not require rebuilding from scratch.

Standards and interoperability

Whether a project uses commercial or open-source tools, it must follow common standards. The e-Kranti principles explicitly mandate standards and protocols, language localisation, and security and electronic data preservation . These rules allow one department’s database to speak to another, which is what truly makes integrated service delivery possible.

Public-private partnerships for resources and accountability

No government department can, by itself, build and run a network of lakhs of service centres. This is where Public-Private Partnership (PPP) models come in. They bring in private capital, technical skill, and operational discipline, while the government retains policy control and accountability.

Karnataka’s experience is instructive. The Government of Karnataka’s Directorate of Electronic Delivery of Citizen Services adopted a Public-Private Partnership model to implement Bangalore One and Karnataka One, integrating over 100 services across departments including electricity, water, municipal services, and the RTO . A similar PPP-driven structure underpins the CSC ecosystem itself. The CSC scheme operates on a Public-Private Partnership model with a three-tier structure involving a Special Purpose Vehicle at the top, State Designated Agencies, and Village Level Entrepreneurs at the grassroots .

Accountability is the non-negotiable side of PPP

PPP works only when private partners are held accountable through service-level agreements, audits, and performance-linked payments. Without this, the private partner profits while the citizen still waits. Good PPP contracts specify uptime, turnaround times, and penalty clauses, making accountability a built-in feature rather than an afterthought.

Raising public awareness about ICT services

An e-governance service that no one knows about is as good as no service. A study on digital inclusion through e-government found that computer skills alone are not sufficient for digital competency in e-government systems and that structured ICT training programs are essential to develop the skills needed for citizens to actually use online services .

Awareness has two layers. The first is letting citizens know that a service exists and how to access it. The second is equipping them with the confidence to use it. Programmes like PMGDISHA have attempted the second layer at scale, while Village Level Entrepreneurs act as human bridges for those who cannot navigate portals on their own.

Political and bureaucratic acceptability

An e-governance project can have great technology and still fail if the administrative machinery resists it. Officials used to paper files may view digitisation as a threat to their authority. Political leaders may lose interest if results do not arrive before the next election cycle.

The remedy is a mix of leadership sponsorship, capacity building, and visible early wins. Cybersecurity concerns and resistance from officials and citizens to new technologies can slow down implementation, which is why training and awareness programmes are needed to encourage acceptance and usage of digital services . Projects that survive change in government, like the land records computerisation programmes in several states, usually have deep institutional roots rather than being tied to a single leader.

Security and sustainability

Finally, what is built must be safe and must last. Security is not a feature to be bolted on at the end; it must be designed in from day one. Citizen data, especially identity and financial information, is a target for attackers, and a single breach can destroy years of trust.

Sustainability, meanwhile, is about keeping the lights on. A project funded by a one-time grant and abandoned three years later does more harm than good. The long-term success of the CSC scheme depends on sustained attention to last-mile infrastructure, capacity building through standardised training in local languages, and financial viability through broader revenue streams for Village Level Entrepreneurs . The same logic applies to any ICT project: budget for operations and upgrades, not just for the launch.

Building trust as the final currency

When networking, computerisation, web access, sound technology, PPP, awareness, acceptability, and security all come together, something more valuable than efficiency emerges: citizen trust. E-governance in India embodies the principle of SMART governance, which is Simple, Moral, Accountable, Responsive, and Transparent, and its outcomes include improved service delivery, reduced corruption, greater accountability, and strengthened democratic practices through citizen engagement . Trust is what persuades a hesitant farmer to use a digital land record instead of a physical paper one. Trust is the final currency of citizen service delivery.

Putting it all together

These essentials are not a checklist to be ticked off in isolation. They are interlinked. Strong networking makes computerisation useful. Computerisation creates the data that web systems expose. The right technology keeps costs low so PPPs stay viable. PPPs create scale that awareness campaigns can fill with active users. Acceptability keeps the system alive between political cycles. Security and sustainability ensure the system is worth trusting in the first place.

Any e-governance project that short-changes even one of these principles will feel the consequences within a few years. Projects that respect all of them tend to become quiet success stories, scaling from a pilot in one district to a model that other states copy.
