Booking a train ticket in India once meant standing in serpentine queues outside reservation counters, clutching forms, and hoping the clerk would find a seat before the train filled up. That reality has largely faded into memory, thanks to one of the country’s most significant e-governance experiments. The online railway ticket booking system, operated by the Indian Railway Catering and Tourism Corporation (IRCTC), transformed how millions of passengers plan their journeys and set a benchmark for digital public services in the country.

The birth of online rail ticketing

The Indian Railway Catering and Tourism Corporation was incorporated in September 1999 as a public-sector undertaking under the Ministry of Railways, originally set up to professionalise catering, hospitality, and tourism services for Indian Railways. However, the organisation’s most recognisable contribution came a few years later.

On 3 August 2002, online ticketing for Indian Railways was introduced through IRCTC, marking the first major shift from counter-based bookings to internet-enabled reservations. The early days were modest. According to a Harvard Business School case study, in 2002 the number of tickets booked was around 27,000 per day, which grew to 40,000 by 2008. The growth was slow because internet penetration itself was limited, and many people still trusted the counter more than a browser.

Before this digital leap, the ticket booking ecosystem was plagued by inefficiency. Middlemen often cornered tickets by bribing staff, and passengers in remote areas had little choice but to travel to the nearest station just to make a reservation. The quota system made things even more opaque for the general category traveller.

How the online booking system works

The online platform runs through the official website, www.irctc.co.in, and a mobile application. Before booking, users must register with a valid mobile number and email ID, after which they can search trains, check seat availability, and reserve berths.

Registration and login

Registration is free and straightforward. A user creates an ID and password, provides contact details, chooses a security question, and verifies their mobile number and email through an OTP. An IRCTC account is necessary for online train booking and Tatkal train ticket booking, and once created, the username cannot be changed, so passengers are advised to pick something memorable.

Searching and selecting trains

After logging in, the user enters source and destination stations along with the date of travel. The system displays available trains, classes, and seat availability in real time. Passengers can select a preferred class, such as Sleeper, AC 3-Tier, or Chair Car, and proceed to passenger details.

Types of tickets and delivery options

Passengers can choose between two kinds of tickets. For Electronic tickets (e-tickets) booked online, IRCTC issues an electronic ticket with a reference PNR on a successful booking, and these can be used for travel along with a valid photo identification. For Internet tickets (I-tickets), although the booking happens online, a physical ticket is couriered to the passenger’s address. Most people today prefer e-tickets because they eliminate paperwork and are delivered instantly to the registered mobile number and email.

Reserved tickets can be booked up to 30 days in advance. If the train is full, the system assigns a waiting-list number, and different categories such as General Waiting List (GNWL) and Tatkal Waiting List (TQWL) determine the probability of confirmation.

The role of the electronic payment gateway

A booking is only as reliable as the payment system behind it. The IRCTC platform integrates with a wide range of secure electronic payment gateways to complete transactions smoothly.

Available payment methods

Passengers can pay using credit cards, debit cards, net banking, UPI, and digital wallets. IRCTC offers various payment options for booking train tickets, including credit/debit cards, UPI, Rupay card, internet banking, and digital wallets, and users can also pay through EMI or select Pay Later. The spread of options is deliberate; it accommodates everyone from urban professionals using UPI apps to first-time users who rely on debit cards.

IRCTC iPay and eWallet

To reduce dependence on third-party gateways, IRCTC built its own. iPay is an IRCTC owned Payment Gateway that provides payment options like Credit Card, Debit Card, UPI, Net Banking, and iMudra Wallet, so passengers no longer need to bounce between external platforms during checkout. The eWallet, a prepaid service, lets frequent travellers load money in advance and bypass the OTP step entirely, which makes the checkout process faster than other payment methods, with refunds on cancellation transferred directly to the e-wallet. This matters most during Tatkal booking, where every second counts.

Transaction security

Security is central to the entire architecture. Transactions are encrypted, and multiple layers of authentication, including OTPs and transaction passwords, protect user accounts. If a payment fails mid-way, the system automatically reverses the charge within three to five working days, provided the deduction reached IRCTC’s servers.

Booking hours and operational windows

The service was originally designed with restricted booking hours to manage server load, traditionally running during working hours on weekdays and shorter hours on Sundays. Over time, as infrastructure improved, the windows expanded significantly. Today, online booking for general and non-Tatkal tickets is available from early morning until just before midnight, every day of the week. Tatkal booking, meant for last-minute travel, opens at 10:00 AM for AC classes and 11:00 AM for non-AC classes one day prior to the journey.

The scale and impact of online ticketing

What began with a handful of daily bookings has grown into one of the largest e-commerce operations in the country. As of December 2023, there were 66 million registered users with IRCTC, with a daily average of 7.31 lakh tickets booked. The platform now handles a volume of transactions that rivals the largest private e-commerce companies.

Reducing crowds at counters

The most visible change is the thinning of queues at reservation counters. With a majority of reserved tickets booked online, physical counters now serve mainly those without internet access or those booking special categories. The platform has streamlined the booking process, reduced corruption associated with manual ticket sales, and provided unprecedented access to train travel for people in remote areas.

A model for digital governance

The rise of online rail ticketing is frequently cited as a case study in public-sector digital transformation. A scale-up from 27,000 daily bookings in 2002 to over a million a day, combined with the platform’s central role in the Digital India mission, makes IRCTC a rare example of a government service that citizens use voluntarily and routinely. The system has also helped cut down on ticket touts and grey-market resellers, since transactions are traceable and linked to verified identities.

Evolution beyond basic ticketing

The platform did not stop at simple reservations. Over the years, it added new layers of functionality. In 2011, a loyalty program called Shubh Yatra was introduced for frequent travellers, and in 2013, flight and hotel booking services were added as part of online reservation services. Later additions included the Vikalp scheme, which offers confirmed seats on alternate trains to waitlisted passengers, and integrated meal ordering through e-catering partners.

Mobile-first bookings

Smartphone adoption reshaped how passengers interact with the platform. The IRCTC Rail Connect app now handles a substantial share of daily bookings, and features like paperless unreserved ticketing through the UTS app have brought even short-distance local travel into the digital fold.

Expanding into a travel ecosystem

What started as a ticketing portal has become a broader travel platform. Users can now book buses, cabs, hotels, tour packages, and even international flights. This diversification reflects a deliberate strategy to position IRCTC as more than a reservation service, turning it into an everyday travel companion.

Challenges that remain

Despite its success, the system faces recurring criticism. Server crashes during Tatkal hours, payment failures, and occasional data security concerns continue to frustrate users. A widely reported incident in 2016 raised questions about potential leaks of user data, although the corporation maintained that its internal systems were secure and attributed any exposure to third-party partners.

Accessibility is another ongoing concern. Passengers in rural areas with limited internet bandwidth or digital literacy sometimes find the platform difficult to navigate, even with the lighter version of the website that was introduced to serve low-bandwidth users. Bridging this digital divide remains an active priority.

What the future holds

The roadmap includes AI-driven personalisation, predictive seat allocation, deeper integration with station services, and possibly blockchain-backed identity verification. As the railway network itself modernises with Vande Bharat trains and new corridors, the online booking platform will serve as the primary interface between passengers and the world’s fourth-largest rail network.

The journey from paper tickets to a few taps on a smartphone captures something larger than just convenience. It reflects how thoughtful e-governance can reshape a service used by hundreds of millions of people and, in doing so, raise the bar for what citizens expect from public institutions.
