Access to government services has long been a privilege of urban citizens, while people in villages often travelled several kilometres, waited in long queues, and navigated layers of paperwork just to collect a simple certificate. Information and Communication Technology (ICT) is quietly changing that reality. By bringing digital kiosks, internet-enabled portals, and trained local operators into villages, governments are reshaping how public services reach rural households. This shift is not just about installing computers in panchayat offices; it is about building a new relationship between the state and the citizen at the grassroots.

Why rural service delivery needed a digital rethink
Traditional public administration in rural areas has struggled with three stubborn problems: distance, delay, and information asymmetry. A farmer needing a land record, a widow applying for a pension, or a student seeking a scholarship certificate would typically have to visit block or district offices repeatedly. Middlemen would often fill the gap, charging unofficial fees and exploiting the lack of awareness about entitlements.
ICT addresses these gaps by digitising records, standardising processes, and decentralising access. The National Informatics Centre (NIC), established in 1976 under the Ministry of Electronics and Information Technology, has been central to this transformation. Through its nationwide network NICNET, NIC provides the technological backbone for e-governance applications that now reach all 36 states and union territories and around 708 district administrations. This infrastructure is what makes rural service delivery through ICT possible at scale.
The PRAJA project: A grassroots model worth studying
Among the earliest and most instructive experiments in ICT-enabled rural service delivery is Project PRAJA, launched in the West Godavari district of Andhra Pradesh. Coordinated by the District Collector and technically supported by NIC, Andhra Pradesh, PRAJA set out to bring government services closer to citizens through digital kiosks.
The core idea was simple but powerful: instead of asking villagers to travel to the mandal or district headquarters, the government would set up web-enabled centres, called Praja Seva Kendrams, at the village and block levels. These fully computerised kiosks operate on a district-wide network, connecting to the district server through dial-up circuits and the internet, with the district server acting as a remote access server.
What services does a Praja kiosk offer?
A Praja Seva Kendram is designed as a one-stop digital shop for rural citizens. Services range from issuing various certificates to providing information about government programmes, and they extend to networking citizens with each other for mutually beneficial transactions. In practical terms, a villager can walk into a kendram to apply for caste or income certificates, check eligibility for welfare schemes, track the status of pensions, or verify entries in the multipurpose household survey. The kiosks also host the district portal, which acts as a gateway to databases on ration cards, old-age pensions, beneficiaries of self-employment schemes, and civil works.
Beyond routine government-to-citizen (G2C) services, PRAJA also supports citizen-to-citizen (C2C) interactions. Villagers can post agricultural produce for online auction, check prevailing market rates in rythu bazaars and mandis, and make informed selling decisions. This addresses one of the fundamental causes of the rural-urban divide: the lack of a well-developed market in rural areas, which traditionally forces farmers to rely on middlemen and incomplete information.
Empowering marginalised communities
PRAJA is not only a service-delivery mechanism; it is also an instrument of inclusion. The project helps bridge existing information gaps by allowing hitherto marginalised communities to access government databases and entitlements directly. When a Dalit household can verify its listing as a welfare scheme beneficiary without depending on a local intermediary, the power equation shifts in favour of the citizen. Transparent digital records also make it harder for ineligible beneficiaries to capture benefits meant for the poor.
Rural employment through local operators
One of the most interesting design choices in PRAJA is that many Praja Seva Kendrams are run as self-employment units, manned by unemployed local youth. This serves three goals at once. It creates jobs in villages where employment opportunities are scarce. It ensures that operators speak the local language and understand local customs, making technology less intimidating for elderly or first-time users. It also gives the project a sustainable, entrepreneurial character rather than making it a purely government-funded programme.
From PRAJA to a nationwide network: Common Service Centres
The philosophy behind PRAJA has since been scaled up nationally through the Common Services Centres (CSC) scheme. Approved in 2006 under the National e-Governance Plan and later expanded under Digital India, CSCs serve as access points for delivering essential government and public utility services, educational programmes, financial services, and healthcare to rural and remote areas. They are overseen by CSC e-Governance Services India Limited, a special purpose vehicle under the Ministry of Electronics and Information Technology.
The network has grown dramatically. CSCs have expanded from 83,000 in 2014 to over 6.5 lakh in 2025, a growth of around 680 per cent in a decade. Each centre is typically run by a Village Level Entrepreneur (VLE), echoing the PRAJA model of combining service delivery with rural entrepreneurship. VLEs deliver services across health, education, finance, agriculture, utility payments, and government certificates, effectively acting as a human interface between citizens and the state.
The range of services available today
A modern CSC is far more than a certificate-issuing counter. Citizens can obtain and update Aadhaar and PAN cards, register for pension and insurance schemes, pay utility bills, book train tickets through IRCTC, apply for exam registrations, and access telemedicine consultations. In April 2025 alone, CSCs processed over 335 lakh transactions through the Digital Seva Portal and other platforms, a scale that illustrates how deeply embedded these centres have become in rural life.
The role of NIC in enabling rural e-governance
None of this would work without a robust national IT backbone. NIC hosts over 10,000 e-governance applications and provides data centre and cloud services that support e-governance at national, state, and district levels. From land records and ration cards to treasury systems and direct benefit transfers, NIC’s infrastructure quietly powers most citizen-facing digital services in rural India.
NIC has also thought carefully about how to measure success in rural e-governance. Its framework for measuring rural e-governance looks at dimensions such as ICT infrastructure (optical fibre, telecom towers, 4G coverage), ease of access to services, mobile-first design, employment and productivity effects, grievance redressal, participatory governance, and inclusion of marginalised groups. This multi-dimensional view is crucial because a village with kiosks but no reliable electricity, or a portal that does not support local languages, cannot truly deliver inclusive governance.
Benefits on the ground
When ICT-enabled service delivery works well, the benefits stack up quickly.
Reduced distance and cost: Villages that were previously isolated now have local access points, so citizens save time and travel expenses earlier spent on multiple trips to distant offices. Faster turnaround: Certificates that once took weeks are often issued within days. Transparency and accountability: Digital trails make it harder for officials to lose files or demand bribes, and online status tracking reduces uncertainty. Inclusion: Elderly citizens, women, and persons with disabilities, who often faced the greatest difficulties in the old system, gain the most from nearby service points. Rural livelihoods: Operators earn commissions for each transaction, and the e-commerce features of kiosks help farmers and artisans reach wider markets.
Challenges that still need attention
Despite these gains, rural ICT initiatives face genuine obstacles. Power supply remains inconsistent in many villages, affecting kiosk operating hours. Internet bandwidth in remote areas can be patchy, slowing down transactions. Hardware maintenance is logistically difficult where technical support staff are far away. Digital literacy gaps mean that many older citizens still need hand-holding from operators. And as independent assessments note, there are occasional concerns about overcharging or uneven service quality across centres.
Resistance to change within the bureaucracy is another real issue. Some officials initially hesitate to move from manual to digital processes because of fears around job security or unfamiliarity with new workflows. Sustained training and clear incentives are needed to keep both operators and government staff engaged.
Why traditional and digital channels must coexist
A common mistake in designing rural service delivery is to assume that digital will replace traditional channels entirely. In reality, the most effective systems blend the two. A digitally literate citizen may prefer to apply for a certificate through a mobile app. An elderly widow may need a VLE to help her fill the same form at a kiosk. A household without a smartphone may still rely on the village panchayat office for complex cases.
Maintaining multiple service channels, including digital self-service, assisted digital service through kiosks, and traditional counters for complex cases, ensures that no citizen is excluded because of technological limitations. The human operator at a CSC or Praja kendram is not a temporary stopgap; they are a permanent feature of inclusive rural governance. They translate between the language of forms and portals and the lived reality of village life.
The road ahead
Rural service delivery through ICT is no longer an experiment; it is an established pillar of public administration. The next phase will likely focus on deeper integration of services across departments, stronger use of mobile-first design, expansion of telemedicine and tele-law, better data protection, and more proactive delivery of benefits through direct benefit transfers. As initiatives like BharatNet improve connectivity and as CSCs partner with agricultural cooperatives and banks, the village kiosk is evolving into a genuine hub for digital empowerment.
The story that began with a modest district-level experiment like PRAJA has grown into a nationwide movement that touches millions of citizens every day. It offers an important lesson for public administration: technology alone does not transform governance, but technology combined with local entrepreneurship, strong institutional support, and a clear commitment to inclusion can genuinely change lives at the grassroots.
