When governments move online, the shift is rarely just about replacing paper forms with PDFs. It reshapes how information flows, who gets heard, and how decisions are made. To make sense of this transformation, scholars have tried to classify e-governance into distinct models, each capturing a different way technology reorganises the relationship between citizens and the state. One of the most widely referenced frameworks comes from Prof. Dr. Arie Halachmi, who outlined five models that serve as a practical guide for designing e-government initiatives based on local needs.

The origin of the five-model framework

The framework comes from Halachmi’s paper ‘E-Government Theory and Practice: The Evidence from Tennessee (USA)’, where he proposed five models that can be used individually or in combination depending on the governance activity in question. What makes this framework enduring is its flexibility. A rural health department and a central ministry may both adopt e-governance, but their goals, audiences, and technological needs differ sharply. The five models offer a vocabulary to describe what any given initiative is actually trying to do.

These models range from one-way information dissemination to fully interactive service delivery. They are not hierarchical, and a single project often combines elements from more than one. Understanding them helps administrators, researchers, and citizens recognise what a digital initiative is designed to achieve and where its limits lie.

The broadcasting model

The broadcasting model is the most foundational of the five. It uses information and communication technology along with convergent media to spread governance information that is already in the public domain to a wider audience. The logic is simple: a better-informed citizenry can evaluate how government works and form grounded opinions about it.

This model tackles what Halachmi called information failure situations. When laws, judgements, budget reports, and departmental contact details are buried in physical files, citizens cannot meaningfully participate in governance. Putting such information online corrects that asymmetry. Publishing rules, mark sheets, court judgements, and gazette notifications on government websites is a classic example of the broadcasting model in action.

The communication here is one-way. The government is the broadcaster, and citizens are the audience. While this sounds limited, the model’s power is in its reach. A digital noticeboard accessible round the clock is qualitatively different from a physical one stuck on a tehsil wall. The National Portal of India illustrates this well, acting as a single-window gateway to thousands of government websites and documents across central, state, and district levels.

The critical flow model

The critical flow model shifts focus from wide dissemination to targeted delivery. Instead of broadcasting everything to everyone, it channels information of critical value to a specific audience or into the wider public domain at the right moment.

Think of weather advisories sent to farmers during sowing season, crop price alerts to mandis, or disease outbreak information pushed to health workers. The value lies in relevance and timing. Releasing such data indiscriminately would dilute its impact; directing it to those who need it most turns information into action.

Why targeting matters

Critical flow is also used to expose corruption, inefficiency, or policy failures by releasing data to audiences equipped to scrutinise it, such as journalists, researchers, or civil society groups. For instance, publishing detailed pollution readings of specific factories to environmental watchdogs can trigger accountability in ways that a generic air quality report cannot.

In the Indian context, the MCA21 portal reflects the critical flow approach for corporate affairs. It channels compliance-related information and services to companies, enabling online registration and filings while reducing physical visits to government offices. The eCourts project similarly routes case status, cause lists, and judgement copies to litigants and lawyers who need them.

The comparative analysis model

The comparative analysis model is one of the more sophisticated of the five. It continuously assimilates best practices in governance and uses them as benchmarks to evaluate other practices. The idea is to pit existing systems against better-performing ones, and use the gap to argue for reform.

Benchmark parameters such as infant mortality rate, maternal mortality rate, literacy levels, or life expectancy are created and then measured at district, state, and national levels. When a district consistently underperforms against a benchmark, the data itself becomes an advocacy tool. The NITI Aayog’s Aspirational Districts Programme uses this logic, ranking districts across parameters such as health, education, and agriculture to drive competitive improvement.

The model works because visibility creates pressure. A state that ranks last on immunisation coverage cannot easily ignore the comparison when the data is public and updated. International examples such as the United Nations E-Government Development Index apply the same principle at a global scale, ranking countries on their digital governance performance.

From comparison to policy change

The strength of comparative analysis lies in its ability to translate raw data into reform. By showing what is possible elsewhere, it shifts the debate from ‘can this be done’ to ‘why is it not being done here’. Researchers, think tanks, and policy advocates rely heavily on this model when pushing for evidence-based governance.

The e-advocacy, mobilisation, and lobbying model

The fourth model recognises that governance is not only about the state delivering services; it is also about citizens shaping decisions. The e-advocacy model builds virtual communities that can influence real-world decision-making, allowing global civil society to impact policy processes that were once closed to outsiders.

Online petitions, hashtag campaigns, coordinated email drives, and digital signature collections all fall under this model. So do forums where eminent persons publish opinions and citizens respond, creating a discursive space that did not previously exist. The goal is to change public opinion on specific laws or policy stances, or to push institutions to reconsider decisions.

Platforms such as We the People in the United States and issue-based campaigns on Change.org illustrate the global reach of this model. In India, pre-legislative consultation platforms where draft bills are put up for public comments allow similar engagement, giving citizens a formal channel to shape laws before they are enacted.

The e-advocacy model has its critics. Concerns around ‘slacktivism’, echo chambers, and the uneven influence of organised lobbies versus unorganised citizens are real. Yet the model has undeniably expanded who can participate in governance debates, breaking the older monopoly of formal lobbying groups.

The interactive-service model

The interactive-service model is the most ambitious of the five. Under this model, the various services offered by the government become directly available to citizens in an interactive manner, opening up a Government to Consumer to Government (G2C2G) channel across various aspects of governance.

This is where e-governance stops being about reading and starts being about doing. Filing tax returns, paying electricity bills, applying for passports, booking train tickets, registering grievances, participating in e-ballots, responding to opinion polls, and submitting feedback on policies all belong here. The transaction is two-way and often iterative, with citizens and government systems exchanging information and actions in real time.

MyGov as a flagship example

The MyGov platform is a striking Indian example of the interactive-service model. Launched on 26 July 2014, it is the Government of India’s citizen engagement platform, designed to enable participation in policy formulation and the exchange of ideas on matters of public interest. Citizens can join discussions, submit suggestions for the Prime Minister’s Mann Ki Baat, participate in polls and quizzes, and contribute to creative tasks such as logo designs for national campaigns.

Other examples span almost every department. The Income Tax e-filing portal handles tax submissions, the Passport Seva portal manages application workflows, and the DigiLocker service lets citizens store and share verified documents with agencies.

The importance of genuine interactivity

It is worth distinguishing between surface-level interactivity and genuine two-way engagement. A website that lets you download a form but requires physical submission is not truly interactive. The interactive-service model assumes that the system responds, processes, and closes the loop. This demands robust backend integration, authentication mechanisms such as Aadhaar-based e-KYC, and payment gateways that work at scale.

How the five models work together

While the models are analytically distinct, real e-governance initiatives usually combine them. Consider a new traffic rule. The government first broadcasts it through official portals. Research institutions then use comparative analysis to show how similar rules work in other jurisdictions. Civil society groups use e-advocacy to push for amendments, perhaps arguing that fines are too high for low-income earners. Critical flow directs specific implementation data to enforcement agencies and media. Finally, the interactive-service model lets citizens pay fines, contest tickets, or renew licences online.

This layered view matters because designing e-governance purely around one model produces lopsided outcomes. A portal that only broadcasts becomes a glorified notice board. A platform that only handles transactions without feedback loops misses opportunities for policy improvement. The National e-Governance Plan, with its 31 Mission Mode Projects, implicitly draws on all five models, covering information dissemination, targeted service delivery, benchmarking, citizen engagement, and transactional services.

Relevance for governance design today

Halachmi’s framework remains useful decades after it was first articulated because it focuses on the function of technology rather than the technology itself. Whether the delivery channel is a web portal, a mobile app, a WhatsApp chatbot, or an AI-powered grievance system, the underlying questions stay the same. Is this broadcasting information, targeting it, benchmarking it, enabling advocacy, or delivering a service? Most importantly, is the design matched to the local governance need?

For a country as diverse as India, where digital literacy, connectivity, and institutional capacity vary widely across regions, the ability to mix and match these models is especially valuable. A tribal district may need strong broadcasting and critical flow components before sophisticated interactive services make sense. A metropolitan municipality may be ready for full G2C2G integration. The five-model framework helps policymakers diagnose what is appropriate rather than imposing a one-size-fits-all digital template.
