Rolling out an ICT-led civic project at the municipal level is not a matter of simply buying computers and launching a website. It requires a careful architecture of infrastructure, people, partnerships, and design choices that keep the citizen at the centre. Project Saukaryam, launched by the Visakhapatnam Municipal Corporation (VMC) to deliver civic services online, is a textbook example of how these fundamentals must come together. Saukaryam, meaning “facility” in Telugu, was conceived as a public-private partnership to web-enable civic services across a 120-square-kilometre city – and its founding requirements hold lessons for any urban local body attempting something similar.

Robust connectivity and networking

Every ICT-driven governance project begins with one non-negotiable: a network that can carry data reliably between departments, service counters, and citizens. Without this spine, even the best-designed software stays on the shelf. ICT is fundamentally about connectivity, and connectivity brings the proximity that makes government services work better, particularly at the local self-government level where interactions with citizens are densest.

For Saukaryam, this meant building a layered network. A Local Area Network (LAN) was laid across all wings of the Municipal Corporation, which was then expanded into a Metro Area Network covering the city through broadband and leased lines. Banks that accepted property tax and other dues were plugged into this same network, so that a citizen paying at a branch counter had their transaction reflected instantly on the Corporation’s central server. The Greater Visakhapatnam Municipal Corporation’s e-governance project deals with a huge database for connecting, querying and delivering civic services, which is why this backbone had to be engineered for scale from day one.

Why bandwidth and databases matter more than apps

Municipal systems deal with millions of records – property registers, birth and death entries, water connections, trade licences, grievance logs. If the network chokes or the database cannot be queried in real time, the entire citizen-facing experience collapses. Planners therefore have to budget for servers, redundancy, data centres, and broadband links before worrying about the portal’s look and feel.

A multi-stakeholder approach

No urban local body has the money, expertise, or manpower to build a city-wide ICT ecosystem on its own. A multi-stakeholder model is therefore not a bonus – it is a precondition. Saukaryam was deliberately structured to bring multiple actors to the table: the Municipal Corporation, technology firms, banks, hospitals (for birth and death data), and citizen groups.

Each partner contributed something the others could not. The Corporation provided the authority and the process knowledge. Private technology firms built the software and laid the broadband. Banks voluntarily offered hardware in their branches so tax collection could be decentralised. Hospitals were brought online so birth and death registration could be done digitally at source. This kind of distributed ownership makes the system resilient and, importantly, self-sustaining. E-governance in municipalities is expected to improve the interaction between local government and citizens as well as non-governmental organisations, community-based organisations, residents’ welfare associations and the private sector, which is precisely the multi-stakeholder ethic Saukaryam operationalised.

Citizen-centred design

The hardest discipline in e-governance is resisting the temptation to digitise internal processes as they are. A truly citizen-centric project begins with the citizen’s problem – long queues, repeated visits, bribe demands, opaque status updates – and redesigns the workflow around solving it. This was a guiding principle for Saukaryam, and it remains a guiding principle for Indian e-governance policy more broadly. The Department of Administrative Reforms and Public Grievances has noted that an outside-in approach that incorporates the needs and concerns of citizens at every stage of the service delivery workflow must be adopted.

What citizen-centricity looks like in practice

For Saukaryam, it translated into concrete design choices. Citizens could pay property tax, water charges, and other dues at any networked bank branch instead of queuing at the Corporation. They could file a complaint, apply for a building plan, or download a birth certificate without meeting an official. The website even allowed online chats with the Mayor and the Commissioner, turning a one-way bureaucratic channel into a two-way feedback loop. The Digital India programme’s ongoing emphasis on user experience – through initiatives like UX4G and UMANG – echoes the same philosophy that Saukaryam pioneered at the municipal level two decades earlier.

Enabling web access to services

A website is the public face of any e-governance project, but its real value lies in what it lets citizens do, not just what it lets them read. Saukaryam’s portal was designed as a transactional platform, not a brochure. The Visakhapatnam Municipal Corporation website was recognised by the National Institute of Urban Affairs as the best among Indian municipal corporations for its utility, precisely because it let citizens pay dues, lodge grievances, file building plan applications, and check application status without visiting an office.

Web access, however, cannot be the sole channel. In a country where digital literacy and internet penetration are uneven, an online-only strategy would exclude the very citizens who suffer most from inefficient civic services. Saukaryam solved this by setting up fully computerised City Civic Centres – One Stop Civic Shops – where citizens without a computer at home could walk in and access the same services. This multi-channel approach is now considered a best practice for Indian e-governance; successful projects like E-Suvidha in Pimpri Chinchwad address the digital divide through multi-channel service delivery, maintaining physical service centres alongside digital platforms.

The civic centre as a digital bridge

Each City Civic Centre under Saukaryam was a row of networked computers staffed by trained operators. Citizens could apply for birth and death certificates, request water or drainage connections, submit building plan applications, or lodge complaints – all under one roof. The centres were popular from the start, and because they ran on the city’s broadband network, adding new centres as demand grew was relatively simple.

Involvement of insiders in system design

One of the quieter but most important fundamentals is who gets to design the system. Off-the-shelf products built by consultants who have never worked in a Corporation often fail, because they miss the small operational realities – the way a tax demand notice is actually raised, the sequence in which a file moves, the unwritten rules of reconciliation. Saukaryam deliberately involved municipal insiders – commissioners, engineers, revenue staff, public health officers – in the design of its modules.

The project covered a wide range of internal functions including payroll, accounts, tax collection, building plan approval, trade licences, water connections, and birth and death registration. Each of these modules had to mirror the Corporation’s actual workflow, and only insiders could supply that knowledge. This also helped with adoption: employees who had a hand in designing the tool were far more willing to use it. The broader lesson, as Indian policymakers have repeatedly emphasised, is that e-governance should not be looked at as mere computerisation but as a means to review and redesign existing processes, and insiders are indispensable for that redesign.

Public-private partnership for resources

ICT projects are capital-intensive. Urban local bodies in India are chronically short of funds, and a municipal commissioner cannot realistically ask for a large technology budget at the expense of water or sanitation. The public-private partnership (PPP) model was therefore not a fashionable choice for Saukaryam – it was a financial necessity. Paucity of funds was the reason the Saukaryam project took up a public-private initiative, and laying the broadband line across the city in a short span was a formidable task that private partners helped execute.

Under the PPP, the Corporation contributed its authority, process knowledge, and some back-end investment. Private partners brought capital, hardware, software expertise, and the broadband infrastructure. Banks voluntarily provided computer nodes inside their branches. Revenue from transaction charges and service fees was shared, making the arrangement self-sustaining. This model has since become national policy – the Government of India’s approach under Digital India explicitly states that public-private partnerships would be preferred wherever feasible to implement e-Governance projects, with adequate management and strategic control.

What PPP does and does not solve

A well-designed PPP mobilises money and talent, but it is not a magic wand. Researchers who studied Saukaryam later noted that the project lacked a proper institutional framework for its PPP arrangement, and policymakers should develop such a framework to strengthen implementation. In other words, PPPs need clear contracts, regulatory oversight, and dispute-resolution mechanisms – otherwise the private partner’s incentives and the public interest can drift apart.

Bringing the fundamentals together

None of these six requirements – connectivity, multi-stakeholder involvement, citizen-centric design, web access with physical backup, insider-led system design, and PPP financing – works in isolation. They are interlocking. A great website without broadband is useless. A brilliant network without insider-designed modules will automate bad processes. A PPP without citizen focus will optimise for revenue rather than service. Saukaryam’s significance lies in how it treated all six as a single, coherent architecture rather than a checklist.

For any urban local body planning its own ICT transformation today – whether under the Smart Cities Mission, AMRUT, or a state-level initiative – these fundamentals remain the starting point. The technology has moved on from LAN-and-broadband to cloud, APIs, and mobile apps, but the underlying principles of connectivity, partnership, inclusion, and citizen focus have not changed.
