When students first step into the world of research, two words keep surfacing in every textbook, seminar, and supervisor’s feedback: methodology and methods. They sound like twins, are often used interchangeably, and yet they represent two very different layers of the research process. Getting this distinction right is not just a matter of vocabulary. It shapes how a study is designed, how its findings are interpreted, and ultimately whether the research stands on solid ground. This post unpacks the interface between the two, especially as it applies to social research in public administration and allied disciplines.

What methodology really means

Methodology is the thinking behind the doing. It is the philosophical and theoretical scaffolding that explains why a researcher approaches a problem in a particular way. According to the Open University, methodology is the “theory of methods” – it is the overall rationale and the principles that tie a research question, a chosen set of tools, and the resulting data into a coherent worldview.

In simpler terms, methodology answers three big questions before any data is collected:

The questions methodology tries to answer

First, what counts as reality in this study? Second, how can we know something about that reality? Third, what strategy will allow us to generate trustworthy knowledge about it? These questions are not abstract luxuries. They flow directly from the researcher’s ontological and epistemological assumptions – beliefs about the nature of reality and the nature of knowledge respectively. Ontology deals with what exists for people to know about, while epistemology deals with how knowledge is created and what is possible to know. Together, they shape the philosophical perspective that guides every subsequent decision in the research process.

What methods actually are

If methodology is the why, methods are the how. They are the practical tools and techniques a researcher uses to collect and analyse data. Interviews, surveys, focus groups, participant observation, content analysis, statistical tests, case studies, archival work – these are all methods. Sheffield Hallam University’s research guide puts it crisply: methods are the techniques and procedures that you engage in to collect data, while methodology is the plan of action that guides the design of the entire study.

A useful way to remember the hierarchy is this: a technique is more specific than a method, and a method is more specific than a methodology. One methodology can accommodate several methods working together to support or challenge a research hypothesis.

The interface: how methodology and methods talk to each other

The real heart of research sits at the interface between these two. Methodology does not exist in a vacuum and methods are not chosen at random. Each informs the other in a continuous dialogue.

Methodology validates procedural choices

Broad methodological orientations act like quality-control officers for the rules of procedure. When a researcher studying, say, the implementation of a rural employment scheme decides to conduct household interviews, that choice has to be justified by an underlying methodological commitment. Is the goal to measure outcomes objectively, in which case a positivist methodology with structured surveys might be appropriate? Or is the goal to understand how beneficiaries experience the scheme in their own words, which would call for an interpretivist methodology with semi-structured, open-ended conversations? The methodology provides the justification for the approach and links to research philosophy – that is, how we produce knowledge. Without this link, the procedure has no legitimacy, no matter how carefully it is executed.

Methods give methodology something to stand on

At the same time, a methodology that cannot be operationalised through concrete methods is just philosophy. A researcher may have a beautifully articulated constructivist worldview, but until they sit down with respondents, design an interview schedule, and analyse transcripts, no knowledge is actually produced. The two are mutually dependent. Methodology gives methods direction and legitimacy; methods give methodology empirical traction.

The philosophy of social research

The philosophy of social research is where this interface gets most interesting. Social phenomena – caste dynamics, voter behaviour, bureaucratic discretion, welfare uptake – are not like chemical reactions. They involve meaning-making, power relations, and cultural context. This complexity has given rise to several research paradigms, each with its own ontological and epistemological commitments.

Positivism and the quest for objectivity

Positivist researchers believe there is a single, measurable reality. They tend to favour quantitative methods to measure this reality, with the researcher staying detached to minimise bias. In public administration, this often translates into large-N surveys, statistical modelling of policy outcomes, and comparative studies of administrative performance.

Interpretivism and the search for meaning

Interpretivists argue that social reality is constructed through human interaction and cannot be fully captured by numbers. They lean on qualitative methodsethnography, narrative analysis, in-depth interviews – to uncover how actors understand their own worlds. A study of how frontline officers interpret vague policy directives would likely sit here.

Critical and pragmatic paradigms

Beyond these two, there are paradigms like critical realism, social constructionism, and pragmatism. A recent paper argues that these frameworks differ in their approaches to ontology, epistemology, and axiology – the role of values in research. Pragmatism, for example, is attractive to public administration scholars because it treats methods as tools to solve practical problems, freeing the researcher from the old quantitative-versus-qualitative wars.

Inductive and deductive: two engines of reasoning

One of the clearest ways to see how methodology shapes methods is to look at the choice between inductive and deductive reasoning. These two approaches represent fundamentally different ways of connecting theory with evidence.

The inductive approach

Inductive research moves from the specific to the general. A researcher collects a substantial amount of data, steps back to look for patterns, and gradually builds a theory that explains what they have seen. The Doctoral Research Methods textbook describes how researchers start with a particular set of observations and move to a more general set of propositions – from data to theory.

This approach is central to social research because many questions about human behaviour cannot be boxed into pre-existing theories. Imagine a study on how street-level bureaucrats in a district office handle grievance petitions. Rather than imposing a ready-made framework, an inductive researcher would observe the office for weeks, talk to clerks and petitioners, and slowly let categories emerge from the data itself. This is how grounded theory works, and it is a powerful way to derive broad generalisations that are rooted in lived reality.

The deductive approach

Deductive research reverses the flow. It begins with a theory, derives a hypothesis, and then tests that hypothesis with data. Deduction begins with an expected pattern that is tested against observations, whereas induction begins with observations and seeks to find a pattern within them. Deductive research is typically associated with positivism and produces findings that can be generalised across populations.

Why the inductive route matters for social research

In social research, the inductive approach is especially valuable because it respects the complexity and unpredictability of human systems. It helps scholars derive broad generalisations about phenomena – like corruption, bureaucratic resistance, or civic participation – that were not already anticipated. Importantly, an inductive approach demands that methods stay tightly aligned with the theoretical framework being built. Data collection, coding, and analysis must all be designed to let new ideas surface rather than confirm old ones. Increasingly, researchers recognise that research can, and often does, proceed by taking an alternating inductive and deductive perspective – an abductive style that moves fluidly between observation and hypothesis.

Why this alignment matters for rigorous research

A research project falls apart when methodology and methods are mismatched. Picture a study that claims to explore the subjective experiences of marginalised communities but uses only a closed-ended questionnaire with Likert scales. The mismatch is immediate: the methodology (interpretivist, experience-focused) cannot be served by methods built for measurement and generalisation.

Coherence is the foundation of scientific rigour

Every strong research design shows a visible thread running from philosophical assumptions through methodology down to specific methods and analytical techniques. This coherence is what gives social research its scientific rigour. When a reviewer or examiner asks “why did you choose this method?”, the answer should never be “because it was convenient.” It should trace back to the methodology, and from there to the epistemological and ontological beliefs that justify the entire project.

Practical implications for public administration research

For someone researching public administration – whether it is policy implementation, administrative reform, or citizen-state interactions – getting the interface right has real consequences. A study on decentralisation that uses quantitative indicators of fiscal transfers will tell a very different story than one using ethnographic observation of panchayat meetings. Neither is wrong, but each is valuable only if the methodology clearly dictates the choice of methods and the findings are interpreted within that frame.

Building the bridge in your own research

So how does a researcher actually build this bridge? A few principles help. Begin by being explicit about your worldview – do you see reality as singular and measurable, or as multiple and constructed? Let that answer guide your methodology. From the methodology, work downward to methods that can genuinely operationalise your approach. And at every stage, check for coherence: does this method actually serve the methodology, or was it chosen out of habit?

Pat Thomson, a veteran research educator, reminds doctoral candidates that the methodology chapter must articulate the philosophical and theoretical assumptions underpinning the research and explain how these assumptions shape the approach to knowledge production. This is not box-ticking – it is what separates a piece of research from a collection of observations.

A final word on the interface

The interface between methodology and methods is not a boundary but a dialogue. Methodology gives methods their purpose and justification. Methods give methodology its empirical life. When a researcher understands both, and understands how they speak to each other, the result is a study that is not only technically sound but also philosophically coherent. This is what rigorous social research looks like – and it is why the distinction, far from being pedantic, lies at the very heart of the research enterprise.
