Walk into any seminar on social science methodology and you’ll find an old argument still simmering. Should we study society the way a physicist studies atoms, looking for universal laws and cause-effect chains? Or should we study it the way a literary critic reads a novel, looking for meaning, intention, and context? This is not a new question. It has animated some of the most heated intellectual battles of the last 150 years, from the Methodenstreit of the 1880s to the value-judgment controversy involving Max Weber. At the heart of all these disputes lies hermeneutics, a tradition that insists human beings are not just objects to be measured but subjects whose actions must be interpreted.

Why methodology matters in the social sciences

Before diving into the disputes, it helps to understand why methodology is such a battlefield. Every discipline rests on assumptions about what counts as valid knowledge and how that knowledge should be produced. In physics or chemistry, those assumptions are fairly settled: controlled experiments, quantification, and the search for general laws. But when the subject of study is a striking farmer, a voter, or a bureaucrat making a moral choice, things get complicated.

The social sciences sit awkwardly between the hard sciences and the humanities. They borrow statistical tools from the former and interpretive sensibilities from the latter. The question of which approach should dominate, and whether the two can even be reconciled, is not just academic. It shapes how policy is made, how public administrators analyze problems, and how governments justify their interventions.

The Methodenstreit: When economists went to war

The first great methodological dispute broke out in the German-speaking world in the 1880s. The Methodenstreit, literally a “method dispute”, was an economics controversy that pitted the Austrian School against the German Historical School over how economics and social science should be practiced.

Carl Menger versus Gustav Schmoller

On one side stood Carl Menger, founder of the Austrian School. On the other stood Gustav von Schmoller, the dominant figure of the German Historical School. The opening shot was Menger’s 1883 book Investigations into the Method of the Social Sciences, which argued that economics should operate through deductive reasoning from first principles. Schmoller responded with a scathing review, and a bitter exchange followed that consumed their respective followers for more than a decade.

The stakes were fundamental. The Austrian School advocated a theoretical and deductive approach, insisting that universal economic laws could be derived through logical deduction independent of historical context. Menger compared economic laws to natural laws, discoverable through analysis of individual human action. The Historical School took the opposite view, arguing that economic principles were context-dependent and had to be built up inductively from the careful study of history, statistics, and institutions.

More than just a method war

The Methodenstreit was not merely technical. It was a clash over what kind of enterprise social science should be. The Austrian position sought “absolute” laws of economic behavior through methodological individualism, while the German position denied the possibility of discovering universally true economic laws and embraced methodological collectivism, seeking contingent economic laws through the observation of actual social institutions.

The hostility was so intense that Schmoller reportedly declared members of the “abstract” school unfit to hold teaching positions in German universities, effectively blocking Austrian-leaning scholars from academic appointments in Germany for years. It was a reminder that methodology is never just about method; it is also about power, patronage, and the politics of knowledge.

The Werturteilsstreit: Can social science be value-free?

If the first Methodenstreit asked how social scientists should study their subject, the next great controversy asked whether they could do so objectively. The value judgment controversy, or Werturteilsstreit, was a quarrel in German sociology and economics about whether the social sciences could issue normative obligatory statements in politics and whether their measures could be scientifically justified. It erupted in the years before World War I among members of the Verein für Socialpolitik, with Max Weber, Werner Sombart, and Gustav Schmoller as the main protagonists.

Weber’s demand for value freedom

Max Weber’s contribution was decisive. He argued that social science should strive for Wertfreiheit, or value freedom, meaning that scholars should strictly separate their empirical analysis from their personal moral and political preferences. A researcher studying labor strikes could describe their causes and consequences, but should not use the lectern to declare whether strikes were morally good or bad.

This position has often been misread. For Weber, scientific analysis refraining from value judgments and engaged scientific intervention were actually consistent with each other; scientific analysis itself is impossible to conceive of without explicit reference to societal values. Weber was not asking scholars to be morally indifferent. He was asking them to be honest about where facts ended and evaluations began. The topics we choose to study, the questions we ask, the categories we use, are all shaped by what we consider important. But the conclusions we draw from evidence should not be smuggled arguments for our preferred policies.

A dispute that never really ended

The Werturteilsstreit has had a long afterlife. It is most clearly understood as two closely related but distinct disputes: a methodological dispute about the influence of shifting cultural-historical values on social science, and a metanormative dispute about whether social scientific knowledge can validate moral and political claims. Both disputes remain alive today in debates about whether economists should advise governments, whether sociologists should be activists, and whether public policy research can really be neutral.

Hermeneutics enters the stage

While economists were fighting over deduction and induction, and sociologists were arguing about values, another tradition was quietly building a third way. Hermeneutics, originally a discipline of biblical and textual interpretation, was being transformed into a methodology for the human sciences.

Dilthey’s critical intervention

The key figure here is Wilhelm Dilthey (1833-1911), a German philosopher and historian who held Hegel’s old chair in Berlin. Dilthey believed the human sciences had liberated themselves from theology only to fall under the tyranny of natural science methodology, and he wanted to correct the mistake.

His famous distinction was between Erklären (explanation) and Verstehen (understanding). Dilthey argued that natural sciences seek to explain phenomena in terms of cause and effect, whereas human sciences seek to understand in terms of the relations of the part and the whole. A rock falling obeys gravity; a person marching in a protest is doing something meaningful, something that cannot be grasped without interpreting what that action means to the actor and to others.

Dilthey also insisted on the importance of lived experience, or Erlebnis. Human behavior is embedded in historical and cultural context, and researchers who treat it as mechanical cause and effect miss what is most essential about it. The main task of the human sciences, for Dilthey, was to provide an understanding of the organizational structures and dynamic forces of human and historical life.

The hermeneutic circle

One of hermeneutics’ most important contributions is the idea of the hermeneutic circle. To understand a text, you must understand its parts; but to understand the parts, you must grasp the whole. The same logic applies to social action. To understand a bureaucrat’s decision, you need to know the institution; to understand the institution, you need to study the decisions that constitute it. Researchers cycle between particular and general, constantly revising their understanding as they move.

This circular movement is not a flaw to be eliminated but a feature to be embraced. It reflects the fact that meaning is always contextual, and that understanding human affairs is less like solving an equation and more like reading a difficult text carefully, multiple times, from different angles.

Weber’s synthesis: Interpretive sociology

Max Weber sits at the intersection of all these debates. He absorbed the hermeneutic insights of Dilthey while insisting on the scientific standards that the Methodenstreit had made inescapable. The result was interpretive sociology.

Weber defined sociology as the science of social action, understood as the interpretation of meaningful actions oriented to the actions of others. In the Verstehen-Erklären debate, methodological dualists like Dilthey pleaded for the autonomy of the social sciences and humanities, which must follow the method of Verstehen, while methodological monists like John Stuart Mill rejected the dichotomy and argued for a single method applicable to all sciences. Weber charted a middle course. He used ideal types, hypothetical models against which real behavior could be compared, and emphasized causal explanation of social action through interpretive understanding of subjective meaning.

For Weber, studying a strike was not just counting participants. It was asking what the strike meant to workers, to employers, to the state. Without that interpretive dimension, the numbers were hollow.

Why these disputes still matter for public administration

These methodological disputes might seem like dusty history, but they shape the work of every serious policy analyst and public administrator today.

Quantitative versus qualitative research

The modern divide between quantitative and qualitative methods is a direct descendant of the Verstehen-Erklären debate. A quantitative study of poverty might measure income distributions and run regressions; a qualitative study might conduct life-history interviews with slum dwellers. Both approaches have merit, and good policy research often combines them.

Evidence-based policy and its limits

The push for evidence-based policy reflects a faith in the explanatory, quasi-natural-science approach. Randomized controlled trials, cost-benefit analyses, and statistical impact evaluations all share the assumption that policy can be studied the way medicine is studied. These tools are powerful, but hermeneutics reminds us that policies operate on human subjects whose responses are shaped by meaning, not just incentives.

Administrative reform and cultural context

A governance reform that works in Denmark may fail in Bihar, not because the statistics are wrong but because the social meanings of authority, trust, and law are different. Hermeneutic sensitivity is what allows researchers to see why a one-size-fits-all governance blueprint often breaks when transplanted across cultural boundaries.

The enduring value of methodological pluralism

If there is one lesson from the Methodenstreit, the Werturteilsstreit, and the rise of hermeneutics, it is this: methodological monism is a trap. The social world is too complex to be captured by any single approach. Statistical modeling, historical analysis, ethnographic interpretation, and policy evaluation are all legitimate ways of knowing. The mature researcher asks which tool fits which question, rather than pledging loyalty to one school forever.

A social science restricted solely to hermeneutic interpretation would be radically incomplete, excluding causal relationships, structural influences, and unintended consequences; researchers are better advised to be eclectic, incorporating both causal and hermeneutic analysis, quantitative and qualitative methods. Hermeneutics does not replace explanation; it complements it. Explanation without interpretation risks producing rigorous answers to the wrong questions. Interpretation without explanation risks producing beautiful stories that cannot be tested or generalized.

For public administrators, policy analysts, and students of social science, the takeaway is practical. Know the history of these debates so you can recognize the methodological assumptions embedded in any study you encounter. Be suspicious of research that claims total objectivity, and equally suspicious of research that dismisses objectivity altogether. The best work in the human sciences combines the honesty of Weber’s value freedom, the rigor of Menger’s theoretical ambition, and the interpretive depth of Dilthey’s hermeneutics.
