It is a repeated, rigorous examination of a subject until patterns emerge and conclusions can be defended with evidence. According to sociologist Earl Babbie, research is a systematic inquiry aimed at describing, explaining, predicting, and controlling observed phenomena, and it draws on both inductive and deductive reasoning.
Research versus everyday curiosity
We all ask questions every day. Why is traffic worse on Mondays? Why do some neighbourhoods have better civic amenities? Curiosity is the starting point, but curiosity alone isn’t research. What transforms a question into research is methodology – a structured plan for collecting evidence, analyzing it, and drawing conclusions that others can verify. Without method, we are only guessing.
The systematic nature of scientific research
The word “systematic” is not decorative. It is the defining feature of genuine research. A systematic study follows a clear sequence: identifying a problem, reviewing what is already known, framing a question or hypothesis, collecting data, analyzing it, and reporting findings transparently. Hampshire College describes research as a process of systematic inquiry involving data collection, documentation, and interpretation according to methodologies accepted within a discipline.
This structured approach is what allows research to be replicable. If another scholar follows the same steps on a similar population, they should arrive at comparable results. That reproducibility is what gives research its credibility and separates it from opinion writing or advocacy.

Some students assume the scientific method only belongs in laboratories with beakers and microscopes. That is a misconception. Can the question actually be answered? Feasibility covers whether the data can be gathered, whether access to respondents is possible, and whether the researcher has the time and skills required.

Even the most brilliant question fails without adequate resources. A researcher planning a nationwide survey on citizen satisfaction with public services needs funding, trained field staff, statistical software, and administrative permissions. When resources are limited, the scope must be trimmed to match what is genuinely possible. A focused study done well is more valuable than an ambitious study done poorly.
Ethical implications
Ethics is not an afterthought – it shapes the entire research design. Research ethics protect the rights of participants, enhance validity, and maintain scientific integrity. A researcher studying marginalized communities, survivors of violence, or schoolchildren must ensure informed consent, confidentiality, and the minimization of harm. As the Norwegian national committees on research ethics note, researchers must always perform their work in accordance with recognized norms of respect, protection, and justice, especially when dealing with vulnerable groups.
Empirical verification: the heart of scientific research

Empirical simply means “based on observation and measurement.” Claims in scientific research cannot rest on tradition, authority, or gut feeling. They must be grounded in data that can be observed, recorded, and independently verified.
This matters especially in social sciences, where personal opinions and ideological beliefs can easily contaminate inquiry. The empirical approach demands that a researcher set aside preconceptions, define concepts clearly, and let the evidence speak. When a researcher claims that a certain welfare scheme has improved nutrition among children in a district, that claim must be backed by measurable indicators – height-for-age data, anaemia prevalence, household consumption records – not anecdotes.
Building theoretical understanding
Empirical verification is not just about collecting facts. The real power of research emerges when those facts are connected to theory. A theoretical framework provides the structure that supports a research study. It draws together concepts from existing scholarship and offers a lens through which findings can be interpreted. Without a theoretical anchor, data becomes a pile of numbers with no story to tell.
Consider a study on low voter turnout in urban municipal elections. The raw numbers – say, 42 percent turnout – are just a statistic. A theoretical framework rooted in civic engagement theory or political efficacy helps explain why the turnout is low and how it connects to broader patterns of urban political behaviour. The study thus moves from description to explanation.
Contributing to existing knowledge
Good research does not exist in isolation. It builds on what others have already discovered and adds something new, whether a fresh finding, a refined method, or a challenge to a prevailing assumption. This cumulative character is what allows knowledge to grow over generations.
A newly published study on implementation of the MGNREGA scheme in a specific state, for example, draws on decades of prior work on rural employment, decentralization, and social audit. Its contribution might be modest – perhaps showing how digital wage payments have changed the pattern of beneficiary enrolment – but that modest contribution enriches the larger field. Empirical social research thrives on this synergy, where individual studies feed into and are enriched by broader theoretical frameworks.
When research falls short of being scientific
Not every investigation qualifies as scientific research. Two criteria separate scientific work from weaker forms of inquiry: validity and theoretical significance. Validity asks whether the study actually measures what it claims to measure. A survey designed to assess corruption perception, for example, must use questions that genuinely tap into that concept – not vague feelings about government in general.
Theoretical significance asks whether the study advances understanding in a meaningful way. This does not require groundbreaking discoveries every time. Confirming an existing theory in a new context – say, testing whether classical bureaucratic theory holds up in a digitally transformed government department – is a legitimate contribution. So is identifying the limits of a theory when it fails to explain a new case.

In the field of public administration, research has very practical consequences. Policies are shaped, budgets are allocated, and programmes are redesigned based on what research reveals. A poorly designed study can mislead policymakers; a rigorous one can improve millions of lives. That is why insisting on systematic methods, ethical conduct, empirical verification, and theoretical grounding is not academic fussiness – it is the difference between evidence-based governance and guesswork.
As governance becomes more complex, with data flowing in from digital platforms, satellite imagery, and citizen feedback apps, the ability to conduct disciplined research is more valuable than ever. A student who masters the logic of systematic inquiry gains not just academic credentials but a lifelong tool for asking better questions and finding more trustworthy answers.
