Turn on the tap in an Indian city and you never quite know what you’ll get. Some days it’s a steady flow for two hours, other days a brown trickle, and in many neighbourhoods the tanker arrives before the municipal supply ever does. Urban water supply is one of the most visible tests of how well local governments serve their citizens, and the gap between promises and delivery has been widening even as investments grow. Let’s unpack why urban water supply remains such a stubborn challenge, what the policy framework looks like, and which solutions are actually working on the ground.

The scale of the urban water challenge
Urban India is staring at a paradox. Cities are flush with ambitious missions, large budgets, and shiny new treatment plants, yet a majority of households still receive water for only a few hours each day. According to the Observer Research Foundation, urban areas are facing an ever-widening gap between water demand and supply, with leakages from ageing pipelines and treatment systems worsening non-revenue water losses. Non-revenue water – the portion of treated water that never reaches a paying customer – ranges between 30 and 50 percent in most Indian cities, which is among the highest rates in the developing world.
This crisis is not about scarcity alone. It’s about distribution, maintenance, governance, and trust. When a household cannot rely on its taps, it installs a borewell, buys a tanker, or stocks up on 20-litre cans. That informal water economy exists precisely because the formal one has failed to deliver.
Why urban water supply keeps falling short
Crumbling pipeline infrastructure
Most Indian cities still run on distribution networks laid decades ago, some dating back to colonial times. These pipes corrode, crack, and leak. The issue is not just the waste of treated water; it’s also what seeps into the pipes. As a policy brief on Delhi’s water system explains, pipelines carrying treated water develop cracks over time, and many old pipes have simply not been replaced. In informal settlements the problem compounds: water pipes often run alongside open stormwater drains or sewers, so any pressure drop pulls contaminated water straight into the supply.
Intermittent supply and its ripple effects
Intermittent supply – getting water for just a few hours a day – is not merely an inconvenience. It is the single biggest driver of poor water quality in urban India. When pipes stay empty for long stretches, pressure drops to zero and contaminated groundwater seeps in through joints and cracks. By the time supply resumes, the first flush delivers exactly that contamination to the tap. A detailed analysis on the India Water Portal notes that the quality of water produced at filtration plants may be top-class but deteriorates dramatically as it travels through trunk mains to service reservoirs.
Water quality failures
The quality problem has been documented repeatedly by independent agencies. In 2019 the Bureau of Indian Standards tested drinking water at 11 locations across Delhi and found that 19 parameters did not meet prescribed standards, rendering the water unfit for drinking. Other major metros fared no better in subsequent rounds of testing. The presence of bacteria, arsenic, fluoride, nitrates, and heavy metals in urban supplies points to both source pollution and in-network contamination.
Inequitable distribution
Urban water is not distributed equally. Affluent colonies and planned neighbourhoods typically get longer supply hours, better pressure, and more reliable quality. Informal settlements, peri-urban expansions, and low-income pockets are often served last – if they are served by the municipal network at all. This forces the poorest households to buy the most expensive water, whether from tankers or packaged water vendors.
Fragmented governance and poor data
A commentary on India’s water governance points out that fragmented institutions operate in silos, pipeline mapping is rarely updated, and critical water data often sits with private contractors, limiting public oversight. When no single agency owns the problem end-to-end, accountability disappears into the cracks – much like the water itself.
The policy architecture: what the framework says
The National Water Policy, 2012
The National Water Policy of 2012 is the guiding document for water management across the country. A Press Information Bureau release summarising its provisions notes that water resources projects and services should be managed with community participation, and that wherever State Governments or local bodies so decide, the private sector can be encouraged to become a service provider through a public-private partnership model with penalties for failure. The policy also recommends setting up a Water Regulatory Authority, incentivising recycling and reuse, and treating water as an economic good to encourage efficient use.
Two pillars of the policy are particularly relevant to cities: community participation and private sector involvement. The idea is that water users should have a voice in how the service is run, while specialised operators bring in technical and managerial competence that municipalities often lack. In practice, both pillars have struggled. Academic reviews have observed that there have been few PPP projects in the urban water supply sector, let alone in the wider water economy, despite strong policy language.
Service-level benchmarks
The Ministry of Housing and Urban Affairs has laid down clear service-level benchmarks that every urban local body is expected to work toward. These include 100 percent coverage of household water supply connections, 100 percent metering, and a per capita supply of 135 litres per person per day (lpcd). Continuity of supply – ideally 24×7 – and a non-revenue water figure below 15 percent are also part of the benchmark set. Most Indian cities fall well short on every single parameter.
Sources that keep our cities wet
Primary sources
Urban water systems draw from a mix of primary sources. Rivers remain the workhorse – the Ganga for many North Indian cities, the Cauvery for Bengaluru, the Krishna for Hyderabad, and so on. Groundwater is the next major pillar, tapped through municipal borewells and an even larger army of private ones. Rainwater harvesting is the third primary source, still underutilised but increasingly mandated by building bye-laws in cities like Chennai and Bengaluru.
Secondary sources
Secondary sources include canals transferring water from distant reservoirs, and the booming packaged drinking water industry. Bottled water has effectively become a parallel utility in many cities, revealing just how far public trust in tap water has eroded.
Major government missions tackling urban water
Jal Jeevan Mission (Urban)
Announced in the Union Budget 2021-22, Jal Jeevan Mission (Urban) complements its rural counterpart. Down To Earth reports that the mission was designed to bring safe tap water to 2.86 crore urban households with an outlay of around Rs 50,011 crore, in line with the Centre’s rural water supply project launched in 2019. A separate PIB release describes that the mission aims to provide universal coverage of water supply to all households through functional taps in all 4,378 statutory towns, in line with Sustainable Development Goal 6.
The rural Jal Jeevan Mission has shown that scale is possible. As per the Ministry of Jal Shakti, 15.44 crore rural households (79.74 percent) had been provided with tap water connections as of February 2025. Replicating this pace in cities is harder because urban networks are older, demand is denser, and the last-mile problem is severe – but the urban mission does give municipalities a structured financial and technical framework to work with.
AMRUT and AMRUT 2.0
The Atal Mission for Rejuvenation and Urban Transformation was launched in 2015 and later expanded. A PIB release notes that AMRUT aimed at universal coverage of water supply in 500 mission cities, targeted 139 lakh water tap connections, and that AMRUT 2.0 launched in October 2021 focuses on making cities self-reliant and water secure through 2.68 crore additional tap connections. The Pey Jal Survekshan – a city-level water audit – is now embedded into AMRUT 2.0 to check equitable distribution, wastewater reuse, and the health of urban water bodies.
Solutions that actually work
Move from intermittent to continuous supply
The single most important technical shift is moving from intermittent supply to 24×7 pressurised supply. When pipes are always full and under pressure, contaminants cannot seep in, water quality stabilises, and households no longer need rooftop tanks that themselves become contamination points. A profile of urban water reforms describes Odisha’s Puri pilot, noting that from 2020 onward the city transitioned to continuous supply with treatment quality enabling direct consumption from taps, supported by infrastructure upgrades, 24/7 pressurisation, water quality monitoring, and citizen feedback mechanisms. Puri showed that “drink from tap” is not a foreign fantasy – it can work here.
Reduce non-revenue water aggressively
A water utility that loses 40 percent of its treated water to leaks is essentially a half-functional utility. Pipe replacement, district metering areas, acoustic leak detection, and SCADA-based real-time monitoring can bring NRW down dramatically. Every percentage point reduced in NRW is water that reaches a household without a single extra litre being treated.
Use data and technology
An industry analysis emphasises that moving beyond infrastructure creation requires robust asset management, GIS mapping, SCADA systems, metering, and continuous residual chlorine monitoring across the distribution network. Without these, even a well-built system degrades within years.
Strengthen community participation
The National Water Policy’s emphasis on community participation is not just good democratic practice – it’s a practical necessity. Ward-level water committees, resident welfare associations, and citizen water audits create local pressure for accountability. When residents can see water quality reports, raise complaints, and hold utilities to performance standards, service delivery improves visibly.
Public-private partnerships with safeguards
Well-structured PPPs can bring managerial discipline to municipal water supply. Cities like Nagpur have experimented with concession-based models. The lesson from two decades of experience is clear: PPPs work only when contracts are transparent, regulators are strong, performance targets are public, and penalties for failure are enforceable. Without these, privatisation simply transfers inefficiency from the public to the private side.
Source sustainability and demand management
No supply-side fix will work if our rivers shrink and aquifers crash. Urban water strategies have to include wastewater recycling for non-potable uses like flushing, horticulture, and vehicle washing, protection and restoration of urban water bodies, mandatory rainwater harvesting, and credible pricing that signals scarcity without punishing low-income households.
The road ahead
Urban water supply sits at the intersection of engineering, governance, and politics. The missions, the policy language, and the budgets are all in place. What remains is the harder work of fixing distribution networks, making utilities accountable, digitising operations, and earning back the public trust that has been eroded by years of muddy water and midnight tanker queues. If Puri can move to drink-from-tap, so can Pune, Patna, or Panaji – provided the political and administrative will is there.
