When people talk about Indian cities that have quietly reengineered how municipal services reach citizens, Ahmedabad keeps surfacing as a benchmark. Long before “smart city” became a buzzword, the Ahmedabad Municipal Corporation (AMC) was already wiring up its civic centres, building complaint redressal platforms, and moving tax payments online. Today, the city’s e-governance story is a useful case study for anyone trying to understand how a large urban local body can make service delivery faster, more transparent, and more accountable to the people it serves.

How AMC’s e-governance journey began
Ahmedabad is the seventh-largest urban agglomeration in the country and covers roughly 480 square kilometres under AMC’s jurisdiction. Governing a city of that scale with traditional paper files and counter queues was never going to be sustainable. AMC’s answer was to set up a dedicated E-Governance Department that would serve as the technology backbone for the entire corporation, handling everything from hardware and software to the design of citizen-facing services.
The department’s mandate is straightforward on paper but ambitious in practice: use information technology to improve efficiency, transparency and responsiveness across AMC’s operations. What makes the Ahmedabad experience notable is that this mandate was translated into real infrastructure – physical civic centres, networked systems, a centralised complaint engine, and city-wide surveillance – rather than remaining as a policy document.
Recognition that came early
The department’s work has not gone unnoticed. The City Civic Centres and E-Governance initiative was selected among the International Best Practices in 2004 and described as a “community service revolution” by the International City/County Management Association. AMC’s “E-City” project also picked up a Gold Award in the Government of India’s National Award for e-Governance in 2008-09 for the exemplary horizontal transfer of ICT-based best practice. For a municipal body, this kind of international validation is rare and speaks to how early AMC moved on digital service delivery.
City civic centres: the physical face of e-governance
The cornerstone of AMC’s e-governance architecture is its network of City Civic Centres. These are essentially one-stop counters where residents can walk in and complete transactions with the municipality without having to chase individual departments. The centres handle property tax, professional tax, vehicle tax and other payments, and they have become the go-to option for citizens who prefer assisted service over purely online transactions.
What ties them together technically is simple but powerful. All civic centres are connected through lease lines to the main server, which means a resident can pay their tax at any centre across the city and the transaction updates the central database in real time. There is no more running to a specific ward office just because that is where your file is kept.
Why the lease-line model matters
In an era where most services have shifted to cloud APIs, a lease-line backbone might sound dated, but it served a very specific purpose. It gave AMC a dedicated, reliable connection between its distributed civic centres and its core servers at a time when public internet infrastructure was still patchy. The result was a consistent citizen experience: the same forms, the same receipts, the same data, regardless of which centre you walked into. Over time, the number of services offered and the number of civic centres have both expanded as AMC has built confidence in the backbone.
Paying taxes and availing services online
Alongside the physical centres, AMC pushed hard to move transactions onto the web. Today, Ahmedabad residents can carry out a long list of activities from their phones or computers. The Amdavad Municipal Corporation offers online services including tax assessment, property tax and professional tax payment, banquet hall availability checks, and hospital search, among others.
Property tax is a good example of how the experience has been simplified. Instead of hunting for paperwork, a resident only needs a 16-character Tenement Number to look up dues and pay them online. Fire NOCs – a service that used to require multiple office visits – can now be applied for, renewed and paid for through the state’s eNagar portal, with status updates delivered over email and SMS. According to the National e-Governance Division, AMC has enabled over 30 municipal services online, reducing reliance on physical visits to AMC offices.
The AMC Seva and CCRS apps
AMC has also embraced mobile. The AMC Seva app – branded as Ahmedabad 311 – lets citizens report non-emergency issues directly to the municipality, while the Comprehensive Complaint Redressal System (CCRS) app offers a dedicated channel for complaint registration and tracking. For a resident, this means three parallel options: walk into a civic centre, log in to the AMC website, or simply open an app.
The Comprehensive Complaint Redressal System
If civic centres are the front door for payments, the Comprehensive Complaint Redressal System (CCRS) is the front door for grievances. It is arguably the most citizen-visible part of AMC’s e-governance work because it touches the everyday annoyances that urban life throws up – a broken streetlight, a blocked drain, garbage that has not been cleared, a water supply issue.
CCRS was designed as a centralised platform. Before it existed, residents had to figure out which department handled which issue and then track down the right phone number or ward office. The new system collapsed all of that into a single access point. Residents can now dial 155303 or the toll-free number 1800-233-2330 from any phone without area codes to lodge a complaint, and the centralised call centre routes it to the correct department.
How a complaint actually moves through the system
The CCRS flow is built to minimise the chances that a complaint disappears into the bureaucracy. The platform can register 204 kinds of complaints spread across 24 AMC departments, and each lodged complaint triggers an SMS with a unique tracking number. The concerned official and their seniors are also alerted by SMS, which creates a paper trail of accountability that did not previously exist.
The CCRS portal itself allows residents to submit complaints, track their redressal status, and use complaint categories ranging from hospital equipment issues to problems with swimming pool pumps. A WhatsApp channel has since been added, extending the system into the messaging app most residents already use daily.
Why this matters for urban governance: CCRS embodies a subtle but important shift. It converts complaints from a source of friction into a data asset. AMC can now see which wards generate which types of complaints, how long resolution takes, and where backlogs build up. That information, in turn, feeds budget and staffing decisions – closing the loop between citizen voice and administrative response.
CCTV surveillance and the Integrated Command and Control Centre
Security is the third big pillar of AMC’s e-governance work, and it has grown substantially over the years. The foundations were laid after the 2008 serial bomb blasts in the city, when the authorities recognised that systematic surveillance was no longer optional. The first 82 CCTV cameras were installed in 2011-12, followed by 2,117 cameras under the Smart City Project in 2017 along with a modern control room.
Under the Safe and Secure Ahmedabad (SASA) initiative, the Ahmedabad Smart City Company has installed 5,629 CCTV cameras, with 1,695 placed at 130 traffic junctions, at a cost of roughly Rs 314 crores. The cameras feed into the Integrated Command and Control Centre (ICCC) in Paldi, which acts as the nerve centre for city operations.
What the ICCC actually does
The ICCC is where AMC’s various digital streams converge. CCTV feeds are integrated here for round-the-clock live monitoring, traffic data flows in from the Intelligent Transit Management System, and sensor data from utilities helps engineers spot problems early. During the Covid-19 pandemic, the centre was pressed into service for crowd management, e-challan generation against lockdown violators, and even arranging vegetable home-delivery services. A dedicated CCRS application is integrated at the ICCC with a team that registers and allocates citizen complaints to the relevant municipal departments.
The AI layer on top
More recently, AMC has added artificial intelligence to the surveillance stack. Roughly 1,600 cameras at 130 junctions are being upgraded with AI software capable of detecting 32 different categories of traffic violations. Trial runs achieved around 95 percent accuracy for speed-limit detection, and the system is being extended to cover BRTS corridor violations, mobile-phone use while driving, and seatbelt non-compliance. The AI also automates e-challan generation, reducing the manual workload on the traffic police.
The governance model behind the technology
A common misreading of Ahmedabad’s e-governance story is that it is purely about technology purchases. The more interesting layer is institutional. AMC set up Smart City Ahmedabad Development Limited (SCADL) as a Special Purpose Vehicle responsible for end-to-end vendor selection, implementation and operationalisation of Smart City projects. This SPV structure insulates project execution from day-to-day municipal politics and gives it the commercial flexibility to hire specialists and manage contracts.
The E-Governance Department, meanwhile, sits inside AMC and handles the corporation’s core computing needs alongside the citizen-facing projects. Together, the two entities create a division of labour: SCADL drives the big smart-city capital projects, while the E-Governance Department keeps the lights on for everyday services like tax payments, civic centres and CCRS.
What other urban local bodies can learn
Several elements of the Ahmedabad model are worth studying for any municipal corporation thinking about digital transformation. First, start with high-frequency services – taxes and complaints – because these touch the maximum number of residents and produce visible wins. Second, invest in a reliable network backbone before layering on fancy applications; civic centres would not have worked without the leased-line connectivity. Third, centralise complaint handling so that citizens are not forced to understand internal org charts. Fourth, use an SPV for capital-intensive smart-city work while keeping routine e-governance inside the corporation.
The quieter lesson is about patience. AMC’s digital stack was built incrementally over more than two decades, with each layer – civic centres, online tax payments, CCRS, CCTV, ICCC, AI surveillance – reinforcing the ones that came before. Cities looking for quick wins often underinvest in this kind of compounding infrastructure.
