Every Indian city wakes up to the same quiet question: where does yesterday’s waste go? With over 1.5 lakh metric tonnes of municipal solid waste generated each day, the answer shapes public health, air quality, and the dignity of urban life. Urban local bodies (ULBs) are at the heart of this answer, and the strategies they adopt – from source segregation to scientific processing – determine whether a city feels liveable or overwhelmed.

Why municipal solid waste management matters

Municipal solid waste (MSW) includes everyday household garbage, commercial refuse, street sweepings, and institutional waste. When it piles up untreated, it contaminates groundwater, fuels disease, chokes drains, and releases methane – a greenhouse gas far more potent than carbon dioxide. Traditionally, MSW has been viewed as the responsibility of urban local bodies, yet many municipalities have historically struggled with poor finances, limited technical know-how, and inadequate land for disposal.

This is why the past decade has seen a determined shift. Policy has moved away from simply creating infrastructure and toward delivering measurable service outcomes. At the centre of this shift sit three pillars: the Solid Waste Management Rules, 2016, the Swachh Bharat Mission (Urban), and Service Level Benchmarks (SLBs).

The Solid Waste Management Rules, 2016

The 2016 rules were a turning point. They replaced the older Municipal Solid Waste (Management and Handling) Rules, 2000, and for the first time extended the regulatory scope beyond statutory towns to include census towns, notified industrial townships, areas under railways, airports, ports, defence establishments, and places of pilgrimage. The 2016 rules were widely seen as progressive – they expanded waste governance beyond municipal limits, formally introduced source segregation, and explicitly recognised informal waste pickers for the first time in Indian environmental regulation.

Core mandates for ULBs

Under these rules, ULBs are required to ensure a comprehensive chain of activities – from household-level segregation to scientific disposal. The rules mandate all local authorities, village panchayats, census towns, and urban agglomerations to frame bye-laws incorporating the provisions of these rules within one year of notification, and to ensure timely implementation.

Key responsibilities include:

Source segregation: Households must separate waste into wet (biodegradable), dry (recyclable), and domestic hazardous streams. Door-to-door collection: ULBs or their authorised agencies must collect segregated waste directly from generators. Processing and treatment: Wet waste should be composted or bio-methanated, dry waste routed to material recovery facilities, and only inert residual waste sent to scientific landfills. User fees and penalties: ULBs can levy charges for services and fines for violations like open burning or littering.

Integration of the informal sector

One of the most progressive features of the rules is the formal recognition of waste pickers. The rules require state governments to frame strategies in consultation with stakeholders – including representatives of waste pickers, self-help groups, and similar groups working in waste management – consistent with the national policy on solid waste management. This integration is critical because waste pickers historically recover a large share of recyclable material in Indian cities, yet work in unsafe, unrecognised conditions.

Current status of service delivery

Data from recent years shows genuine progress on the ground, especially in collection coverage. In financial year 2024, about 97 per cent of wards in India had 100 per cent door-to-door waste collection services, and service coverage has risen significantly in recent years, leading to improved waste management and disposal.

Source segregation has also improved steadily, though with wide variation across city sizes. Larger cities tend to have lower collection rates than smaller cities – cities with populations over 5 million have an average collection rate of 68.5 per cent, compared with 96.7 per cent in cities under 1 million. Source segregation follows a similar trend: it is practiced in 38 per cent of large cities and 54 per cent of small cities.

The gap between reported figures and ground reality, however, remains a recurring theme. A CAG performance audit found that none of the test-checked ULBs had followed a systematic procedure for estimating average waste generation based on samples collected over seven days in three seasons, meaning current planning for solid waste management was inadequate. Under-estimation of waste volumes leads to facilities that cannot meet actual performance demands.

Service Level Benchmarks for waste management

To move from infrastructure targets to service outcomes, the Ministry of Urban Development introduced Service Level Benchmarks. The SLB initiative covers water supply, sanitation, solid waste management, and storm water drainage, and the shift in focus is from infrastructure creation to delivery of measurable service outcomes, with accountability central to the urban reform agenda.

For solid waste management, eight standardised indicators have been defined, each with a 100 per cent target:

The eight SLB indicators

Household coverage: The percentage of households that receive daily doorstep collection. Collection efficiency: Share of total waste generated that is actually collected. Segregation at source: Percentage of waste segregated at the household or commercial establishment level. Extent of recovery: Share of collected waste that is recycled, composted, or converted to energy. Scientific disposal: Percentage of residual waste routed to engineered landfills rather than open dumps. Cost recovery: How much of the service cost is met through user charges. Grievance redressal: Efficiency in resolving citizen complaints. Collection of charges: Efficiency in collecting SWM-related fees.

These benchmarks are designed to enable systematic and sustained monitoring of services using standardised indicators against agreed targets, so that state governments and cities can regularly analyse performance and improve the quality of decision-making. Publishing SLB data is also a condition for ULBs to access performance grants from the Finance Commission.

Models of waste management adopted by cities

No single operational model works for every city. Geography, generator density, financial capacity, and local politics all influence the choice. Indian ULBs today rely on four broad models, often blending them within the same city.

Direct municipal management

In this traditional model, the ULB itself handles collection, transport, processing, and disposal through its sanitation department and own workforce. It offers full control but is often limited by staffing gaps, outdated vehicles, and weak financial systems.

Industrial townships and parastatal agencies

Townships managed by public sector undertakings – such as cantonments, port trusts, and notified industrial areas – handle their own waste within a dedicated administrative structure. The 2016 rules explicitly bring these establishments under the same regulatory umbrella as municipalities, ensuring uniform standards.

Civil society and community partnerships

Some of the most celebrated Indian success stories rely on partnerships with community organisations, women’s self-help groups, and waste picker cooperatives. The Ambikapur model is a people-powered, decentralised system where Solid and Liquid Resource Management centres are managed entirely by women’s self-help groups, who sort waste into 156 categories and earn revenue from selling recyclables – making the city effectively zero-landfill. Pune’s arrangement with SWaCH, a cooperative of waste pickers, combines social inclusion with operational efficiency.

Public-private partnerships

Many mid-size and large cities have entered into PPP contracts for collection, transport, and processing. Private operators bring capital, vehicles, and technology, while the ULB retains oversight and regulatory authority. Well-designed contracts that pay operators based on segregated collection and processing outcomes – rather than simply tonnage dumped – tend to produce better results.

Swachh Bharat Mission and the Star Rating Protocol

The Swachh Bharat Mission (Urban), launched in 2014, transformed solid waste management from a technical brief into a national movement. Its second phase, SBM-U 2.0, launched in October 2021, places even sharper focus on garbage-free cities and the remediation of legacy dumpsites.

To hold cities accountable, the Ministry of Housing and Urban Affairs introduced the Star Rating Protocol for Garbage Free Cities. The 7-star rating is designed on a SMART approach – Single metric, Measurable, Achievable, Rigorous verification, and Targeted towards outcomes – making it the first-of-its-kind rating tool for assessing cleanliness of Indian cities and towns, and is built on 12 parameters that encourage healthy competition and sustainability.

How the star rating works

Cities are assessed on indicators such as door-to-door collection, source segregation, sweeping, bulk generator compliance, scientific processing, dumpsite remediation, plastic and construction-and-demolition waste management, and citizen grievance redressal. The protocol is a comprehensive framework that assesses cities across 23 different components of solid waste management, graded on overall marks, with self-assessment and self-verification supporting the rating process.

The incentive structure is powerful. The release of central funds has been made conditional on ULBs achieving at least 1-star certification, motivating every urban local body to participate in the star rating exercise and apply for garbage-free city certification. This links cleanliness directly to fiscal flows – a strong signal that service delivery has consequences.

Learning from Indore

Indore’s journey is instructive. The city began door-to-door service in January 2016 as a pilot in just two of its 84 wards, and within about a year achieved 100 per cent door-to-door garbage collection alongside 100 per cent source segregation across all households and commercial units. It now uses GPS-tracked segregated vehicles, operates decentralised transfer stations, and processes organic waste into bio-CNG that fuels city buses – demonstrating that the system works when political will, citizen engagement, and operational discipline align.

Persistent challenges on the ground

Despite the policy architecture, implementation gaps remain serious. While ULBs are responsible for collecting, transporting, processing, and disposing of residual waste, citizens are equally responsible for reducing waste generation and adopting lifestyles focused on segregation. Without behaviour change at the household level, even the best-funded system cannot deliver.

Financial sustainability is another concern. User fees are politically sensitive, and many ULBs either under-collect or avoid charging altogether. Without steady revenue, maintenance of vehicles, transfer stations, and processing plants suffers. Processing capacity itself remains thin in much of the country – composting has been adopted widely, but waste-to-energy and bio-methanation facilities exist in only a fraction of states and union territories.

The road ahead

Effective municipal solid waste management in India will depend less on any single technology and more on the steady alignment of four elements: a clear legal framework, adequate financing, operational capacity within ULBs, and active citizen participation. The 2016 rules, SLBs, and the Star Rating Protocol together provide a credible structure. Cities like Indore, Ambikapur, Surat, and Pune show that the framework works when leadership and community ownership are present. The challenge is no longer about what to do – it is about the consistency with which every ULB does it.
