India stands at a defining urban crossroads. By 2050, more than half of its population is projected to live in cities, a demographic shift that will reshape economies, ecosystems, and everyday life. The question is no longer whether cities will grow, but whether they will grow sustainably – balancing the urgent need for housing, jobs, and infrastructure with equally pressing concerns about pollution, resource scarcity, and social inclusion. Sustainable urbanisation attempts to answer that question by weaving together development and environmental goals into a single, coherent planning vision.

Why sustainable urbanisation matters
Cities are engines of growth, but they are also heavy consumers of land, water, and energy. Globally, nearly 70 per cent of the world’s population is projected to reside in cities by 2050, and India will contribute disproportionately to that surge. According to the UN, India alone is projected to add 404 million urban dwellers between 2014 and 2050 – more than any other country. This scale of transition cannot be absorbed by incremental fixes; it demands a fundamental rethink of how cities are planned, governed, and lived in.
The stakes are visible in everyday urban life – choked roads, erratic water supply, overflowing landfills, and air quality crises. Cities also account for roughly 70 per cent of global greenhouse gas emissions, making them both the problem and the solution in the climate conversation. Sustainable urbanisation, therefore, is not a luxury or a long-term ideal. It is a practical necessity for an urban population expected to nearly double to 951 million by 2050.
The three pillars: development, environment, and equity
Sustainable urbanisation rests on three interlocking pillars. Economic development ensures that cities remain productive hubs that generate jobs and opportunity. Environmental stewardship keeps resource use within ecological limits, managing air, water, waste, and energy responsibly. Social equity ensures that the benefits of urban growth reach all residents – including the poor, migrants, women, and persons with disabilities. When any one of these pillars weakens, the city becomes vulnerable: either economically stagnant, environmentally hostile, or socially fractured.
The policy architecture for sustainable cities
Over the last decade, the Union government has rolled out a suite of missions that together form the backbone of the sustainable urbanisation effort. These programmes recognise that piecemeal interventions cannot solve interconnected urban problems, and they deliberately aim for convergence across water, housing, sanitation, heritage, and smart infrastructure.
Smart Cities Mission
Launched in June 2015, the Smart Cities Mission is an area-based initiative aimed at developing 100 cities as models of inclusive, technology-enabled, and sustainable urban living. Unlike project-based schemes, the Smart Cities Mission is designed to converge with AMRUT, Swachh Bharat Mission, HRIDAY, Digital India, Skill Development, and Housing for All in the planning phase itself. The mission emphasises smart mobility, water conservation, waste recycling, and Information and Communication Technology (ICT) applications in governance. A key complementary initiative, the Climate Smart Cities Assessment Framework launched in 2020, provides a roadmap for cities to formulate, implement and monitor urban climate actions.
AMRUT and AMRUT 2.0
The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) targets the backbone services that determine the livability of any city. Its core purpose is to ensure that every household has access to a tap with assured water supply and a sewerage connection, increase the amenity value of cities through greenery and open spaces, and reduce pollution by promoting public transport and non-motorised mobility. AMRUT covers 500 cities and has been succeeded by AMRUT 2.0, launched in October 2021, which places greater emphasis on making cities water-secure, climate-resilient, and self-reliant. According to the Ministry of Housing and Urban Affairs, โน83,357 crore had been disbursed under AMRUT as of May 2024, drawn from the Centre, states, and cities.
Swachh Bharat Mission (Urban)
Sanitation sits at the heart of sustainable urban living. The Swachh Bharat Mission (Urban) targets open-defecation-free status, scientific solid waste management, and public awareness around hygiene. Its success is measurable in visible outcomes – community toilets, waste segregation at source, and the annual Swachh Survekshan rankings that have turned sanitation into a matter of civic pride. The mission also feeds directly into public health outcomes and urban dignity, especially for women and informal workers.
HRIDAY: balancing heritage and modernity
The National Heritage City Development and Augmentation Yojana (HRIDAY) recognised that sustainable urbanisation is not only about new glass-and-concrete cities; it is also about preserving the soul of historic ones. Launched on 21 January 2015 with a budget of โน500 crore, the scheme was implemented in 12 heritage cities including Ajmer, Amritsar, Dwarka, Gaya, Mathura, Puri, Varanasi, and Warangal. HRIDAY concluded in March 2019 and left behind improved sanitation, pedestrian access, and waste management systems in historic cores. It also set a precedent for integrating cultural conservation with urban planning – a principle that continues to shape heritage-sensitive development.
PMAY-U: housing as an urban foundation
Pradhan Mantri Awas Yojana (Urban) attacks the housing shortage that has long plagued Indian cities, targeting affordable homes for the urban poor. Combined with sub-schemes like Affordable Rental Housing Complexes (ARHCs), PMAY-U has promoted new construction technologies at scale, including Light House Projects at six locations built using innovative and faster construction methods. Adequate housing is not merely a social good; it is a prerequisite for reducing slum proliferation, improving health outcomes, and enabling productive participation in the urban economy.
Aligning with Sustainable Development Goal 11
India’s urban missions are consciously mapped to SDG 11, whose official mission is to make cities inclusive, safe, resilient and sustainable. The ten targets under SDG 11 include safe and affordable housing, sustainable transport, participatory urban planning, heritage protection, disaster risk reduction, and reducing the environmental impact of cities. Each of these targets has a domestic counterpart in Indian policy – PMAY-U for housing, metro expansion and e-bus initiatives for transport, HRIDAY for heritage, and AMRUT 2.0 for resilience.
This alignment is not cosmetic. It opens pathways to international finance, technical cooperation, and peer learning. It also places Indian cities within a global accountability framework, where progress can be benchmarked against other nations facing similar pressures.
The challenges that slow the transition
Despite this dense policy landscape, sustainable urbanisation remains a work in progress. Four challenges stand out.
Infrastructure overload
Urban infrastructure is buckling under population growth. According to projections, by 2036 urban areas are expected to house 600 million residents, or 40 per cent of the national population, up from 31 per cent in 2011. This pressure manifests as water shortages, sewage overflows, traffic gridlock, and stressed power grids – often in the same city simultaneously.
Climate vulnerability
Cities are on the frontline of climate risk. Severe flooding events in Mumbai in 2021 and Bengaluru in 2024 exposed critical infrastructure weaknesses, while urban heat islands are causing city-centre temperatures to rise 3-4 degrees above surrounding areas. These are not isolated incidents but symptoms of a planning paradigm that has historically ignored climate resilience.
Governance fragmentation
Urban governance in India is split across the Centre, states, and urban local bodies, which often creates coordination gaps. Effective smart city implementation requires horizontal and vertical cooperation between agencies handling water, transport, energy, health, and policing – a challenge that many cities are still learning to navigate.
Financing gaps
Sustainable infrastructure is capital-intensive. Estimates suggest that investments of over $2.4 trillion will be needed by 2050 to build resilient, low-carbon urban infrastructure in India. Traditional grant funding cannot bridge this gap on its own, making public-private partnerships, municipal bonds, and value-capture financing increasingly essential.
The citizen at the centre
Policy and finance matter, but they do not make cities sustainable on their own. Citizen participation is the connective tissue that translates programmes into outcomes. Waste segregation works when households sort their waste. Public transport thrives when commuters choose it over private vehicles. Heritage conservation endures when local communities feel a sense of ownership over it.
Ward committees, area sabhas, mohalla committees, and participatory budgeting experiments in cities like Pune and Bengaluru show what is possible when residents are involved in decisions, not just consulted after them. A sustainable city is, finally, one that its residents have helped design.
The role of technology and data
Emerging tools – AI-enabled traffic management, IoT-based water metering, air quality sensors, and open municipal data portals – are giving cities a far sharper view of themselves than they had even a decade ago. Integrated Command and Control Centres, set up under the Smart Cities Mission, allow real-time monitoring of everything from traffic to waste collection. Used well, technology reduces the cost of good governance. Used poorly, it can amplify surveillance and exclusion. The design of these systems matters as much as their deployment.
What an integrated urban vision looks like
The next phase of urbanisation will be judged less by how many cities are built and more by how well they are integrated. An integrated vision combines land-use planning with economic strategy, environmental management with social housing, and heritage preservation with digital modernisation. It recognises that transport, water, energy, and waste are not separate sectors but parts of a single urban metabolism.
Several cities already point in this direction. Indore has demonstrated what disciplined sanitation systems can achieve. Surat has built flood resilience into its city planning. Pune has experimented with transit-oriented development. These are not perfect models, but they illustrate that Indian cities can combine growth with sustainability when political will, local capacity, and citizen engagement converge.
