Keeping pace with evolving disciplines, emerging pedagogical techniques, and rapidly changing curricula is no small feat for a university teacher juggling lectures, research, and administrative duties. The Annual Refresher Programme in Teaching, better known as ARPIT, was designed precisely to address this challenge. It brings professional development to the fingertips of higher education faculty through an online, flexible, and nationally recognised format that fits around their busy schedules.

What is ARPIT?

ARPIT is a government-led online professional development programme for faculty in higher education institutions. Launched by the Ministry of Human Resource Development (now the Ministry of Education) on 13 November 2018, it was conceived as a large-scale initiative to upgrade the skills and subject knowledge of approximately 15 lakh higher education teachers across the country. Instead of the traditional model of attending physical refresher courses at distant campuses, ARPIT delivers training directly to faculty through the internet.

The programme is hosted on SWAYAM, India’s indigenous Massive Open Online Courses (MOOCs) platform, whose name stands for Study Webs of Active Learning for Young Aspiring Minds. SWAYAM was built to embody three cardinal principles of education policy: access, equity, and quality. By marrying these principles with ARPIT’s focus on teacher training, the programme effectively democratises high-quality faculty development.

Why ARPIT matters for higher education

Indian higher education has been expanding rapidly, with thousands of colleges, universities, and technical institutions producing graduates across diverse disciplines. However, the quality of instruction depends heavily on how well teachers themselves remain updated. Traditional refresher courses organised at Human Resource Development Centres (HRDCs) required faculty to travel and attend sessions spanning 21 to 28 days, which was often inconvenient and logistically difficult.

ARPIT tackles this bottleneck by offering the same academic rigour in a digital format. The then Union Minister for HRD noted that the destiny of a nation is decided by the quality of its teachers, and ARPIT was positioned as a concrete step towards strengthening that quality. The scale of participation confirms its relevance: 37,199 teachers were trained in 2018-19, and that number grew nearly fourfold to 146,919 in 2019-20.

How ARPIT is structured

The programme is built around a network of National Resource Centres (NRCs), which are the content creators and academic anchors of the initiative. Understanding how these NRCs function is essential to appreciating how ARPIT works.

The role of National Resource Centres

For the launch in 2018, 75 discipline-specific NRCs were identified, followed by 48 more NRCs in 2019. These institutions were carefully selected from across the higher education ecosystem. Centres under the Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching (PMMMNMTT) located in Central Universities, IITs, IISERs, NITs, IUCAA, IISc, State Universities, UGC’s HRDCs, National Institutes for Technical Teachers Training (NITTTRs), IIITs, and Open Universities were roped in as NRCs.

Each NRC is tasked with preparing online training material that captures the latest developments in its assigned discipline, new and emerging trends, pedagogical improvements, and methodologies for transacting revised curriculum. The disciplines span an impressively wide spectrum, including social sciences, humanities, language teaching, commerce, management, education planning and administration, public policy, leadership and governance, library and information science, astronomy and astrophysics, pedagogy and research methods, and cutting-edge areas such as nanosciences and the Internet of Things.

Course design and duration

Each ARPIT course is structured as a 40-hour module comprising 20 hours of video content and 20 hours of non-video content, complete with built-in assessment exercises, activities, and a terminal assessment at the end. This structure mirrors the classic SWAYAM four-quadrant approach: e-tutorials, e-content, discussion forums, and assessments, which together replicate an enriched classroom experience online.

The flexibility is one of the programme’s biggest draws. Faculty can complete the module at their own pace and in their own time rather than being tied to fixed dates and venues. This self-paced design respects the realities of teaching workloads while ensuring that learning outcomes are not diluted.

One of ARPIT’s defining features is that it does not treat teacher training as a static checklist. The content is refreshed and updated, mirroring the evolving needs of each discipline. For instance, a Physics course might examine recent advances in solid-state physics, while an Astronomy and Astrophysics module offered by IUCAA covers general theory of relativity, gravitational waves, quantum gravity, cosmology, and time-domain astronomy.

The programme places a particular emphasis on pedagogy, not just content. NRCs incorporate modules on curriculum design, assessment and evaluation, student engagement, and the integration of technology into classrooms. NITTTR Bhopal, for example, was selected as the NRC for Assessment and Evaluation and launched the first MOOC programme on Student Assessment and Evaluation under the NRC initiative using the SWAYAM platform in November 2018.

Curriculum development and revised syllabi

The programme explicitly supports faculty in delivering revised curricula. As universities update their syllabi to reflect contemporary scholarship and industry requirements, teachers often need guidance to translate new content into effective classroom practice. ARPIT modules address this gap by offering methodologies that help faculty align their teaching with the updated curriculum, ensuring that what students learn inside the classroom keeps pace with what is happening outside it.

The media and technology angle

ARPIT is a strong example of how media and digital technology are reshaping teacher education. The programme relies heavily on high-quality video lectures, interactive multimedia, reading material, self-check quizzes, discussion forums, and online assessments. The videos are developed by NRCs, technically assessed by AICTE, vetted against MOOC guidelines, and then uploaded to SWAYAM. This production pipeline ensures that content is not only academically sound but also technically robust.

The psychological dimension of this media-rich environment is worth noting. Learners are more likely to engage deeply when content is visually compelling, interactive, and paced to their own needs. Discussion forums foster peer learning among teachers spread across the country, creating virtual communities of practice that would be difficult to build in offline formats. This exemplifies how thoughtfully deployed media can amplify, rather than dilute, the educational experience.

Career advancement and recognition

ARPIT is not just a feel-good learning initiative; it carries tangible professional weight. The University Grants Commission (UGC) has notified the equivalence of ARPIT as a refresher course for career advancement of faculty, making ARPIT certification usable under the Career Advancement Scheme (CAS) for promotions.

The certification process is anchored by the National Testing Agency (NTA), which conducts the terminal examination. The exam is entirely a Computer-Based Test (CBT) of three hours duration, consisting only of Multiple Choice Questions (MCQs). Faculty from Indian higher educational institutions are not charged an examination fee, while non-faculty learners pay a nominal amount, with concessions for reserved categories. This accessibility reinforces the programme’s commitment to equity.

Who can participate?

Although the primary audience is in-service faculty in higher education institutions, ARPIT is open to non-faculty learners who wish to deepen their subject knowledge. Certificates for non-faculty participants differ from those issued to faculty learners, but the learning itself is identical. This inclusive design allows doctoral scholars, early-career academics, and committed lifelong learners to benefit from the same high-quality material.

Challenges and areas for growth

No initiative of this scale is without rough edges. Several recurring concerns deserve attention. First, digital access remains uneven across India. Faculty in remote colleges sometimes face unreliable internet connectivity, which complicates streaming 20 hours of video content. Second, motivation and completion rates in MOOCs tend to be lower than in face-to-face settings; keeping faculty engaged through an entire 40-hour online module requires strong pedagogical design and ongoing support. Third, the programme could benefit from discipline breadth and updates: while many disciplines are covered, faculty in niche sub-specialisations sometimes find limited directly-relevant modules.

There is also scope to strengthen feedback mechanisms so that NRCs can continuously refine their content based on learner experience, and to expand regional language offerings, which would make the programme more inclusive for teachers who prefer instruction in their mother tongue. Some NRCs have already begun developing content in regional languages, such as the online refresher course in Gujarati language teaching, and this direction deserves further support.

ARPIT in the bigger picture of teacher development

ARPIT fits within a wider ecosystem of teacher development initiatives in India, including orientation programmes, short-term courses, faculty development programmes run by HRDCs, and AICTE’s National Initiative for Technical Teacher Training (NITTT). What distinguishes ARPIT is its scale, its digital-first design, and its direct linkage to formal career progression through UGC equivalence. It represents a shift in how teacher professional development is imagined, from episodic, location-bound events to continuous, self-directed, technology-enabled learning.

As the National Education Policy 2020 continues to reshape the higher education landscape, initiatives like ARPIT will likely become even more central. Faculty will need ongoing support to navigate multidisciplinary curricula, outcome-based education, digital pedagogies, and research-informed teaching. A mature, well-resourced ARPIT ecosystem can be one of the most effective levers for lifting teaching quality across thousands of institutions simultaneously.
