Cities in India are expanding at a pace that often outstrips the ability of traditional master plans to keep up. A sprawling ring road here, an overcrowded inner-city neighbourhood there, and authorities are left scrambling to provide water, drainage, and mobility. This is where two powerful planning instruments step in: Local Area Plans (LAPs) and Town Planning Schemes (TPSs). One stitches up the fraying fabric of already-built neighbourhoods; the other knits together new ones on the urban edge. Together, they form the workhorses of modern Indian urban planning.

Why master plans alone are not enough

A Development Plan or Master Plan sets a city’s macro-level vision, zoning, and road network. But a plan drawn at 1:20,000 scale cannot solve a clogged drain in a 40-year-old market lane, nor can it negotiate plot boundaries with farmers on the city outskirts. To translate broad intent into on-ground change, planners need micro-level tools. The urban planning framework in India therefore layers sub-city instruments – Zonal Plans, Ward Committee Plans, LAPs, and TPSs – beneath the city-wide Development Plan.

Recognising this gap, the Ministry of Housing and Urban Affairs launched a dedicated sub-scheme under AMRUT in 2018 to pilot LAPs and TPSs across 25 cities. According to the ministry’s own framing, existing city cores can be redeveloped through LAPs, while TPSs are meant for planned expansion in peripheral greenfield areas.

Local Area Plans: fixing the city we already have

Local Area Plans are micro-level instruments focused on brownfield development – the retrofit, redevelopment, and enhancement of neighbourhoods that already exist. Think of a dense old bazaar with 6-foot lanes, a textile district that has outgrown its sewers, or a transit corridor that needs better footpaths and feeder streets. LAPs zoom into such pockets and design targeted interventions.

What an LAP typically covers

LAPs are usually prepared for a time frame of 5 to 20 years with a review every 5 years, detailing sub-city land use, mobility, urban infrastructure, and service integration. A well-prepared LAP usually addresses:

Infrastructure deficits: Water supply augmentation, sewerage upgrades, stormwater drains, solid waste management, and reliable power distribution in neighbourhoods where the existing grid is buckling under load.

Mobility and accessibility: Widening of selected roads, pedestrianisation, non-motorised transport lanes, parking rationalisation, and last-mile connectivity to public transit nodes.

Public amenities: Neighbourhood parks, community halls, health sub-centres, schools, and open spaces calibrated to the actual population density of the pocket.

Heritage and character: Conservation of historic precincts, facade controls, and adaptive reuse of old structures.

Public participation as a core ingredient

Because LAPs are drawn for neighbourhoods where people already live, work, and trade, they cannot succeed without genuine consultation. Residents, traders, resident welfare associations, and informal workers know the neighbourhood’s pain points better than any consultant. The LAP process therefore folds in ward-level meetings, objection-and-suggestion windows, and stakeholder workshops, so that the final plan is realistic and implementable rather than a beautiful drawing on a shelf.

The Town and Country Planning Organisation has noted that a key objective of the pilot is also to build local capacity – training municipal planners in preparing LAPs so that cities can eventually take on the exercise for the rest of their neighbourhoods on their own.

Town Planning Schemes: planning the city we are about to build

If LAPs deal with the “already built,” Town Planning Schemes handle the “about to be built.” TPSs are the primary instrument for greenfield development – converting agricultural land at the urban fringe into serviced, planned, liveable neighbourhoods before the bulldozers of unauthorised colonies arrive.

A TPS is typically prepared for a pocket of 100 to 400 hectares that is under pressure of urban development, with detailing of infrastructure and cost estimates for the new pockets. It is, in effect, the micro-level counterpart of the macro-level Development Plan – the “DP-TP” mechanism that has shaped Gujarat’s cities for decades.

Land pooling and reconstitution: the engine of a TPS

The most interesting feature of a TPS is that it sidesteps the adversarial politics of compulsory land acquisition. Instead of the state forcibly buying land from farmers and then reselling it to developers, it pools and reconstitutes the land – a process sometimes called Land Pooling and Reconstitution (LPR).

Here is how it works in broad strokes. All landowners in a demarcated TPS area contribute their parcels into a common pool. The planning authority then designs the area from scratch – a rational grid of roads, parks, social amenities, utility corridors, and plots for affordable housing. Each original landowner gets back a smaller but fully serviced “final plot” that is regular in shape, fronts a proper road, and carries vastly higher market value than the original agricultural parcel.

A study by the Lincoln Institute of Land Policy describes the TPS as a hybrid land readjustment system in which owners of agricultural land on the urban fringe transfer up to 40 percent of their land to the government for redevelopment, receive cash compensation for the land taken, and retain the remaining 60 percent as serviced urban plots with public infrastructure. The government builds roads and public facilities on a portion of the land received, and reserves another portion to sell at auction to fund infrastructure.

Why landowners often agree

The elegance of the mechanism lies in the math. A one-acre agricultural plot on a kutcha road is worth a modest amount. After the TPS, the landowner may get back only 0.6 acre – but that 0.6 acre is now a rectangular plot fronting a 24-metre road, with piped water, sewerage, and storm drains, inside a zoned residential neighbourhood. In most rapidly urbanising regions, the value of the smaller serviced plot comfortably exceeds the value of the original larger agricultural parcel.

The Gujarat experience with Prahlad Nagar in Ahmedabad is often cited to show this in practice. Documentation of the scheme notes that the final plots, though reduced in size, are better in shape, buildability, and accessibility, and are allocated to landowners preferably in close proximity to their original plots, with compensation also paid for the area reduced for public spaces and roads.

Key steps in preparing a TPS

Declaration of intent: The development authority identifies an area under urbanisation pressure and formally declares its intention to prepare a TPS, typically after a preliminary survey of existing infrastructure, water bodies, and land use.

Draft scheme: A detailed plan is prepared showing the proposed road network, public amenities, plots for economically weaker sections, and the reconstituted plot layout.

Objections and suggestions: Landowners are given a defined window to raise objections. A quasi-judicial Town Planning Officer hears them and adjudicates.

Preliminary and final scheme: After modifications, the scheme moves through preliminary and final stages, with betterment charges calculated based on the increase in land value.

Implementation: Roads, drains, and amenities are built; final plots are handed over to landowners. The authority monetises its reserved plots to recover costs.

The Pune Metropolitan Region Development Authority describes the TPS as a vital tool for structured and systematic development of urban and peri-urban areas, involving detailed plans that integrate zoning, land reconstitution, and infrastructure.

How LAPs and TPSs work together

It is tempting to treat LAPs and TPSs as rivals, but in a well-run city they are complementary. The Development Plan draws the outer vision. Inside it, LAPs heal the existing neighbourhoods and TPSs shape the new ones. A city can run dozens of TPSs on its expanding fringe while simultaneously rolling out LAPs in its older core.

Ahmedabad is the textbook example. Research on the state’s planning framework points out that in Ahmedabad and Surat nearly 95 percent of the urban area has been developed through Town Planning Schemes, with over a thousand schemes planning over a lakh hectares of land and allocating portions for infrastructure, housing for the urban poor, and land sales to finance development. Meanwhile, LAPs are being prepared for inner-city wards and transit corridors to upgrade what already exists.

TPSs rest on strong legal foundations. The Bombay Town Planning Act of 1915 first provided a framework; the Maharashtra Regional and Town Planning Act of 1966 carried it forward; and the Gujarat Town Planning and Urban Development Act of 1976 institutionalised the two-stage “DP-TP Scheme” process that is now emulated by other states. Odisha’s TPS framework draws on a similar 1982 Act, while the National Institute of Urban Affairs notes that Delhi’s land pooling policy was introduced in 2013 as part of the Master Plan document but is not backed by a dedicated Act – which partly explains its slower progress.

Common challenges

Neither instrument is a magic wand. LAPs often struggle with data gaps, weak institutional coordination between parastatals, and lack of dedicated financing. TPSs, despite their elegance, have historically been slow – a scheme can take several years to move from declaration to implementation because of layered bureaucratic approvals and disputes over land ownership. Reforms like uploading preliminary schemes online for transparency, delinking ownership disputes from scheme approval, and setting firm timelines are being tried out in states like Gujarat to cut delays.

There are also equity concerns. Renters, informal settlers, and unregistered occupiers often sit outside the formal TPS process, which privileges registered landowners. Similarly, LAPs can be captured by more vocal resident associations unless the consultation design actively brings in street vendors, informal workers, and marginalised groups.

The bigger picture for Indian cities

With urban India expected to house roughly 600 million people by 2030, the pressure on land, infrastructure, and local finance is enormous. LAPs and TPSs offer a pragmatic pair of answers. LAPs extract more life out of the infrastructure we have already built by upgrading, retrofitting, and re-densifying existing neighbourhoods intelligently. TPSs let cities expand in a planned, self-financing way without the political landmines of compulsory land acquisition.

For students and practitioners of urban governance, the real takeaway is that good cities are not built by one big plan alone. They emerge from a layered architecture of plans – from the Master Plan at the top, through Zonal Plans and LAPs in the middle, to TPSs and Building Regulations at the ground. The art lies in making these layers talk to each other, aligning timelines, data, and institutions so that what is drawn at one level is actually delivered at the next.
