Think about any government department, a non-profit, or even a neighbourhood Resident Welfare Association. None of them exists in a vacuum. Every decision taken inside an office is shaped by what happens outside it: new laws, citizen expectations, economic shifts, media attention, and technological change. This is the core insight behind the open-systems approach to organisations, which argues that institutions are living, breathing entities that must constantly engage with their surroundings to survive and succeed.

From closed boxes to living systems
Early organisational theorists, including the classical school shaped by Taylor, Fayol, and Weber, largely treated organisations as closed systems. The idea was that if you could just perfect the internal machinery, a clearer hierarchy, sharper rules, better time-and-motion studies, the organisation would run like a well-oiled clock regardless of what was happening outside. This view worked in a world assumed to be predictable and stable.
The open-systems approach rejects that assumption. It argues that organisations are more like organisms than machines. They take in resources, transform them, send outputs into the environment, and rely on continuous feedback to adjust. Open organisations exchange information, energy, or resources with their environments, while closed systems do not, and the difference lies in how sensitive the organisation is to external deviations. In reality, no organisation is fully closed or fully open. The practical question is how porous and responsive it chooses to be.
A simple way to picture it
Consider a District Magistrate’s office. It receives inputs such as policy directives from the state government, citizen grievances through Jan Sunwai, budget allocations, and weather warnings during monsoon. It processes these through meetings, file notings, coordination with line departments, and field visits. The outputs take the form of ration distribution, disaster relief, law and order decisions, and scheme implementation. Citizens, the media, elected representatives, and higher authorities then send feedback back into the system, through petitions, news reports, audits, or social media. That continuous loop is exactly what open-systems theorists describe.
Where the idea came from
The open-systems perspective did not emerge overnight. It evolved from two major intellectual currents that reshaped twentieth-century management thinking.
The Hawthorne experiments and the human relations turn
The first push came from the famous Hawthorne studies carried out at the Western Electric Company’s plant near Chicago between 1924 and 1932. What began as an investigation into lighting and productivity turned into something far more profound. The studies concluded that intangible motivators such as the desire to belong to a group and to be included in decisions often mattered more than monetary incentives or physical working conditions. Workers, it turned out, were not machines to be optimised. They were social beings embedded in webs of relationships.
The research also revealed something managers had consistently underestimated. The existence of informal organisation within the formal structure meant that shaping human behaviour was far more complex than scientific management had led managers to believe, because workers’ relationships, sentiments, and group loyalties were not products of rational design. These findings gave birth to the human relations movement, which placed group dynamics, communication, and worker participation at the centre of management thinking.
General systems theory and the Katz-Kahn synthesis
The second major influence was biologist Ludwig von Bertalanffy’s general systems theory, which proposed that living organisms, ecosystems, and social institutions share common principles. Daniel Katz and Robert Kahn brought this framework directly into organisational studies in their 1966 book The Social Psychology of Organizations. Their approach identifies organisational behaviour by mapping the repeated cycles of input, throughput, output, and feedback between an organisation and its external environment. That four-stage loop is now a staple in public administration textbooks across Indian universities.
Key features of the open-systems approach
Once you view organisations as open systems, several distinctive characteristics come into focus.
Continuous interaction with the environment
An open system constantly absorbs resources, finances, personnel, information, raw materials, political legitimacy, and releases outputs back into society. A municipal corporation takes in taxes, central grants, and complaints; it sends out water supply, waste management, and public health services. Cut off this exchange and the system starves.
Dynamic homeostasis and negative entropy
Closed systems, according to physics, tend toward disorder over time, a tendency called entropy. Open systems counteract this by importing more energy than they expend, a property called negative entropy. At the same time, they maintain what theorists call dynamic homeostasis, a rough balance between different sub-systems even as circumstances change. Dynamic homeostasis implies that all successful organisations must achieve balance between sub-systems as they adapt to external influences. A Finance Department that suddenly expands while the personnel wing shrinks is a system losing balance, and performance usually suffers.
Equifinality
Unlike a machine, which has one correct way to function, an open system can reach the same outcome through multiple paths. Two state governments might achieve similar literacy gains through very different strategies, one through teacher training, another through mid-day meal expansion. This principle, called equifinality, gives administrators genuine flexibility in how they design policy.
Interdependent sub-systems
Every organisation contains smaller sub-systems, departments, teams, committees, that depend on each other. Katz and Kahn identified production, supportive, maintenance, adaptive, and managerial sub-systems as essential. A change in one ripples through others. When the Income Tax Department introduces faceless assessment, it affects not just assessing officers but also training academies, IT teams, grievance cells, and external tax consultants.
Importance of feedback
Feedback is the oxygen of an open system. Without signals from citizens, markets, regulators, and the media, an organisation cannot know whether its outputs are working. A feedback loop connects organisational outputs with renewed inputs, allowing the system to correct course. In governance, RTI applications, social audits, parliamentary questions, and public grievance portals all function as feedback mechanisms.
Why informal structures matter
One of the most important contributions of the open-systems view, inherited from the human relations movement, is the recognition that formal hierarchies only tell half the story. Every organisation has an informal layer made up of friendships, WhatsApp groups, caste and regional networks, mentor-mentee bonds, and unwritten norms about how work actually gets done. These informal patterns can either accelerate change or quietly resist it.
In Indian public administration, this insight has practical weight. A reforming District Collector who ignores the informal understanding between clerks, patwaris, and local contractors will find her reform circulars mysteriously ineffective on the ground. Conversely, a leader who learns to work with the informal system, co-opting respected employees, acknowledging unofficial opinion leaders, can shift culture in ways that formal orders alone cannot.
The open-systems approach in Indian public administration
The relevance of this framework has grown sharper in recent years. Several environmental shifts are forcing public organisations to become more open, whether they like it or not.
Legal and citizen pressure for transparency
The Right to Information Act, 2005 fundamentally changed the boundary between the government and the public. Files and notings that were once sealed inside departments can now be requested by any citizen. This legal instrument is a textbook example of forcing a relatively closed bureaucracy to behave more like an open system, with an expanded feedback loop.
Technology and digital governance
Initiatives like Digital India, the UMANG app, DBT transfers, and platforms such as CPGRAMS have made the flow of inputs and outputs between government and citizen faster and more visible. A scheme’s performance is now measurable in near real time, which means feedback reaches administrators much quicker than in the paper-file era.
Decentralisation and cooperative federalism
Through the 73rd and 74th Constitutional Amendments, panchayati raj institutions and urban local bodies became formal players in governance. This changed the inputs and outputs of state-level administration, because local bodies began contributing information, demands, and resources that the older centralised model did not anticipate. Similarly, bodies like the NITI Aayog promote a cooperative federalism model where states share data and best practices, another sign of increasingly open institutional behaviour.
Crisis response
The COVID-19 pandemic was perhaps the most vivid recent test. Public health departments, district administrations, panchayats, private hospitals, NGOs, and international agencies all had to coordinate under extreme uncertainty. Organisations that treated information as something to hoard performed badly. Those that shared data, listened to frontline feedback, and adapted weekly, sometimes daily, performed better. The logic of open systems was on full display.
Strengths and limitations
The open-systems approach offers a more realistic picture of organisational life than earlier mechanistic models. It brings in human factors, acknowledges environmental complexity, and makes room for learning and adaptation. It also provides a common vocabulary, inputs, throughputs, outputs, feedback, sub-systems, that works across government, business, and non-profits.
Still, it is not without criticism. The framework is broad, sometimes to the point of being abstract. One criticism noted by scholars is that its focus is on the means necessary to achieve effectiveness rather than on organisational effectiveness itself. Measurement can also be tricky, how exactly do you quantify a feedback loop or an informal norm? Critics also argue that the approach can underplay issues of power, conflict, and politics, treating organisations as harmoniously adapting when in reality they are often sites of contestation.
Practical takeaways for administrators
For practitioners and students preparing for public administration examinations, the open-systems approach offers some clear guidance. First, never design reforms without studying the environment the organisation operates in, political, legal, economic, technological, and social. Second, build regular feedback mechanisms into every scheme or programme rather than treating evaluation as an afterthought. Third, pay attention to informal structures and sub-system interdependence; a change in one unit will affect others. Fourth, accept that there is rarely one right path; equifinality means different contexts may demand different approaches to the same goal.
Above all, treat flexibility not as a sign of weakness but as an organisational survival skill. In a rapidly changing country with diverse citizen expectations, the administrations that will thrive are the ones that listen well, adapt quickly, and stay open to the world around them.
