Organizations have always puzzled thinkers. Are they machines to be fine-tuned, or living organisms constantly adapting to their surroundings? For decades, scholars debated this through two opposing lenses: the closed-system view that prized internal efficiency and the open-system view that emphasized environmental fit. Today, the more interesting conversation isn’t about which side wins. It’s about how smart organizations borrow from both, blending structure with adaptability to thrive in an unpredictable world.

Revisiting the two classical approaches
Before diving into the synthesis, it helps to recall what each approach actually stood for. The closed-system view, dominant in the early twentieth century through thinkers like Max Weber, Henri Fayol, and Frederick Taylor, treated the organization as a self-contained mechanism. Early theorists viewed the organization as a logical, linear set of elements designed to produce goods and services, with employees treated as parts of an organizational machine. The focus stayed inward: optimize workflows, enforce hierarchy, and tighten controls.
The open-system approach pushed back hard. First proposed by biologist Ludwig von Bertalanffy in the mid-twentieth century, the idea was quickly adopted as a tool for understanding social as well as biological systems. Daniel Katz and Robert Kahn then applied it to organizations in the 1960s, arguing that a firm survives by continuously exchanging inputs and outputs with its environment. Suddenly, the outside world – customers, regulators, suppliers, cultural shifts – was no longer background noise but a central character in the story.
Why neither approach alone is enough
The closed-system model delivers precision but struggles with change. Research during the 1960s showed that traditional bureaucratic organizations generally failed to succeed in environments where technologies or markets were rapidly changing, and they also failed to appreciate the importance of regional cultural influences in motivating workers. On the other hand, a purely open-system organization risks becoming shapeless. As Katz and Kahn observed, a completely open organization would no longer be differentiated from its environment and would cease to exist as a distinct system. In other words, total openness dissolves identity.
This is why most modern scholars treat the closed-open distinction as a continuum rather than a binary. Because no social system can be completely closed or open, organizations are typically described as relatively closed or relatively open, with the distinction determined by their sensitivity to the external environment.
The case for synthesis
Every organization faces a dual demand. It must produce reliable outputs today while staying alert to what tomorrow’s environment might throw at it. A hospital needs sterile, standardized protocols in its operation theatres, but it also needs to respond to new diseases, patient expectations, and technologies. A bank needs airtight compliance systems, yet it cannot ignore fintech disruption. The synthesis view argues that organizations perform best when they deliberately combine the discipline of closed systems with the adaptability of open ones.
The intellectual roots of this integration lie in contingency theory. Contingency theory holds that organizations are open systems that constantly interact with their environment and adapt to different environmental pressures, meaning that organizational characteristics depend on environment, market and technology. In practical terms, no single design fits every situation. The “best” structure depends on what the organization is doing and where it operates.
Rational, natural and open perspectives working together
Richard Scott and others have argued that these perspectives don’t cancel each other out; they complement. The emergence of open-system perspectives did not eliminate the need for rational and natural approaches, and researchers combined them to create new theories such as Lawrence and Lorsch’s Contingency Model, Thompson’s Levels Model, and Scott’s Layered Model. Each layer of an organization can lean more toward closure or openness depending on its function, making the synthesis natural rather than forced.
How integration plays out in practice
The abstract idea of synthesis becomes clearer when you look at how real organizations design themselves. Below are the most common patterns.
Core and periphery design
Many organizations protect a stable technical core with closed-system logic while opening up their boundary units to the environment. Production lines, finance departments, and compliance wings follow strict procedures. Marketing, research, and customer-service units, which constantly deal with changing stakeholders, operate with more flexibility. This arrangement allows the organization to maintain predictability internally while remaining sensitive externally.
Consider the Indian Space Research Organisation. Its launch operations follow exhaustive standard operating procedures with near-zero tolerance for deviation – classic closed-system logic. Yet its research wings actively collaborate with universities, private start-ups, and international partners to develop new propulsion systems and satellite technologies – hallmarks of an open system. The result is an organisation that is simultaneously reliable and innovative.
Ambidextrous organizations
A more deliberate version of synthesis is the ambidextrous organization. The term was coined by Robert Duncan in 1976 and later developed by James March, referring to an organization’s ability to be efficient in managing today’s business while also being adaptive for tomorrow’s changing demands. Just as an ambidextrous person uses both hands equally well, an ambidextrous organization pursues both exploitation (refining what already works) and exploration (searching for what might work next).
This duality is typically built into structure. Structural ambidexterity uses dual organizational structures where one part focuses on exploitation and the other on exploration, while contextual ambidexterity uses behavioural and social means to integrate both at the unit level. Many Indian conglomerates operate this way. Tata Group’s established businesses in steel and automobiles run on mature, efficiency-focused systems, while innovation arms and start-up incubators experiment freely with new markets and technologies.
Matrix and hybrid structures
Matrix designs blend functional departments with cross-functional project teams. The functional side provides stability, reporting lines, and specialization. The project side brings agility, collaboration, and responsiveness. In large public-sector undertakings and IT services firms, this is almost the default structure today because it lets the same workforce operate within both a closed hierarchy and an open project network.
Decision-making in an integrated system
Synthesis shows up not just in structures but in how decisions are made. Herbert Simon’s distinction between programmed and non-programmed decisions captures this beautifully. Programmed decisions – hiring procedures, procurement rules, payroll cycles – benefit from closed-system logic. They are routine, repetitive, and demand consistency. Non-programmed decisions – launching a new service, responding to a pandemic, handling a reputational crisis – demand open-system thinking. They need environmental scanning, stakeholder consultation, and creative problem-solving.
Mature organizations build tiered systems that treat these two types of decisions differently. They don’t waste creative energy on routine matters, and they don’t suffocate novel problems with rigid protocols. This is the heart of the synthesis idea: match the approach to the nature of the task.
The Indian administrative context
Indian public administration offers a rich canvas for this synthesis. Government ministries traditionally operate on closed-system bureaucratic lines – hierarchy, written rules, clear jurisdictions, and strict procedural compliance. This has its virtues. Scale, accountability, and uniform service delivery across a vast and diverse country require strong procedural backbones.
But the environment is anything but static. Shifting citizen expectations, digital transformation, federal negotiations, climate pressures, and global economic flows all demand responsiveness. That is why initiatives like Mission Karmayogi, Digital India, and the Aspirational Districts Programme deliberately layer open-system features – data feedback loops, citizen engagement, inter-departmental collaboration, and iterative learning – on top of traditional administrative structures. The result is a hybrid design rather than a replacement of the old with the new.
Public sector examples of balance
India Post is a good illustration. Its core operations – mail sorting, delivery routes, money orders – remain procedurally tight. Yet its push into payments banking and parcel logistics has required open-system experimentation with private partnerships, technology platforms, and new business models. Similarly, the Election Commission runs elections through near-mechanical precision while continuously adapting to challenges like social-media misinformation, voter-verifiable paper trails, and pandemic-era protocols.
Challenges of integration
Blending the two approaches sounds elegant, but it isn’t easy. Tensions are real. Closed-system units often view open-system units as chaotic and undisciplined. Open-system teams see their closed-system counterparts as slow and obstructionist. Creating structural separation is important because exploration and exploitation are dramatically different activities, yet separation itself can cause isolation between departments.
Leadership plays the decisive role here. Senior managers must hold both logics in their minds simultaneously, defend innovation units from pressure to deliver short-term efficiency, and protect operational units from constant disruption. They also need to build cultural bridges so that employees in different subsystems respect each other’s contributions. Without this integrating leadership, the two halves drift apart and the intended synergy collapses.
Resource allocation dilemmas
Another persistent challenge is how to divide finite resources between stability and adaptation. Ambidexterity research suggests that the right balance is not a one-time decision but a long-term vision requiring fundamental changes to strategy, structure, and culture along with sustained commitment of organizational resources. In practice, this means explicitly budgeting for exploration even when it produces no immediate return, and resisting the temptation to redirect all resources to activities with visible short-term payoffs.
Why synthesis matters more than ever
The environment organizations face today is more turbulent than anything the early theorists imagined. Technology cycles are shorter, stakeholders are louder, and regulatory landscapes shift faster. Organizations that cling to pure closed-system logic risk irrelevance, like public-sector enterprises that failed to adapt to liberalisation. Organizations that drift entirely into open-system thinking risk incoherence – endless pivots, unclear accountability, and weak execution. The sustainable path lies in the middle, where a disciplined core supports a curious periphery, and where feedback from the environment continuously refines both.
This is also why modern frameworks like contingency theory, structural ambidexterity, and layered systems models remain so influential. They don’t ask organizations to choose; they ask them to design wisely. The real question for any administrator or manager is no longer “closed or open?” but “where, when, and how much of each?”
