India’s journey toward environmental sustainability is full of contradictions. The country hosts nearly a fifth of humanity on just 2.4% of the world’s land area, yet aims to protect biodiversity hotspots, clean up its rivers, and cut emissions, all while lifting hundreds of millions out of poverty. This balancing act sits at the heart of every environmental debate in the country. Understanding why environment policy here struggles to deliver results requires looking beyond laws on paper and examining the deeper social, economic, and institutional forces that shape outcomes on the ground.

The poverty-environment trap

One of the most stubborn challenges for environment policy is the tight loop between poverty and ecological decline. When households cannot afford clean fuel, safe water, or sustainable farming inputs, they are often forced into choices that harm the very resources they depend on.

Consider cooking fuel. An estimated 790 million people, almost 60% of the Indian population, relied on biomass like wood, charcoal, or dung cake for cooking as of 2016. The smoke from these stoves increases child mortality and contributes to ambient air pollution, yet kerosene and firewood remain cheaper and more accessible for rural households than LPG or electricity.

The burden of this pollution also falls unevenly. Research from the Yale School of the Environment shows that low-income groups contribute very little to air pollution indirectly because they consume less, yet they face a disproportionate share of the health impact from pollution generated by others. Wealthier households are partly shielded by air conditioners, better housing, and access to healthcare. Poorer ones absorb the damage.

A vicious cycle

This is why environmental policy cannot be separated from development policy. Pollution causes illnesses that are sometimes passed from mother to child, weakening the next generation’s ability to participate in the economy and trapping families in cycles of poverty. Without addressing poverty, efforts to curb resource overuse end up asking the poorest to bear the cost of a problem they did not create.

Population pressure and the strain on resources

With a population crossing 1.4 billion, every natural resource in the country is under heavy demand. Food, water, energy, housing, and transport needs all grow simultaneously, and the infrastructure required to supply them often overshoots the capacity of the environment to absorb the consequences.

Water is a telling example. NITI Aayog, the government’s own think tank, has flagged that India is facing its worst water crisis ever, with 600 million people experiencing high to extreme water stress and 200,000 dying each year from inadequate access to safe water. With nearly 70% of surface water contaminated, the challenge is not just availability but quality.

The debate over whether population size is really the root cause is also worth noting. Countries such as Japan, England, and Singapore have population densities similar to or higher than India’s but enjoy much better environmental quality, suggesting that density alone may not be the only factor driving India’s environmental troubles. Governance, investment, and policy design matter just as much as demographics.

Pressure on land: desertification and deforestation

Land is the silent casualty of India’s growth story. Cities expand, highways cut through forests, and farmland is pushed harder each year to feed a growing population. The cumulative effect is alarming.

According to ISRO’s Desertification and Land Degradation Atlas, around 97.85 million hectares, which is 29.7% of India’s total geographical area, underwent land degradation during 2018-19, and desertification itself affected 83.69 million hectares, higher than previous assessments in 2003-05 and 2011-13. In simpler terms, nearly a third of the country is losing its ability to support healthy ecosystems and agriculture.

Where degradation hits hardest

The north-eastern states, often seen as India’s green lung, are desertifying fastest. Mizoram has been desertifying at the fastest rate in the country, with land degradation and desertification increasing 2.8 times over fifteen years, while Nagaland saw more than half of its geographical area classified as degraded in 2018-19. Shifting cultivation, deforestation, and waterlogging in states like Assam and Meghalaya have all contributed.

The economic price is enormous. A study by The Energy and Resources Institute conservatively estimated the cost of land degradation at 48.8 billion USD, or about 2.5% of India’s GDP in 2014-15, and roughly 15.9% of the gross value added from agriculture, forestry, and fishing. Reclaiming degraded land, the study argues, is not just an environmental concern but sound economic strategy.

Deforestation and biodiversity stress

Forest loss is both a cause and a consequence of land degradation. Since the start of the century, the country has lost 19% of its total tree cover, with 2.8% cut down from direct deforestation and the rest largely due to wildfires that consume more than 18,000 square kilometres of forest annually. When forests vanish, soil destabilises, rainfall patterns shift, and wildlife habitats shrink.

Pollution: air, water, and waste

Pollution is perhaps the most visible face of India’s environmental crisis. It shows up in the haze over Delhi in winter, the foam on the Yamuna, and the mountains of uncollected waste at city fringes.

Air quality

Air pollution has become a public health emergency. The 2021 World Air Quality Report placed 63 of the world’s 100 most polluted cities in India, and a Boston College study estimated that air pollution cost the country USD 36.8 billion in 2019 along with 1.67 million deaths, the highest of any nation. The sources are familiar: vehicle emissions, coal-fired power, industrial discharges, crop residue burning, and construction dust.

The drivers are also deeply structural. Former Union Health Secretary K. Sujatha Rao has pointed out that Delhi alone has a population of 25 million, more than 3,000 to 4,000 polluting factories, eleven small thermal power stations, and extremely dense vehicular traffic, making single-point fixes nearly impossible. Each source needs its own policy response, and these often cut across state and central jurisdictions.

Water and waste

Water pollution is no less severe. Around 70% of surface water is considered unfit for consumption, and roughly 40 million litres of wastewater enter rivers and water bodies every day, of which only a tiny fraction is adequately treated because of inadequate infrastructure. Waterborne diseases like typhoid, cholera, and hepatitis continue to afflict tens of millions of citizens annually.

Solid waste management is another weak link. The country generates around 62 million tonnes of waste per year, yet only about 69% is collected and only 19% of that is treated before disposal, leaving vast amounts of plastic, hazardous, and electronic waste in open dumps. This creates a downstream set of crises: soil contamination, methane emissions, and groundwater pollution.

Institutional and policy failures

India has an impressive list of environmental laws, from the Environment Protection Act of 1986 to the National Green Tribunal Act of 2010. The challenge is not the absence of rules but gaps in their enforcement and design.

Recent analysis argues that forests, coasts, rivers, and air quality are deteriorating due to regulatory dilution, weak enforcement, unchecked industrialisation, and political disregard for ecological limits, with environmental degradation estimated to cost around 5-7% of GDP annually. Environment Impact Assessment procedures have been questioned for lacking transparency, and the capacity of Central and State Pollution Control Boards to monitor compliance at scale remains limited.

The development-environment trade-off

Many policy failures stem from how the trade-off between growth and environment is framed. Infrastructure, mining, and industrial projects often receive clearances quickly to attract investment, while environmental protection is treated as a hurdle to be managed rather than a goal to be pursued. This mindset makes preventive governance difficult and pushes the system into reactive crisis management, typically after damage has already occurred.

Global pressures: climate change and biodiversity loss

Even if domestic policies improved overnight, India would still face challenges it did not create on its own. Climate change is the most obvious example. As a developing country with large coastal populations and a monsoon-dependent economy, India is among the most exposed to warming.

The IPCC’s Sixth Assessment Report notes that key risks for Asia include flooding and infrastructure damage, biodiversity loss across freshwater, land and ocean ecosystems, more frequent coral bleaching, reduced coastal fishery resources, and decreased food and water security, with 26% more people exposed to sea level rise from 2020 to 2040. These are not distant projections but trends already visible in erratic monsoons, prolonged heatwaves, and shrinking Himalayan glaciers.

Biodiversity under pressure

India is a megadiverse country, hosting four of the world’s 36 biodiversity hotspots. Yet that richness is eroding fast. The Centre for Science and Environment has documented that the country has faced severe losses in its biodiversity hotspots, particularly in the Indo-Burma hotspot, where vegetation loss reached an overwhelming 95%. Habitat fragmentation, monoculture agriculture, and wetland destruction continue to push species toward extinction.

Biodiversity loss is not just an aesthetic concern. Pollinators, soil microbes, mangroves, and forests provide ecosystem services that underpin agriculture, fisheries, coastal protection, and public health. Losing them means losing the natural infrastructure that the economy silently depends on.

Towards an integrated response

These challenges are not independent problems with separate solutions. Poverty intensifies pollution, pollution damages health and productivity, land degradation worsens poverty, and climate change amplifies all three. A fragmented policy approach, where different ministries tackle each issue in isolation, cannot address such interconnected problems.

Meaningful progress will likely require several shifts: stronger institutions that are independent and science-based, better enforcement with transparent Environment Impact Assessment processes, investment in green infrastructure like waste management and climate-resilient agriculture, and active public participation so that local communities have a voice in decisions about their own ecosystems. Transitioning from reactive to preventive environmental governance is the broader direction most analysts now recommend.

Encouragingly, the country has already taken some ambitious steps, including the National Clean Air Programme, a large solar energy push through the International Solar Alliance, and a pledge to become land degradation neutral by 2030. These initiatives show that the tools exist. The harder question is whether the political and administrative will can match the scale of the challenge.
