Behind the smooth delivery of products or services lies an intricate interplay of three fundamental components: the people who do the work, the technology that powers it, and the structure that holds it all together. These components, known as organisational sub-systems, form the backbone of how any organisation operates. When they work in harmony, magic happens. When they don’t, even the best strategies fall apart.

What are organisational sub-systems?
An organisation is essentially a socio-technical system made up of interdependent parts, each with its own role but connected to the whole. Modern organisational theory views the enterprise as a system composed of mutually dependent sub-systems, where a change in one inevitably affects the others. Think of it like the human body: the circulatory, nervous, and skeletal systems each perform distinct functions, but none can operate in isolation.
The three primary sub-systems that form the core of any organisation are People, Technology, and Structure. Some scholars, drawing from Harold Leavitt’s pioneering work in 1965, add Task and Culture as additional elements. However, the three-part framework of People, Technology, and Structure remains the most widely used lens in organisational behaviour studies.
Understanding these sub-systems isn’t just an academic exercise. It gives managers, public administrators, and leaders a practical toolkit to diagnose problems, plan changes, and align resources with organisational goals.
The people sub-system
The People sub-system is arguably the most dynamic and unpredictable of the three. It comprises individuals, dyads (two-person relationships), and groups who perform tasks to achieve organisational goals. Whether it’s a clerk processing files in a municipal office or a software engineer debugging code, people are the ones who breathe life into an organisation’s mission.
Individuals
At the most basic level, individuals bring their unique skills, personalities, motivations, and values to the workplace. Their behaviour is shaped by personal factors like attitudes, perceptions, and learning experiences, as well as by the organisational environment around them. A talented officer in a District Collectorate, for instance, may perform brilliantly under a supportive superior but feel stifled under a rigid one. Understanding individual behaviour is therefore the foundation of organisational behaviour.
Dyads
Dyads are two-person working relationships, such as that between a manager and a subordinate, or between two colleagues collaborating on a project. These relationships are critical because they form the building blocks of trust, communication, and coordination. The quality of a dyadic relationship often determines whether information flows smoothly or gets stuck in bureaucratic bottlenecks.
Groups and teams
Groups, whether formal departments or informal networks, create the social fabric of an organisation. Organisational behaviour research primarily studies how individuals behave within these roles, because people often behave very differently when acting as part of a group than when acting alone. Groups influence norms, shape decisions, and can either accelerate or resist change.
Why the people sub-system matters
No amount of advanced technology or elegant structure can compensate for disengaged or poorly trained employees. An organisation integrates science and people, linking technology with human capability, because technology can only create expected outcomes in the presence of capable employees. This is why organisations invest heavily in recruitment, training, motivation, and leadership development. The people sub-system is where strategy meets execution.
The technology sub-system
The Technology sub-system provides the mechanisms to convert inputs into outputs. Inputs could be raw materials, information, or capital, and outputs could be products, services, or decisions. Technology, in this broad sense, includes far more than just computers and software.
Tools and machinery
At the physical level, technology includes the equipment, machines, and instruments that employees use to do their work. In a manufacturing plant, this means assembly lines and CNC machines. In a government hospital, it means diagnostic equipment and medical devices. Upgrading these tools often triggers changes in how work gets done.
Software and digital systems
Today, software is as important as hardware. Enterprise Resource Planning (ERP) systems, Customer Relationship Management (CRM) tools, case management software, and cloud platforms have transformed how organisations function. The Digital India initiative, for example, has pushed public sector organisations to adopt digital platforms like DigiLocker and e-governance portals, fundamentally changing citizen-government interactions.
Processes and methods
Technology also encompasses the processes, procedures, and know-how used to transform inputs into outputs. This includes standard operating procedures (SOPs), workflow designs, and the techniques used to solve problems. A well-designed process can dramatically boost efficiency even without expensive tools.
Technology and its ripple effects
Introducing new technology rarely stays contained. A change in technology means that people need to change too, because they’ll need training to use the new technology, and this may affect the organisational structure as people might demand higher pay and better positions. Consider how the introduction of biometric attendance systems in government offices altered not just punctuality patterns but also supervisory relationships and grievance mechanisms.
There’s also an important debate between technological determinism, which argues that technology largely dictates organisational structure, and strategic choice, which holds that organisations actively shape how they adopt and use technology. Most organisational theorists now accept that reality lies somewhere between these two views: technology creates constraints and opportunities, but leaders retain significant discretion in how they implement solutions.
The structure sub-system
If people are the heart and technology is the hands, then structure is the skeleton that holds everything together. The Structure sub-system defines hierarchies, job roles, reporting lines, and communication channels. It creates the framework within which the other two sub-systems operate.
Hierarchies and chain of command
Hierarchies establish levels of authority and responsibility. They determine who reports to whom and how decisions flow through the organisation. A hierarchy of authority establishes clear reporting lines and decision-making channels, providing structure and clarity around authority, accountability, and responsibilities. In a traditional government department, for example, you might find a Secretary at the top, followed by Joint Secretaries, Directors, Deputy Secretaries, Under Secretaries, and finally Section Officers and Assistants.
Job roles and responsibilities
Clearly defined job roles specify what each person is expected to do. When roles are well-defined, employees know what’s expected of them and can focus on their specific tasks. When roles are vague, work often falls through the cracks or gets duplicated. A software development team, for instance, typically has distinct roles for project managers, developers, testers, and designers, each contributing a unique piece to the puzzle.
Reporting lines and coordination
Reporting lines describe how information and accountability flow. They ensure that the right people are informed, consulted, and held responsible. In complex organisations, these lines may not always be linear. Some structures involve dual reporting or cross-functional collaboration, which adds both flexibility and complexity.
Types of organisational structures
Organisations adopt different structural designs based on their size, goals, and environment. Common types include:
Functional structure: Employees are grouped by specialisation, such as finance, marketing, or HR. Functional structure is when you run a company by grouping employees together according to their area of expertise, specialisation or function. This approach builds deep expertise but can create silos.
Divisional structure: Employees are grouped by product, region, or customer segment. Large conglomerates like Tata Group often use divisional structures, with each division having its own resources and leadership.
Matrix structure: Employees report to both a functional manager and a project manager. This is common in consulting firms and project-driven organisations. It enhances collaboration but can create confusion over priorities.
Flat or horizontal structure: With few layers of management, these structures suit startups and small organisations where speed and flexibility matter more than formal hierarchy.
Team-based and network structures: These modern designs emphasise autonomy, cross-functional teamwork, and external partnerships, often used in technology-driven organisations.
How the sub-systems interact
The real insight from studying organisational sub-systems is recognising that they are deeply interconnected. A change in one inevitably ripples through the others. This idea was famously captured by Harold Leavitt’s 1965 model, which demonstrated that organisational variables like task, people, technology, and structure have many transactions with each other, so changing one of them results in regulatory and compensating changes in the others.
Consider a real-world example. When a state government introduces a new online land records system (a technology change), it affects the people who must be retrained to use it, the processes they follow, and even the structure itself. Some clerical positions may become redundant, while new roles like data analysts and system administrators may emerge. Reporting lines may shift as well.
This interdependence is why change initiatives often fail when they focus on only one sub-system. Sustainable performance comes from congruence across all elements, not from isolated fixes. Many digital transformation projects in both public and private sectors have stalled because leaders invested in new software without addressing the skills of employees or the structure of decision-making.
Why understanding sub-systems matters for organisational strategy
For managers and administrators, understanding organisational sub-systems offers several practical benefits.
Holistic problem-solving: When something goes wrong, leaders can look beyond surface symptoms. A drop in productivity might not just be a people problem. It could be a structural issue, a technology gap, or a misalignment between the three.
Better change management: Any major change, whether it’s adopting AI, restructuring departments, or redefining roles, requires thinking through all three sub-systems. This prevents the common trap of implementing a shiny new system that fails because the people and structure weren’t ready.
Alignment with strategy: Strategy doesn’t execute itself. It must be supported by capable people, enabling technology, and an appropriate structure. Organisations that align these elements with their strategic goals tend to outperform those that don’t.
Adaptability to the environment: Modern organisations operate in rapidly changing environments, from regulatory shifts to market disruptions. A systems view helps leaders see the organisation as an open, adaptive entity that must continuously recalibrate.
Sub-systems in the Indian public administration context
In the context of public administration, the interplay of these sub-systems takes on unique significance. Government organisations often have deeply entrenched hierarchies, which provide stability but can slow down responsiveness. The push towards digital governance initiatives has introduced new technologies that demand new skills and often a rethinking of traditional structures.
Initiatives like the Mission Karmayogi programme aim to strengthen the people sub-system by building capacity and competencies among civil servants. Meanwhile, digital platforms are transforming the technology sub-system, and reforms in recruitment, training, and lateral entry are reshaping the structure. The success of these reforms depends on how well all three sub-systems evolve together.
Challenges in balancing sub-systems
Getting the balance right is rarely straightforward. Organisations often face tensions such as:
Technology outpacing people: When new systems are introduced faster than employees can be trained, productivity suffers and resistance grows.
Structure becoming outdated: Rigid hierarchies designed for a stable environment can struggle to cope with rapid change, leading to delays and frustration.
People being mismatched to roles: Skilled employees placed in unsuitable roles or structures underperform, regardless of how advanced the technology is.
Addressing these challenges requires leaders to think systemically. Rather than tackling problems in silos, they must look at how changes in one area will affect the others and plan accordingly.
The road ahead
As organisations continue to evolve in response to artificial intelligence, remote work, and shifting societal expectations, the balance between people, technology, and structure will continue to be tested. Sociotechnical systems theory highlights the balance between social and technical systems and how this interplay affects performance and operations, reminding us that neither humans nor machines can succeed alone.
The organisations that thrive in the coming decades will be those that treat their sub-systems not as separate silos but as interconnected parts of a living whole. By nurturing each sub-system and paying attention to their interactions, leaders can build resilient, adaptive, and high-performing organisations ready for whatever the future holds.
