India’s journey as one of the world’s fastest-growing major economies comes with an uncomfortable paradox. Every new factory, expressway, and high-rise represents progress, yet also chips away at the natural systems that sustain us. Air thickens over metros, rivers darken with effluents, and forests retreat to make way for development. Understanding how to reconcile the ambition to grow with the duty to protect the environment is one of the defining governance challenges of our time.

The growth-environment trade-off
Economic activity and the environment are deeply interlinked. Industries need raw materials, water, and energy to produce goods, while urban settlements depend on land, food, and functioning ecosystems. The problem is that the same activities that generate GDP also generate waste, emissions, and pressure on natural resources. Economic liberalization in the early 1990s opened the floodgates to rapid industrialization and urbanization, delivering prosperity to millions but also imposing heavy costs on the environment. Rivers like the Ganga became heavily polluted from industrial discharge and untreated sewage, and even decades of cleanup efforts have struggled against the sheer scale of pollution.
This tension is not unique to any single sector. Mining fuels steel, cement, and power generation, yet scars landscapes and pollutes groundwater. Agriculture feeds a vast population but contributes to deforestation and greenhouse gas emissions. Transport moves goods and people but loads the air with particulate matter. The core policy question is whether growth must always come at the expense of nature, or whether a different pathway is possible.
Urbanization and its environmental footprint
Cities are engines of economic growth, but they are also the primary sites where environmental stress becomes visible and severe. Between 2001 and 2011, urban population growth of 31.8% far outpaced the national population growth rate of 17.6%, reflecting a dramatic shift of people from villages to towns and cities. Rapid urbanisation and unchecked urban sprawl have depleted green cover and made cities more vulnerable to climate change.
Air quality and public health
The consequences for residents are stark. In 2023, India was home to 10 of the world’s 20 most polluted cities, with Delhi recording air pollution levels of over 92.6 micrograms per cubic metre, compared to London’s 11.4 ยตg/mยณ. Research cited from the University of Chicago suggests that air pollution cuts about 5.3 years off the life expectancy of urban Indians, with respiratory and cardiovascular diseases disproportionately affecting low-income residents.
Water pollution and waste
Rivers tell the story just as powerfully. While river pollution has declined slightly in recent years, nearly 46% of monitored rivers in 2022 were still classified as polluted, with the Ganga and Yamuna ranking among the most polluted globally. A key culprit is sewage: only around 28% of urban sewage was treated in 2020-2021, meaning the rest flows raw into water bodies. Untreated sewage, industrial effluents, and agricultural runoff together make water contamination one of India’s most persistent environmental failures.
Urban heat and loss of green spaces
Unplanned growth has other less visible costs. The imbalance between built-up and natural spaces has worsened the thermal environment of Indian cities, producing urban heat islands, rising carbon emissions, and deteriorating air quality. Heat-related stress and mortality are becoming serious public health concerns, and many city bye-laws still fail to protect minimum green cover at the neighbourhood level.
Industrialization, deforestation, and resource depletion
Industrial expansion is essential for job creation and export competitiveness, but it has also driven significant ecological damage. Rapid industrialization, urbanization, and over-exploitation have not only reduced forest cover but also caused its permanent loss at an alarming rate. Forests are cleared to make way for mining operations, dams, highways, and power plants, with long-term consequences for biodiversity, water cycles, and carbon storage.
Other resources face similar pressure. The indiscriminate felling of trees driven by urbanization, industrialization, mining operations, and household fuel needs has caused heavy depletion of forests, converting forest land to non-forest use. Groundwater aquifers are being drawn down faster than they can replenish, coastal ecosystems are being degraded by unregulated construction, and mineral reserves are extracted with insufficient attention to land restoration.
The hill cities at particular risk
Some regions face magnified dangers. Parts of the country’s hilly terrains – places like Joshimath in Uttarakhand, Gangtok in Sikkim, and Darjeeling in West Bengal – have witnessed landslides, flash floods, and excessive rainfall of unprecedented scale. Fragile slopes cannot absorb the pressure of dense construction, unregulated tourism, and road cutting, making these ecologically sensitive areas a cautionary tale of development outpacing environmental prudence.
The case for sustainable development
The response to all this is not to halt growth – India still needs to lift millions out of poverty – but to pursue a different kind of growth. Sustainable development aims to meet present needs without compromising the ability of future generations to meet theirs. In practice, this means using fewer resources per unit of output, cleaning up waste streams, and redesigning cities and industries for a low-carbon future.
Low-carbon technologies
Low-carbon technologies are central to this transition. The National Hydrogen Mission launched in 2021 aims to make the country a green hydrogen hub, while measures such as ethanol blending in petrol targeting 20% by 2025, an ambitious push for electric vehicles, and a modal shift to public transport are expected to decarbonise transport. In industry, initiatives like the Perform, Achieve and Trade scheme push energy efficiency, while material recycling and circular economy practices aim to reduce raw material demand.
The economic case is compelling too. Low-carbon technologies such as renewable batteries and green hydrogen could create a market worth up to $80 billion by 2030, making the energy transition both an environmental necessity and an economic opportunity. The country has already met 40% of its power capacity from non-fossil fuels, achieving this almost nine years ahead of its COP 21 commitment.
Urban planning for resilience
Cities need a redesign. The Smart Cities Mission launched in 2015 is the country’s most ambitious urban renewal initiative, aiming to make 100 cities citizen-friendly and sustainable through technology, innovation, and participatory planning. Under AMRUT, in Agra, a 125-MLD sewage treatment plant using advanced bio-digestive technology reduced river pollution in the Yamuna – a small but telling example of how infrastructure investment can directly improve ecosystem health.
The Energy Conservation Building Code (ECBC) pushes energy performance standards for buildings, a vital measure given that the building sector consumes roughly 33% of the nation’s electricity and is projected to double by 2040. Green building codes, non-motorised transport corridors, and urban greening are all tools that reduce emissions while improving quality of life.
Policy gaps and implementation challenges
Good policies on paper are not enough. The real difficulty lies in execution. Environmental governance in India has long suffered from fragmentation across ministries, overlapping jurisdictions, and weak enforcement. Pollution control boards are often understaffed and underfunded. Environmental Impact Assessments are sometimes treated as procedural formalities rather than rigorous evaluations.
The country updated its Nationally Determined Contributions in 2022 and committed to net zero by 2070, and has introduced strong plans like the National Action Plan on Climate Change, State Action Plans, and the long-term low-carbon development strategy. However, formal climate legislation at the federal or state levels remains absent. Legacy environmental laws predate climate change discourse and do not address greenhouse gases explicitly.
Coordination, finance, and participation
Three areas deserve particular attention. First, coordination across central ministries, state governments, and urban local bodies needs to improve so that housing, transport, water, and energy policies pull in the same direction. Second, climate finance remains a binding constraint; transitioning sectors like coal, cement, and steel will require large investments and concessional capital. Third, meaningful public participation has been missing from too many planning processes. Communities living near industrial sites or inside fragile ecosystems are often the last to be consulted despite bearing the greatest risk.
A balanced path forward
Reconciling economic growth with environmental protection demands an integrated approach rather than isolated fixes. This means embedding environmental criteria into infrastructure approvals, pricing pollution through instruments like emission trading and carbon markets, strengthening institutions such as the National Green Tribunal and Pollution Control Boards, and investing heavily in research on cleaner production. It also means recognising that environmental protection and equity are intertwined – when a river dies, it is the fisher and the farmer who lose their livelihood first.
Growth is a legitimate aspiration, and so is clean air, safe water, and a stable climate. Policy must stop treating them as rivals and start treating them as complementary goals. The cities and industries of tomorrow will be judged not only by how much they produce, but by how much they conserve.
