Walk into any government office today and you’ll likely notice something different from a decade ago. The long queues are shorter, files move faster, and citizens often complete their work from their phones before ever setting foot inside. This shift is not accidental. It is the direct result of Information and Communication Technologies (ICT) reshaping how public services are designed, delivered, and experienced. From applying for a passport to paying taxes, ICT has quietly become the backbone of modern governance, making public service delivery more efficient, inclusive, and responsive to citizen needs.

Understanding ICT in public service delivery

ICT in public service delivery refers to the use of digital tools, networks, and platforms by government bodies to interact with citizens, businesses, and other government units. The goal is simple: replace slow, paper-heavy processes with systems that are faster, more transparent, and accessible round the clock. The National Informatics Centre (NIC), established in 1976, has been at the heart of this transformation, implementing ICT applications in social and public administration to facilitate electronic delivery of services across government, business, and citizen interfaces.

The application of ICT in governance is typically understood through four broad dimensions: Government-to-Citizen (G2C), Government-to-Business (G2B), Government-to-Government (G2G), and inter-government interactions. Each of these addresses a specific relationship and together they form the ecosystem we call e-governance.

Government-to-Citizen (G2C): Services at the citizen’s fingertips

The G2C dimension is perhaps the most visible face of e-governance. It focuses on direct interactions between the government and individual citizens, allowing them to retrieve information and complete transactions online without having to visit an office in person.

Consider the flagship Digital India programme, which integrates earlier e-governance projects into a unified umbrella initiative covering infrastructure, service delivery, and digital empowerment. Within this framework, citizens now access services through platforms like DigiLocker, UMANG, MyGov, and eSanjeevani. DigiLocker alone, launched in 2015 for digital empowerment through an authenticated document wallet, crossed 51.6 crore users by April 2025. UMANG, launched in 2017, brings hundreds of central and state services onto a single mobile application.

Common G2C services in everyday life

The range of G2C services today is vast. A student can download a scholarship form, a senior citizen can check pension status, a farmer can verify land records, and a commuter can book a train ticket – all through digital channels. Services such as Passport Seva, e-District portals, income tax e-filing, and online utility bill payments have together reduced the need for physical visits, long queues, and paperwork.

The Direct Benefit Transfer (DBT) system is another strong example. Supported by Aadhaar authentication, DBT has transferred more than โ‚น44 lakh crore cumulatively by May 2025 and helped the government save over โ‚น3.48 lakh crore between 2015 and March 2023 by eliminating fake beneficiaries. This is not just technological progress – it is welfare reaching the right hands at the right time.

Government-to-Business (G2B): Easing the way for enterprise

The G2B dimension focuses on simplifying interactions between the government and the business community. For any business, dealing with government paperwork has historically been a time-consuming affair – licenses, permits, tax filings, and procurement bids all required visits to multiple departments. ICT has changed this landscape dramatically.

The Government e-Marketplace (GeM)

A landmark G2B initiative is the Government e-Marketplace, an end-to-end online portal for central and state government ministries, PSUs, autonomous institutions, and local bodies to procure common use goods and services in a transparent and efficient manner. Launched on 9 August 2016, the platform replaced the Directorate General of Supplies and Disposals and was made mandatory through Rule 149 of the General Financial Rules, 2017. An independent World Bank assessment reported average savings of nearly 10 percent on median prices through GeM.

For micro, small, and medium enterprises (MSMEs), this has opened doors that were once tightly shut. MSMEs, startups, and women entrepreneurs can register on GeM for free, participate in bids, and receive preferences under applicable procurement policies, giving smaller players a fair shot at government contracts.

Other key G2B platforms

Beyond GeM, the G2B ecosystem includes the GST Portal for tax registration and returns, the MCA21 portal for company filings under the Ministry of Corporate Affairs, the Udyam Registration portal for MSMEs, and various Single Window Clearance Systems that bundle approvals from multiple departments into one interface. Together, these platforms reduce compliance costs, shorten approval timelines, and improve the ease of doing business.

Government-to-Government (G2G): Breaking down silos

If G2C and G2B are about serving citizens and businesses, G2G is about how the government serves itself. Traditionally, different departments and levels of government worked in isolation, often duplicating effort and struggling to share data. G2G initiatives aim to make internal government processes more efficient through digital communication and shared systems.

The scope of G2G is both horizontal – across departments at the same level – and vertical – linking central, state, and local bodies. Examples include the Crime and Criminal Tracking Network & Systems (CCTNS), which connects police stations across the country; e-Office, which digitises file movement and paperwork; e-Procurement systems; and e-Courts, which streamline judicial workflows.

Why G2G matters for citizens

While G2G happens mostly behind the scenes, its benefits are felt directly by citizens and businesses. When departments can securely share data and coordinate workflows, a person applying for a trade licence does not need to submit the same documents five times to five different offices. A police officer can verify records from another state within minutes. A welfare scheme can cross-check beneficiary data to prevent duplication. In short, G2G makes the government behave as one connected unit rather than a collection of disconnected islands.

Inter-government interactions: Cooperation across borders and levels

The fourth dimension – inter-government interactions – overlaps with G2G but deserves separate attention because it extends beyond a single country or administrative structure. It includes communication between central ministries and state governments, between states themselves, and between national governments and international bodies.

On the domestic front, portals like MeriPehchaan provide a single sign-on for citizens to access services across central and state platforms. The National Data and Analytics Platform enables data sharing between ministries. Internationally, India’s digital public infrastructure – including Aadhaar, UPI, and DigiLocker – has drawn interest from several countries, and elements of India’s digital public infrastructure have been showcased in global forums and cooperation agreements.

Building blocks of a digital service delivery framework

For ICT to translate into meaningful public service delivery, certain building blocks must be in place. These include robust digital infrastructure, a verifiable digital identity, secure payment systems, and interoperable platforms.

The JAM trinity and UPI

The JAM trinity – Jan Dhan bank accounts, Aadhaar, and mobile phones – forms the foundation of India’s digital service delivery. On top of this sits the Unified Payments Interface (UPI), which enables real-time digital payments. Together, they make it possible for a subsidy, scholarship, or refund to move from a government account to a citizen’s phone in seconds.

Common Service Centres and last-mile delivery

Not every citizen owns a smartphone or has a stable internet connection. This is where Common Service Centres (CSCs) come in. Operated at the village level, these centres help citizens access digital services with the support of a trained operator. They serve as a bridge between the digital state and those who might otherwise be left behind.

Benefits of ICT-driven public service delivery

The impact of ICT on public services can be grouped into several clear benefits. First, there is efficiency: tasks that once took weeks now take minutes. Second, transparency improves because digital records leave audit trails and reduce the scope for arbitrary decisions. Third, accessibility expands since services can be accessed 24/7 from any location with connectivity. Fourth, cost savings accrue to both the government and citizens through reduced paperwork, travel, and intermediaries. Finally, accountability strengthens as citizens can track their applications and escalate grievances through formal digital channels.

Persistent challenges

Despite these gains, ICT-driven service delivery is not without hurdles. The digital divide remains a serious concern – rural connectivity, device ownership, and digital literacy vary widely across regions and social groups. Cybersecurity and data privacy are growing issues as more personal information moves online. Interoperability between legacy systems and newer platforms can be difficult to achieve, and capacity building within government departments often lags behind the pace of technology rollout.

Addressing these challenges requires continued investment in infrastructure, thoughtful policy design, and inclusive approaches that account for the most vulnerable users. Initiatives like Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA), which trains rural citizens in digital skills, are vital to making e-governance truly universal.

The road ahead

Emerging technologies are poised to take public service delivery to the next level. Artificial intelligence is already being explored for grievance redressal, fraud detection, and predictive service delivery. Blockchain offers possibilities for tamper-proof records in land registration and supply chain management. The Internet of Things is opening up new frontiers in smart cities, traffic management, and environmental monitoring. With the IndiaAI Mission and Digital India 2.0 driving transformative growth through AI, blockchain, and 5G, the next decade promises governance that is not just digital, but genuinely intelligent and anticipatory.

The long arc of ICT in public service delivery points towards a future where citizens can access every service they need without friction, where businesses can deal with the government as easily as they shop online, and where different arms of the government work as a seamless whole. Reaching that future will depend not only on technology but also on political will, institutional reform, and a firm commitment to leaving no one behind in the digital transition.
