When governments embrace technology wisely, the results can be transformative. Across India and other developing nations, Information and Communication Technology (ICT) has shifted public administration from slow, paper-heavy processes to faster, citizen-friendly systems. The most compelling evidence of this shift lies in real-world case studies, each showing how a single digital intervention can ripple outward to improve transparency, accountability, and the everyday experience of ordinary people. This post explores four such landmark initiatives and the lessons they hold for modern public systems management.

Why ICT case studies matter in public administration

Theory can only take us so far. To understand how ICT actually reshapes governance, we need to look at projects that have been tested on the ground, scaled across geographies, and audited for outcomes. Case studies offer three distinct benefits. First, they reveal what works under real constraints like staff resistance, weak infrastructure, and budget limits. Second, they show how local conditions influence design choices. Third, they provide replicable blueprints for administrators in other states or countries facing similar problems.

The four initiatives discussed here, Khajane in Karnataka, Lokvani in Uttar Pradesh, Huduma Kenya, and e-Kasih in Malaysia, together cover the three most common applications of ICT in governance: financial management, citizen grievance handling, and social welfare targeting.

Khajane: Computerising Karnataka’s treasury

Launched in 2001, Khajane was an Information Technology platform rolled out by the Government of Karnataka to computerise the state’s treasury operations. The word itself comes from Sanskrit, meaning “treasure”, and the system was designed to tame an enormous and chaotic financial machinery.

The problem Khajane addressed

Karnataka’s Department of Treasuries manages inflows and outflows of public money through a vast network of offices. There are 216 Treasuries functioning across the state, including 31 District Treasuries and 185 Sub Treasuries at taluk and sub-taluk levels. Before computerisation, consolidated financial information could take weeks to reach the finance department, making budget tracking and timely payments nearly impossible. Paper files piled up, fraud was difficult to detect, and pension disbursement was slow and inconsistent.

How the system works

Khajane automated the entire array of treasury activities, from budget approval to final accounts. The 216 treasury offices were connected to a central server at the Secretariat office in Bengaluru through VSAT technology, giving the state a unified, real-time view of its finances. The stakeholders included the finance department, other government departments, the Accountant General, service pensioners, social security pensioners, and grant-in-aid institutions, all of whom had to be brought on board during implementation.

Measurable outcomes

The benefits were tangible. The new system boosted efficiencies across treasury operations, eliminated duplication of data entry, and enabled uniform financial reporting. Social security pensions for widows, elderly citizens, and persons with disabilities began reaching beneficiaries at their doorsteps in the first week of every month, thanks to decentralised printing up to the sub-treasury level. In 2015, recognising the need for deeper integration, the state upgraded to Khajane II, an Integrated Financial Management System (IFMS) that now connects with banks, the RBI, HRMS, and departmental applications through over 400 real-time integrations.

Lokvani: Giving voice to the masses in Uttar Pradesh

While Khajane targeted internal financial processes, Lokvani was built for something more immediate: citizens’ daily struggles to be heard by their own government. The name translates to “voice of the masses”, and that is precisely what the project delivered.

Origins in Sitapur district

Lokvani began in November 2004 in Sitapur district of Uttar Pradesh as a public-private partnership programme that allowed citizens to interact with government without physically visiting any government office. The idea was to cut the costs of travel, end the monopoly of middlemen, and give rural residents a reliable channel to lodge complaints about pensions, land records, electricity, and welfare schemes.

Rather than build new infrastructure from scratch, the district administration licensed existing cyber-cafes and computer training institutes to operate as Lokvani centres. This kept costs low and ensured the centres were financially sustainable through small user fees.

How grievance redressal works

The process is refreshingly simple. A citizen visits a Lokvani centre and pays a nominal fee, usually between Rs. 10 and Rs. 15. The operator logs into the Lokvani portal and uploads the complaint. Once uploaded, the system generates a unique ID number for the complaint which is passed on to the complainant, who can then track its status by phone or return visit. Crucially, the system does not allow modification of a complaint once entered, preserving its integrity.

Why Lokvani is a national landmark

Lokvani’s impact went far beyond Sitapur. The Ministry of Personnel, Public Grievances and Pensions has documented Lokvani as a model e-governance initiative. The state government ordered its replication in all districts, and research studies have confirmed significant improvements in rural citizens’ access to redressal. Even more consequentially, the Common Service Centre (CSC) scheme, which today operates roughly 4 lakh centres across India, drew heavily from lessons learned in Sitapur. Lokvani’s grievance component was later scaled into Jansunwai, Uttar Pradesh’s Integrated Grievance Redressal System.

Huduma Kenya: A one-stop shop for government services

Across the Indian Ocean, Kenya faced its own governance challenges: fragmented ministries, long queues, and widespread corruption at service counters. The response was Huduma Kenya, a flagship Vision 2030 programme launched in November 2013.

Concept and inspiration

“Huduma” is Swahili for “service”. The model was adopted from Brazil’s Poupatempo one-stop-shop e-government initiative, which began in 1997 and located service centres in public places and shopping malls. A Kenyan delegation visited Brazil to study the model before adapting it locally. The rollout happened in three phases: piloting, county-level expansion, and finally digitisation of services so citizens could access them online from anywhere.

What makes it work

Huduma Centres bundle services from dozens of ministries under a single roof. A citizen can renew a driving licence, apply for a national identity card, pay utility bills, and access National Hospital Insurance Fund services, all without moving between offices. Huduma Kenya operates four service delivery channels including physical centres, an e-services portal, a contact centre, and a mobile outreach called Huduma Mashinani.

Technology behind the transformation

The programme leverages Kenya’s widespread mobile money ecosystem, particularly M-Pesa, to let citizens pay for services from their phones. ICT-enabled communication between centres and the Secretariat, automated data collection, and closed-circuit television monitoring have positioned Huduma Kenya as an antithesis to inefficiency and corruption. The programme has used existing post office infrastructure to reach even remote areas. As of mid-2025, the programme has grown to 59 Huduma Centres across the country with the latest launch in Mogotio, Baringo County, cumulatively serving tens of millions of customers.

e-Kasih: Malaysia’s national poverty data bank

The fourth case study shifts focus from general service delivery to a more specific goal: making welfare programmes reach the people who genuinely need them. Malaysia’s e-Kasih system is one of the most sophisticated examples of data-driven social policy in the developing world.

Purpose and origin

e-Kasih was conceived to solve a persistent problem in welfare administration: duplication, exclusion, and poor targeting. The eKasih system is a database developed to help the government plan, implement, and monitor poverty eradication programmes at the national level. It was created in October 2007 and developed in-house by the Implementation Coordination Unit under the Prime Minister’s Department, then implemented nationwide in July 2008.

How the database drives inclusion

Data is collected through the Household Income Survey, known locally as BIRM (Bancian Isi Rumah Miskin). Enumerators record income, academic status, health conditions, living conditions, and infrastructure access for each household, then the system classifies families as either “poor” or “extreme poor”. Ministries and agencies running welfare programmes use this centralised database to identify eligible beneficiaries, avoiding the chaos of each department maintaining its own list.

A flagship programme built on the database is 1AZAM, which provides income-generating opportunities in four sectors: labour (AZAM Kerja), agriculture (AZAM Tani), business (AZAM Niaga), and services (AZAM Khidmat). Only citizens registered in e-Kasih are eligible to apply.

International recognition

The project has earned major global accolades. It won two Asia Pacific ICT Alliance (APICTA) Awards at both national and international levels, and in 2012 it won the United Nations Public Service Award. International development agencies also rely on the database. UNDP Malaysia has used the e-Kasih database to mobilise participants from the B40 income group for national consultations on poverty reduction, demonstrating how a government data system can serve as infrastructure for broader policy-making.

Common threads across the four case studies

Despite their geographic and functional diversity, these four initiatives share several characteristics that any public administrator should note.

Citizen-centricity is non-negotiable

Each project started by asking what the citizen actually experiences. Lokvani removed the need for a villager to travel to a district headquarters. Huduma Kenya removed the need to visit multiple ministries for related services. Khajane ensured pensioners received payments on time. e-Kasih ensured welfare reached the genuinely poor.

Integration beats islands of automation

The systems that have endured are those that connect multiple databases, departments, and stakeholders. Khajane II’s 400-plus integrations, Huduma’s multi-channel architecture, and e-Kasih’s role as a shared reference for six ministries all reflect this principle.

Technology alone is not enough

Every successful project invested heavily in training, change management, and institutional reform. Khajane’s rollout required training 2,000 treasury employees, most of whom had never used computers. Lokvani relied on village-level operators who had to be licensed and supervised. These human elements often determine whether a good design becomes a good system.

Challenges remain

None of these projects is without critique. Audit reports on Khajane II have flagged implementation gaps. Studies on e-Kasih have found data accuracy problems and names appearing multiple times in the system. Huduma Centres face issues with fragmented back-office infrastructure across ministries. The lesson is clear: ICT initiatives in governance need continuous evaluation, audit, and iteration.

Lessons for public systems managers

Public administrators designing their own ICT projects can distil a few practical guidelines from these cases. Start with a specific, well-understood problem rather than a broad vision of “digitalisation”. Build on existing infrastructure where possible, whether it is post offices, cyber-cafes, or national ID systems. Invest in interoperability so the system can grow beyond its original scope. And build feedback loops through audits, user surveys, and independent research so that problems surface early.

Taken together, the stories of Khajane, Lokvani, Huduma, and e-Kasih show that well-designed ICT interventions can strike at the heart of public administration’s oldest challenges: delay, discretion, and distance. They do not replace the need for good policy, honest officers, or adequate funding, but they amplify what a committed government can achieve.
