The 21st century didn’t just arrive with a new calendar – it came with a fundamentally different operating system for how societies organise themselves. Information has become the new currency of governance, and the machinery of the state is being rewired with fibre optics, data pipelines, and mobile apps. For public systems that were once defined by queues, paperwork, and opaque office hierarchies, new technologies have become both a disruptor and a lifeline.

Why the information era changes public systems
Public systems management has traditionally been about moving files, approving requests, and delivering services through layers of administrative hierarchy. That model is now being reshaped by Information and Communication Technology (ICT). As the Asian Development Bank has observed, ICT is recognised as a powerful tool for change with the potential to increase government accountability, transparency, and improve public expenditure management. The shift is not merely about replacing paper with PDFs – it’s about redesigning the relationship between the state and the citizen.
The core promise of ICT in governance is efficiency multiplied by reach. A land record that once required multiple visits to a tehsildar’s office can now be accessed from a mobile phone. A pension that was delayed by middlemen can now flow directly into a bank account. These are not cosmetic upgrades – they change the lived experience of being governed.
From industrial society to information society
The transition from an industrial economy to an information economy is the backdrop against which public administration is being rewritten. Scholars describe an information society as one in which the usage, creation, distribution, and integration of information is a significant activity, driven primarily by information and communication technologies. In such a society, knowledge itself becomes a strategic resource alongside capital, labour, and natural inputs.
Indicators of an information society
An information society isn’t declared – it’s measured. International bodies have developed frameworks to assess how deeply ICT is woven into a country’s social and administrative fabric.
Strategic use of information for development
The first indicator is whether information is being used strategically – not just collected. The International Telecommunication Union’s ICT Development Index benchmarks the level of ICT development across countries and tracks how emerging technologies like IoT, big data analytics, cloud computing, and artificial intelligence are transforming business, government, and society. Strategic use means data feeds into policy, not just file cabinets.
Right of access to information
An information society presumes that citizens have the right and the means to access information held by the state. In India, the Right to Information Act, 2005, created the legal scaffolding, but it is ICT that has made that right practically realisable through online portals, dashboards, and searchable repositories. Access is meaningless if it depends on physical visits during office hours.
Introduction of computers and telecommunication technologies
The third indicator is infrastructural – the spread of computing and telecom networks. India’s ICT journey began with the establishment of the Department of Electronics in 1970 and the creation of the National Informatics Centre in 1977, which aspired to harness computing for governmental functions. From basic word processing in the 1980s to today’s cloud-based platforms, the infrastructure has become the nervous system of modern governance.
How ICT fosters good governance
Good governance is a loaded phrase, but its operational meaning is clear: efficient, transparent, accountable, participatory, and responsive administration. ICT contributes to each of these dimensions in measurable ways.
Improving service delivery
Service delivery is where citizens experience governance most directly. The Digital India programme, launched on 1 July 2015, transformed the landscape. According to the Ministry of Electronics and Information Technology, Digital India aims to transform the country into a digitally empowered society and knowledge economy, improving the lives of citizens through digital delivery of services, an expanded digital economy, and greater employment opportunities.
Platforms like UMANG aggregate hundreds of central and state services into a single mobile interface. DigiLocker eliminates the need to carry physical documents. The Passport Seva Kendra model has compressed months-long processes into days. These are not marginal improvements – they redefine what citizens can reasonably expect from their government.
Empowering citizens
Empowerment through ICT happens on two tracks: access to services and access to decision-making. Platforms like MyGov invite citizens to contribute ideas, feedback, and proposals. A recent analysis notes that digital democracy in India enables citizens to actively participate in governance, share ideas, and influence policy-making processes, moving beyond traditional paper-based systems to more transparent and citizen-centric models.
Direct Benefit Transfer (DBT), powered by the Jan Dhan-Aadhaar-Mobile trinity, has reduced the distance between the state and the beneficiary. Money moves without middlemen, which is both an efficiency gain and an empowerment gain.
Increasing transparency
Transparency is the antiseptic of corruption. When information is public and processes are digitised, there are fewer shadows in which discretion can be misused. Online portals that publish real-time data on government spending, procurement processes, and project implementations serve as powerful tools for combating corruption and promoting transparency, keeping citizens informed and engaged with governmental activities.
The Government e-Marketplace (GeM) is a strong example. Procurement, which was historically vulnerable to collusion, now runs on a transparent platform with published price trails and vendor records.
Creating competitive environments
ICT enables competition in two ways. First, by opening procurement and service delivery to multiple providers through digital marketplaces. Second, by enabling public-private partnerships that bring private-sector efficiency into public systems. A novel feature of ICT is its accent on partnerships in facilitating governance, providing continuous monitoring and control of production and delivery systems while easing communication among stakeholders.
Enhancing administrative capacity
ICT expands what administrators can do with the same resources. Automated workflows, decision-support systems, and analytics enable officials to manage larger caseloads and make evidence-based decisions. ICT can act as a catalyst for organisational transformation by managing large volumes of data and workflow connectivity, reaping scale economies through automation, reducing personal interface with bureaucratic red tape, and enhancing transparency by making information available to citizens.
Integrating government, market, communities, and citizens
Perhaps the most profound shift is the move from a siloed model of governance to a networked one. ICT creates a collaborative web where the government is no longer the sole producer of public value – it is a coordinator among market actors, civil society organisations, and citizens themselves.
G2C, G2B, G2G, and G2E relationships
Modern e-governance operates across four distinct relationship types. Government-to-Citizen (G2C) services simplify how people interact with public agencies. Government-to-Business (G2B) platforms like GeM and the GST portal reduce compliance costs. Government-to-Government (G2G) systems like the Public Financial Management System enable coordination across administrative levels. And Government-to-Employee (G2E) tools streamline internal operations. Each layer adds to the overall density of the network.
Building digital public infrastructure
India has taken a distinctive approach by constructing what is now called Digital Public Infrastructure (DPI). Wikipedia’s overview notes that Digital India has evolved from primarily an e-governance initiative to a broader digital public infrastructure ecosystem built around digital identity, real-time payments, electronic document storage, and consent-based data sharing. The India Stack – Aadhaar for identity, UPI for payments, DigiLocker for documents – has become a model being studied and adopted internationally.
The persistent challenges
No honest discussion of ICT in governance can skip the gaps. The digital divide is real – rural-urban, gender-based, and generational. Research has documented that the digital divide remains a primary constraint on equitable public service delivery, with challenges including infrastructure gaps, low digital literacy, financial sustainability issues, and exclusion risks associated with digital authentication systems.
Data privacy and security
As more citizen data flows through government systems, the stakes of data protection rise sharply. The Digital Personal Data Protection Act, 2023, is a step forward, but implementation and grievance redressal remain works in progress. Biometric authentication failures have led to documented cases of exclusion from welfare schemes – a reminder that technology without human safeguards can deepen the very inequalities it promises to solve.
Capacity and cultural change
Technology alone does not reform governance. The Asian Development Bank has cautioned that advanced ICT is just a tool, and its adoption should fit user needs, align with activity objectives, and be accompanied by improved rules and processes. Without training, change management, and political will, the most sophisticated platform can underdeliver.
Looking ahead: Emerging technologies
The next frontier is already visible. Artificial intelligence is being explored for predictive analytics in policy. Blockchain offers tamper-resistant record-keeping for land registries and procurement. The Internet of Things enables smart city infrastructure with real-time monitoring. India’s National Strategy for Artificial Intelligence acknowledges these possibilities, and flagship initiatives like BharatNet aim to extend broadband connectivity to every village.
The trajectory is clear: public systems management will continue to migrate from hierarchical, paper-based processes to networked, data-driven platforms. What distinguishes successful transitions from failed ones is rarely the technology itself – it is the quality of institutional design, the depth of digital literacy, and the seriousness of inclusion.
